高雄市阿公店溪暨後勁溪污染總量管制計畫

中文摘要 高雄市政府環境保護局配合環保署推動污染總量管制之政策，乃執行「高雄市阿公店溪暨後勁溪污染總量管制計畫」，依水污法精神規劃總量管制執行範圍與管制方式，減少阿公店溪與後勁溪之污染情形。分析阿公店溪、後勁溪流域近5年水質調查資料，造成嚴重污染的關鍵水質項目為NH3-N。為加速改善阿公店溪、後勁溪水質受污情形，針對事業密集地區以新增NH3-N放流水標準方式執行污染總量管制。為減少執行總量管制造成對事業之衝擊影響，總量管制計畫公告後2年內為緩衝期，於第3年始依公告執行之，並建議地方主管機關協同相關單位分工合作，針對未能如期達標之事業予以功能提升、遷廠改排等輔導，或由事業研提可行之污染減量計畫，由地方主管機關依行政裁量審核。後續則應檢討評估總量管制執行後對承受水體之水質改善成效，同時建立共享資料庫以及增進民眾參與，提高流域污染整治共識並降低衝擊與風險，以5年為期研訂下階段總量管制執行工作，共同追求最大污染改善效益，以維環境永續經營。

英文摘要 Kaohsiung EPB concern with the Total Maximum Daily Load(TMDL) strategy, EPA promoted, and execute “Project of Total Maximum Daily Load in Kaohsiung A-Gong-Dian River and Hou-Jin River”, designate the TMDL control zones and control way to reduce river pollution. NH3-N is main of the water pollution, made A-Gong-Dian River and Hou-Jin River in serious pollution last 5 years. Kaohsiung EPB set up the NH3-N effluent standards in business-intensive areas. Therefore the TMDL plan will carry out to reduce the business impact in the third year. Authorities need to cooperate with others to guide business, establish the share-database, as well as enhance to participate in people. It still needs to track the TMDL performance in the future, and set next phase goal of work in 5-year period to pursuit maximize benefits and environmental sustainable development.
