The number of diesel construction engineering machines approaches to one hundred thousand, and most of them belong to the higher age machines(from 11 to 20 years, about 42%).The exhaust emissions in the construction engineering machines include Particulate Matter(PM)、Nitrogen Oxides(NOx)、Polycyclic Aromatic Hydrocarbons (PAHs)、traces of Dioxin and other pollutants, which are harmful to human health.
By conducting the survey on domestic diesel construction engineering machines this year, the plan estimates the number of those machines at about one hundred thousand and knows the major type of those machines (e.g., excavators, cranes, rollers). Diesel construction engineering machines are imported in the form of complete machines, and Japan is the major importing country(about 87.8%). The exhaust smoke is emitted through exhaust pipe, and the major pollutants are PM and NOx.
The plan is also conducted real inspections, include both 10 sets of PM tests and 53 sets of smoke tests, and completes building localized emission factors of PM2.5 of diesel construction engineering machines. In addition, the plan draws up a draft, the standard of pollutants from diesel-propelled engine of construction engineering machines, and takes it as reference for Environmental Protection Agency. Thus, it will strengthen regulations of exhaust emission from domestic construction machines and boost control performances.
Finally, the plan builds domestic control strategy in short-term , medium-term and long term, based on pollution-controlling system from advances countries(e.g., The European Union, the United States of America and The Japan), domestic experts as well as scholars, and results of real inspections. The short-term strategy(about 2 years)mainly builds registration system of domestic diesel construction engineering machines, the procedure and standard of smoke inspection, and regulates domestic existing machines. The middle-term strategy (about 3 years)plans to establish mechanisms for inspection of imported machines, and establishs periodic inspection system of in-use diesel construction engineering machines. The long-term strategy (about 3 years)is to promote usage of low-pollution diesel construction engineering machines, and to regulate NOx and other pollutants.
