104年度移動污染源稽查管制計畫

中文摘要 一、 機車管制作業 (一)提升納管率 計畫執行期間,本市機車排氣檢驗數(依車籍統計)達103萬輛以上,統計104年10月至105年8月本市定檢數(依車籍)統計,累計1,120,805輛,達成率100%。 (二)攔檢作業 本年度攔檢稽查作業完成3,038輛次。不定期檢驗機車中,合格輛次為2,249輛,合格率為74.0%,不合格輛次為789輛,不合格率為26.0%。檢驗不合格機車均要求限期改善完成,逾期未回覆之機車已分批進行告發。 (三)巡查夾單 本年度巡查作業已完成一般重要道路、大眾運輸、商圈、學校及機關行號執行巡查作業8,564輛次,其中設籍新北市計有6,214輛次,而根據後續比對定檢資料庫之結果,設籍新北市完成改善數2,417輛次,其總回檢率(含報廢、繳銷等)為38.9%。 (四)車牌辨識 計畫開始執行車牌辨識共1,007,749輛次,其中設籍新北市748,754輛次,設籍新北市比例佔74.3%。另在未定檢數統計,車牌辨識1,007,749輛中,未定檢140,265輛,其中設籍新北市未定檢100,457輛,外縣市機車皆登錄環保署資源共享平台供其他縣市下載通知,104年度延續103年車牌辨識測試經驗,針對有效率較高之行政區,加強車牌辨識稽查作業。 (五)移動式定檢服務 本計畫開始執行即設置移動式機車排氣檢驗站1站(站號:FA8),以作為本市未設置有民間檢驗站之偏遠地區民眾實施機車定檢之用,100年度完成579輛次;101年度完成710輛;102年完成691輛;103年度完成787輛;104年度完成1,069輛未定檢機車檢測服務,較於103年同期定檢車輛數(787輛次)提升35%,執行結果顯示自104年起開始於偏遠鄉鎮定檢服務時,鼓勵民眾完成定期檢驗發送宣導品,民眾參加定檢成效較往年高。 二、 柴油車管制作業 (一)攔檢作業 本年度共計完成路邊檢測1,041輛次,其中合格541 輛次、不合格438輛次,不合格率為42.0%;另不合格車主選用舊式(反射式)進行加測作為檢測最終結果,其結果為不合格為93輛。 (二)目測判煙作業 本年度目測通知到檢共計4,017輛次,其中以二、三期車為所佔比例最高,分別為41%及27%。 (三)車牌辨識 本年度共計執行柴油車車牌辨識92,110輛次,車號取唯一48,317輛次,扣除能源種類非柴油後41,401輛次,以第三期車26.7%、第四期車26.1%、第五期車27.6%所佔比例最高。 (四)空品淨區查驗追蹤 1.台北港:規劃台北港不定期稽查作業,每周至少執行一次,現階段已執行105輛次不定期檢測,其中不合格43輛次,不合格率為41.0%;另分析122,385輛次車牌辨識(土方車),車號取唯一1,890輛次,經查環保署檢驗資料庫有1,017輛次未曾有檢驗紀錄,故進一步探討到檢率偏低原因,結果為四、五期車比例佔未到檢比例71%;建議未來應持續寄發主動到檢通知單,並搭配目測判煙,提升進出土方車納管率。 2.野柳空品淨區:協調北部空品區於每月第二周進行風景區攔檢作業,目的為提高陸客旅遊車輛均取得自主管理標章,另分析車牌辨識有效車號44,646輛,扣除能源種類非柴油39,238輛及資料異常1,534輛,有效車號共3,874輛;另利用期別分佈法,對於車輛排污強度進行評估,將野柳空品淨區車輛進出資料,與本市設籍(自用、營業)大客、貨車依齡期別比較,顯示一〜二期車進出比例遠低於本市設籍數,三期車進出比例則於設籍比例相當,四〜五期新車進車比例則高於本市設籍數。 (五)油品送驗 截至105年9月23日為止,共計執行柴油車篩油稽查979輛次,其中經比色、比嗅不合格將抽油送驗共80件,其送驗結果均在法規標準內。

2015 New Taipei Mobile Pollution Source Inspection Control Project

英文摘要 一、 Motorcycle control tasks (一) Roadside inspection tasks Roadside inspections were conducted 3,038 times during the fiscal year. Of the motorcycles checked during unscheduled roadside inspections, 2,249 passed inspections, for a passing rate of 74.0%; 289 motorcycles failed to pass, for a failure rate of 26.0%. The owners of the motorcycles that failed to pass were required to make improvements within a certain period of time; warnings were sent to those persons who failed to respond by the given deadline. (二) Roving inspection and ticketing During the fiscal year, roving inspections were performed of 8,564 motorcycles along major roads and at mass transit stations, shopping areas, schools, organizations, and businesses. Of the inspected motorcycles, 6,214 were registered in New Taipei. After subsequent cross-checking with data in the scheduled inspection database, it was found that 2,417 of the motorcycles registered in New Taipei had completed improvements, and the re-checking rate (including scrapping and cancellation of registration) was 38.9%. (三) License plate recognition The project performed license plate recognition a total of 1,007,749 times, including 748,754 times for motorcycles registered in New Taipei; motorcycles registered in New Taipei accounted for 74.3% of all motorcycles whose license plates were recognized. Furthermore, as for unscheduled inspection statistics, of the 1,007,749 times license plate recognition was performed, unscheduled inspections were performed of 140,265 motorcycles, which included 100,457 motorcycles registered in New Taipei. The motorcycles registered in other counties and cities were all recorded on the Environmental Protection Administration's resource sharing website in order to notify the other counties and cities. The 2014 license plate recognition inspection campaign was extended through 2015, and enhanced license plate recognition inspection tasks were performed in administrative districts with high effective rates. (四) Mobile scheduled inspection service This project established one mobile motorcycle exhaust inspection station (station number: FA8) at the start of implementation in order to perform scheduled motorcycle inspections in isolated parts of the city lacking private inspection stations. A total of 579 motorcycles were inspected in 2011, 710 were inspected in 2012, 691 were inspected in 2013, and 787 were inspected in 2014. A total of 1,069 motorcycles that had not received scheduled inspection were inspected by this station in 2015, which was an increase of 35% compared with the 787 motorcycles that had received scheduled inspection during the same period of 2014. Implementation results indicated that since scheduled inspection services where offered in isolated areas starting in 2015, the distribution of promotional products to encourage citizens to complete scheduled inspection ensured that the level of public participation in scheduled inspection was higher than in past years. 二、 Diesel vehicle control tasks (一) Roadside inspection tasks A total of 1,041 vehicles received roadside inspections during the fiscal year; of these 603 vehicles passed, and 438 vehicles failed, for a failure rate of 42.0%. Furthermore, 93 vehicles owned by persons who chose to receive testing using the old method (reflection type) failed to meet standards. (二) Visual exhaust inspection results During the year, total of 4,017 notices to receive inspection based on visual exhaust observation were issued, and the greatest shares of these notices were issued to period II and III vehicles (41% and 27%). Further analysis was subsequently performed of year, vehicle type, and exhaust volume data. (三) License plate recognition During the year, license plate recognition of diesel vehicles was performed 92,110 times. Of these, unique vehicle numbers were obtained 48,317 times. Subtracting non-diesel vehicles left a total of 41,401 vehicles, of which period III vehicles constituted 26.7%, period IV vehicles constituted 26.1%, and period V vehicles constituted 27.6%. (四) Clean air zone inspection and tracking 1. Taipei Harbor: We planned unscheduled inspections at Taipei Harbor, with at least one inspection every week. A total of 105 vehicles have been subjected to unscheduled inspections thus far, of which 43 failed, for a failure rate of 41.0%. Furthermore, analysis of 122,385 sets of license plate recognition data (for dump trucks) yielded 1,890 unique vehicle numbers, and it was found after checking the Environmental Protection Administration's inspection database that 1,017 of these vehicles had no inspection records. After performing further investigation of the reason for such a low inspection rate, it was found that 71% of period IV and V vehicles had not been inspected. We recommend that inspection notices be continued to be issued, and visual inspection of exhaust be performed in order to increase the rate of compliance among dump trucks entering and leaving Taipei Harbor. 2. Yehliu clean air zone: We performed roadside inspection tasks in the Yehliu Scene Area during the second week of each month in coordination with the Northern Clean Air Zone. The goal of this effort was to ensure that more tour buses carrying Chinese tourists obtained a vehicle self-management mark. Furthermore, analysis of license plate recognition data found 44,646 valid vehicle numbers; after subtracting 39,238 non-diesel vehicles and 1,534 vehicles with data anomalies, a total of 3,874 vehicles with valid vehicle numbers remained. An assessment of vehicle exhaust pollution level was then performed on the basis of vehicle period. A comparison of data concerning vehicles entering and leaving the Yehliu clean air zone with large buses and trucks registered in the city (including self-use and business-use vehicles) on the basis of age revealed that the ratio of period I and II vehicles entering and leaving the clean air zone was far lower than expected given the number registered in the city; the ratio of period III vehicles entering and leaving the zone was on a par with what would be expected given the number registered in the city; and the ratio of period IV-V vehicles entering and leaving the zone was higher than what would be expected from the number in the city. (五) Outsourced testing of petroleum products As of September 23, 2016, a total of 1,041 diesel fuel inspections had been performed, and 80 diesel samples were sent for outsourced testing after failing inspection by colorimetry and odor comparison.
