Since May 1 2015, Environmental Protection Administration (EPA) Taiwan has commenced to impose the Water Pollution Control Fee on the pollutants in wastewater discharged from the enterprises and sewage system. This imposing is based on the “polluter pays principle” (PPP). In this project, we have analyzed the pollution characteristics of industrial wastewater and rivers using the sampling and assay. A series of candidate items for imposing the water pollution control fee have been proposed. The rate of these candidate items has been determined by considering the corresponding limit values in the Effluent Standard as well as the information in the pollution control cost of the enterprises.
Referring our assays on wastewater as well as the monitoring reports in the permits, the possible increase of financial loading on the enterprises and sewage systems can be estimated if any specific items of pollutants are imposed in water pollution control fee in the next stage. Considering the possible benefits on the aquatic environment as well as the number of impacted enterprises, a priority of these candidate times has been suggested. Zinc, hexavalent chromium and ammonia nitrogen are listed as the first priority for imposing, where the rates are determined as NT$ 625, 1,250 and 12.5 per kilogram, respectively.
Besides, the thermal power plant that uses seawater for flue gas desulfurization discharges effluent that acidifies the ocean and consumes the alkalinity. This project also suggests to impose the water pollution control fee for the item SOx in the flue gas, that is, the discharged acidity in the seawater for environmental compensation. The rate has also been determined.
So far the suspended solids in the runoff from the construction sites has not been imposed in the water pollution control fee, although these solids may lead to the serious deposit in the aquatic environment. This project also considers the possible imposing procedures on the suspended solids from the runoff of the construction sites. Due to the difficulty to install the flowmeters and the assay, the rate is determined based on the site area, construction period and the prevention procedures that have been taken. It is expected that the imposing fee may lead a reduction on these suspended solids from runoff.
The second and third phases of the Water Pollution Control Fee will be imposed in 2017 and 2018, respectively. We also helped EPA to hold the expert consulting meetings to collect the relevant comments from the publics for further discussions.
