低污染車輛補助審查專案工作計畫

中文摘要 本計畫主要協助環保署進行電動輔助自行車及電動自行車補助申請案件之審核、查核等相關工作;統計104年2月1日至105年3月31日,已完成電動輔助自行車補助申請案件之審核及建檔作業計10,974件(包含移交案件),撥付補助款11,795件(包含補件);電動自行車補助申請案件之審核及建檔作業計15,424件(包含移交案件),撥付補助款17,238件(包含補件)。電動自行車及電動輔助自行車通過共29,033件對應電子金流撥款金額為87,537,000元。 今年度電話查核536件,現場查核70件;本計畫針對共通規格電池之現場查核部分,則是協請工研院協助共同查核共13件。此外,今年度試行簡訊確認機制,隨機抽取1,000購買民眾進行試驗,推動成果提供環保署參考。 因補助申請促進使用電動輔助自行車及電動自行車替代原有傳統化石燃料之汽、機車,經估算將近有581.25噸移動源污染物的削減量。 本計畫電動輔助自行車及電動自行車補助申請案件之資料庫建檔作業,包含申請文件資料建檔、審核及查核作業資料建檔、撥款作業資料建檔,同時為避免案件有重複申請狀況,於資料庫系統中設定警示功能,申請人身分證、車架號碼若重複鍵入,系統自動跳出訊息視窗,同時強制該案件無法存檔,提醒建檔人員注意。今年度E化申請作業部分,因政策調整終止,但相關效益仍可提供環保單位參考。 本計畫內設置免付費專線電話(0800-050-058),回覆並服務民眾關於低污染車輛申請補助相關問題,同時設置維運低污染車輛補助資訊網頁(http://mobile.epa.gov.tw/lowpoll/index.aspx),供民眾及廠商查詢補助進度及相關文件下載。本計畫協助環保署進行臺北捷運車站電動機車充電站之管理維護,以及電費繳納,統計104年度1月1日至105年3月31日之總電費為33,259元。

Completion of subsidy verification for low-pollution vehicle

英文摘要 The major target of the project was to check and review the subsidy application of purchase on electric assisted bicycles and electric bicycle. Accumulated the applications from Jan. 2015 to Dec.31, 2015. 10,974 electric assisted bicycle subsidy cases had been filed, including the reapplied cases before Jan. 2015. 11,795 subsidy cases had been accomplished; 15,424 electric bicycle subsidy cases had been proved and filed, including the reapplied cases before Jan. 2015. 17,238 subsidy cased had been accomplished. All 29,033 subsidy cased which is equivalent to NT 87,537,000 in electric funding system. 536 phone validations and 158 on-site validations were accomplished. This project also finished on-site validations of uniform battery electric bicycle with the assistance of ITRT. In addition, this project also use SMS to identify the subsidy application of purchase on electric assisted bicycles and electric bicycle which was selected by system in random. The subsidy cases had been leaded into auto-transfer wiring instead of checks since Jul 16, 2014 and no subsidy cases has been rejected. According to the elimination calculation, the total pollutants were reduced 581.25 tons based on the applicants replaced the low-polluting vehicles in stead of the traditional motorcycles. The management information system of the project included the application data, examination and verification data, subsidy management data. In order to except the duplication of applications by the regulation, the automatic alarm function was designed in the system, the occurrence of applicant identification, bicycle plate number duplication, the system would deliver the alarm message, and the data would not be accepted in the beginning of data input step. The E-subsidy application system has done in Feb.(2015). E-subsidy has suspended because of the change of policy EPA, but the E-subsidy may provide good purposes for EPB. This project provided toll-free number (0800-050-058) to serve for the public as information service center. Also via the web-site http://mobile.epa.gov.tw/lowpoll/index.aspx, users could search the application procedure status and FAQ. Through the web, provided the function of download including the application forms and necessary documentation. This project also provided the maintenance of Taipei Metro-Line electricity charge stations and responsible of the electricity fee, the annual electricity fee was NT$33,259 dollars.
