The main work items of this project include executing air quality
analysis, proposing air pollution control strategies, supervising and
evaluating projects subsidized by Air Pollution Control Fund, managing Air
Pollution Control Fund, promoting spirit money reduction during the Chinese
Ghost Festival, and evaluating maintenance works in air quality purification
area. The important results of this project can be summarized as follows:
1. Air quality analysis
The variation of concentration of air pollutants shows air pollutants are
decreasing in New Taipei City. The variation of NO2, CO and SO2 are not
significant, in which NO2 and CO are mainly from automotive vehicle emissions,
and SO2 is produce by fuel combustion. More efforts should be put in, such as
enhancing public transport, reducing vehicle fuel use and promoting clean vehicles.
The stationary source control practices also need to be adjusted.
2. Monitoring data analysis and control
The 2012 to 2014 measurement results from the Lin-kou air quality monitoring
station were analyzed. The high concentration events of PM2.5 occurred more often
in the nighttime. It was affected by abnormal operation of coal-fired boilers. After
inspection by EPB, Guei-kang company was shutdown, and another company
Sheng-juen was required to pause operation to improve its manufacturing process.
During May to December 2015, the amount of highest 10% of hour
concentrations of PM2.5 brought by East-northeast/east winds was lower comparing
with those of 2012 to 2014. Compared with the same period of 2014, the nighttime
average PM2.5 concentration measured during May to Dec. of 2015 decreased about
7μg /m3. Considering a complete year, the nighttime average PM2.5 concentration
decreased 5.5μg /m3 from 2013 to 2014. It suggests that shutting down Guei-kang
and Sheng-juen indeed improved the nighttime air quality at Lin-kou air quality
monitoring station.
The results of Shin-juang station show the effects by high concentration from
the south.In order to improve Shin-juang air quality, audit for south area is proposed.
We also apply for EPA AirBox, which will be used for real-time inspection, to find
out the pollution sources and improve the air quality.
3. Supervision and Evaluation projects subsidized by Air Pollution Control
Fund
Performances of most projects were good. The stationary sources project and
the diesel car project had lower score. It’s because of the executing company of
stationary sources project has been replaced, which resulted in running behind
schedule. The diesel car project scored low because it didn’t reach the target of
annual air pollution control plan.
4. Air pollution control strategies
According to Environmental Protection Administration’s target of
decreasing PM2.5 concentration in 2020, the New Taipei City Integration Plan
has set control approach and the control target in 2015 prevention plan. The
short-term reduction goal from 2015 to 2017 will be achieved mainly by
stationary pollution sources control, such as unit rebuild of the Lin-kou
power plant, to raise the control rate of pollution sources, to decrease the
dust raised on motorways, and to control the emission from construction
sites. Long-term reduction goal (in 2020) will be made by lowering the
mobile source emission. However, the reduction amount addressed in the
annual air pollution control plan is difficult to accomplish by present
control regulations.
5. Evaluation of maintenance work in the Air quality purification area
In this project, the audit and evaluation task was implemented
seasonally (4 seasons) this year. The check items include vegetation
maintenance, environment clearance, and utilization status. Trash and
defoliation was found in only Huan-he North Road at Sanchong,
Heng-ke-ya road at Lin-kou and Qing-Tan Elementary School greening
project. The vegetation maintenance needs to be enhanced in the Da-kan
environmental park at Bali. In the Ting-Hsin park at Tucheng, some space
was occupied by cars and motorcycles; and the guardrail was also
damaged. Those districts were requested to improve the execution.
6. Promotion of spirit money reduction during the Chinese Ghost Festival
Various outreach activities were completed in this project, including
brochure publication, website update, holding the press conference, and
assistance of the Pudu (universal salvation) ceremony of Chinese Ghost
Festival. There were almost 12,000 people joined the online Pudu activity.
To promote of spirit money reduction, EPB cooperated with Carrefour.
Limited (650) set of environment-friendly spirit money were sold at 12
Carrefour retail stores in New Taipei City.
