中文摘要 摘 要 計畫名稱:104年度屏東縣垃圾車加裝濾煙器示範運行計畫 計畫編號:1041006-1 計畫執行單位:新系環境技術有限公司 計畫主持人:黃韋傑 計畫期程:2015年12月01日起2017年11月30日止 計畫經費:6,300,000元 執行人力:計畫經理 蔡旭淵;計畫工程師 林映孜 本計畫於2015年12月01日開始執行,工作內容包括:篩選車輛並進行現勘配對、安裝前車輛檢測及車況檢查、濾煙器安裝作業、濾煙器安裝後檢測作業、濾煙器維護作業、定期依行政院環境保護署公告之柴油車檢測方法進行至少一次完整之濾煙器功能確認測試及每季進行一場次教育訓練等七項,本報告書提出時已完成各項工作進度如表1,執行成果說明如下: 一、篩選車輛並進行現勘配對 本計畫於104年11月24日至104年12月4日優先針對環保局提供13個清潔隊之42輛清潔隊柴油車之名單進行現況調查。 二、濾煙器安裝檢測作業 於104年12月24日至105年2月25日期間共安排30輛清潔車輛進行安裝後馬力比及不透光率檢測。 三、濾煙器換裝後作業 原新埤443-RL因車輛預計報廢,於105年4月26日換裝新埤875-UJ車輛。原里港071-SK因車輛引擎老舊,於105年7月27日換裝里港2613-FD車輛。 四、濾煙器維護作業 於105年1月至106年11月共23次月維護保養。線上緊急異常維修通報計有29台,合計有69輛次。 五、濾煙器異常改善說明 105年取得喬英公司授權技術下,委託嘉大實業社於105年11月及106年2、3月進行產品燃燒系統及燃油箱進水改良後有大幅改善,目前每季定期功能性檢測均符合黑煙去除率達80%以上,並且加強巡查次數提高再生頻率減少噴油嘴阻塞與濾心破損。 六、車輛定期檢測 (一)105年03月31日進行第一次定檢,計有15輛次未符合合約規範至105年08月03日複檢完成。 (二)105年08月08日進行第二次定檢,計有14輛次未符合合約規範至105年11月22日複檢完成。 (三)105年11月07日進行第三次定檢,計有2輛次未符合合約規範至106年02月13日複檢完成。 (四)106年01月10日進行第四次定檢,計有6輛次未符合合約規範至106年02月23日複檢完成。 (五)106年04月18日進行第五次定檢,計有3輛次未符合合約規範至106年05月18日複檢完成。 (六)106年07月15日進行第六次定檢,計有6輛次未符合合約規範至106年08月30日複檢完成。 (七)106年09月25日進行第七次定檢,計有6輛次未符合合約規範至106年12月02日複檢完成。 七、車輛自行檢測維修 (一)106年01月09日進行第一次自行定檢維修,至106年02月21日完成。 (二)106年04月10日進行第二次自行定檢維修,至106年05月05日完成。 (三)106年06月02日進行第三次自行定檢維修,至106年07月31日完成。 (四)106年09月01日進行第四次自行定檢維修,至106年09月20日完成。 八、教育訓練 於105年2月19日、105年4月27日、105年8月19日、105年11月17日、106年3月14日、106年5月26日、106年9月5日及106年11月3日辦理8場次教育訓練。 九、效益評估 推估PM2.5削減輛推估為0.097噸,TSP削減量推估為0.167噸。

Pilot Project on Installing Particulate Filters on Garbage Trucks in Pingtung County in 2015

英文摘要 This project was implemented on December 1, 2015. The job scope included the following seven tasks: screening vehicles and conducting field investigation to match vehicles, performing vehicle condition inspection before installing the particulate filters, installing the particulate filters, performing inspection after installing the particulate filters, performing maintenance on the particulate filters, at least carrying out a comprehensive functional validation testing of the particulate filters on a regular basis as per the diesel vehicle inspection methods announced by the Environmental Protection Administration under the Executive Yuan, and conducting a quarterly educational and training session. The tasks that had been completed by the time this report was submitted are shown in Table 1. The results were as follows: 1. Screening vehicles and conducting field investigation to match vehicles An investigation was performed on 42 diesel vehicles of 13 cleaning squadrons on the list provided by the Environmental Protection Bureau between November 24 and December 4, 2015. 2. Performing inspection after installing the particulate filters After installing the particulate filters on 30 garbage trucks, the power-to-weight ratio of the trucks and the opacity of smoke emitted by their engines were measured between December 24, 2015 and February 25, 2016. 3. Re-installing the particulate filters As it was planned that the garbage truck with plate No. 443-RL in Xinpi Township would be scrapped, its particulate filter was re-installed on the garbage truck with plate No. 875-UJ on April 26, 2016. Also, as the engine of the garbage truck with plate No. 071-SK in Ligang Township was too old, its particulate filter was re-installed on the garbage truck with plate No. 2613-FD on July 27, 2016. 4. Performing maintenance on the particulate filters Maintenance on the particulate filters was performed a total of 23 times between January 2016 and November 2017 (once a month). A total of 29 filters were reported online for emergency repair due to malfunction. The total number of filters repaired was 69. 5. Explanation on the malfunction of the particulate filters We obtained technical authorization from Chiauying Electric Co., Ltd. in 2016, and commissioned Chiata Industrial Co., Ltd. to improve the combustion system of the particulate filters and to remove water in their fuel tanks in November 2016, as well as in February and March 2017, after which their performance has been significantly enhanced. Currently, quarterly functional testing suggests that the smoke removal rate of said particulate filters meets the requirement, since it is over 80%. Also, inspection frequency is increased to increase regeneration frequency and minimize the possibility of nozzle clogging and cartridge breakage. 6. Periodic vehicle inspection (1)The first periodic inspection was performed on March 31, 2016, and a total of 15 garbage trucks failed to comply with the provisions of the contract. A re-inspection was conducted on August 3, 2016. (2)The second periodic inspection was performed on August 8, 2016, and a total of 14 garbage trucks failed to comply with the provisions of the contract. A re-inspection was conducted on November 22, 2016. (3)The third periodic inspection was performed on November 7, 2016, and a total of 2 garbage trucks failed to comply with the provisions of the contract. A re-inspection was conducted on February 13, 2017. (4)The fourth periodic inspection was performed on January 10, 2017, and a total of 6 garbage trucks failed to comply with the provisions of the contract. A re-inspection was conducted on February 23, 2017. (5)The fifth periodic inspection was performed on April 18, 2017, and a total of 3 garbage trucks failed to comply with the provisions of the contract. A re-inspection was conducted on May 18, 2017. (6)The sixth periodic inspection was performed on July 15, 2017, and a total of 6 garbage trucks failed to comply with the provisions of the contract. A re-inspection was conducted on August 30, 2017. (7)The seventh periodic inspection was performed on September 25, 2017, and a total of 6 garbage trucks failed to comply with the provisions of the contract. A re-inspection was conducted on December 2, 2017. 7. Vehicle self-inspection maintenance (I) The first periodic self-inspection maintenance was performed on January 9, 2017, and completed on February 21, 2017. (II) The second periodic self-inspection maintenance was performed on April 10, 2017, and completed on May 5, 2017. (III) The third periodic self-inspection main tenance was performed on June 2, 2017, and completed on July 31, 2017. (IV) The fourth self-inspection maintenance was performed on September 1, 2017, and completed on September 20, 2017. 8. Education and Training Eight educational and training sessions were conducted: February 19, 2016, April 27, 2016, August 19, 2016, November 17, 2016, March 14, 2017, May 26, 2017, September 5, 2017, and November 3, 2017. 9. Benefit assessment It is estimated that approximately 0.097 tons of PM2.5 and 0.167 tons of TSP were reduced.
