From February 26, 2015 to December 15, 2015, the results of the work are summarized as follows:
I. Implementation of the rules and regulations
This project is currently running all the test operations, including 13 periods of the detection sampling tests of sulfur content in oil, odor sensory measurement sampling tests and detection sampling tests of the perimeter granular materials, 2 periods respectively, and heavy metal detection 1 time. The tests all met the standard in compliance with laws and regulations. In the aspect of air pollution fee collection, the air pollution fee collection procedures have been completed from the 4th quarter of 2014 to the four quarter of 2015. A total of 70 plants have completed their procedures of air pollution fee collection. The average declaration rate, fee-paying rates and late fee-paying rate are 100 %. As for the sulfur oxides and nitrogen oxides air pollution fee check, , currently a total of 61has been completed. As for the check of air pollution fee for volatile organic compounds, a total of 59 has been completed. In this year, places being checked, there were only 5 incorrect declaration. The project team has been corrected on-site, counseling and helping to re-estimate the emission amount.
II. Promotion of the licensing system
This year till Dec 15, there were eight cases of permit applications, which were 19 replacements of operating licenses and 1 applications of permit transaction and extensions of operating licenses respectively. Among them, one case of application for license extension was rejected. The other ten operating permit application have been reviewed and issued nine licenses and the other three operating license application has been approved and has entered the license-making permit. The plan was made for the effective implementation of the licensing system. There were 48 implementing license check. And all the industries were in line with the industry regulations.
III. Updating the list of stationary emission sources
At this stage, there are 147 updates and maintenance of the database QA / QC operations. After the updates, the total controlled public and private place for the stationary pollution sources in Chiayi City are 335. From the filing-completed stationary sources database statistics, it showed that in the part of process pollution emissions the particulate pollutants are 53.35 tons/year, SOx, 23.94 tons/year, nitrogen oxides 113.94 tons/year, volatile organic compounds 122.13 tons/year, and carbon monoxide 27.08 tons/year.

In the project, we have now completed a total of 554 cases on protracted inspection operations, held two staff education and training conventions and three advocacy briefings.
