兩岸環境檢測(監測)服務業交流計畫-拓展中國大陸市場(2/3)
| 中文摘要 | 本計畫透過資料蒐集分析、規畫辦理交流活動等方式，蒐集大陸地區環境檢測（監測）業相關資料。大陸地區今年上半年公佈「關於推進環境監測服務社會化的指導意見」，明確指出要全面開放服務性監測市場，鼓勵民營環境監測機構參與環境監測活動。目前已有約七成左右的省份已訂定相關法令並開放民營機構，但各地開放進度、項目不一，甚至同一省中不同縣市的開放程度亦差異很大。2015年公佈的國家重點監控企業名單共 14,920 家，這可能會增加民營環境檢測的市場，但因為企業亦可自行檢測且不需認證，因此市場增加可能有限。本計畫亦完成了江蘇省的環境檢測業投資指南，內容包含了外商投資法令、環境檢測機構環境監測業務能力認定、大陸地區認證系統CMA (China Metrology Accreditation, 中國計量認證/認可)的介紹、監測業務能力認定及CMA申請方式、大陸地區環境檢測方法、持證工作(上崗)方式、常見問題集等。本計畫順利於10月中組成涵蓋產、官、學界共14人之代表團，參訪大陸地區天津、上海及江蘇省(蘇州、南京)多個環境檢測/監測的地方單位，兩岸共計129人場次參與。未來建議應持續兩岸交流，並建立持續性的交流平臺，掌握大陸地區民營化環境檢測市場的監管制度，並提供臺灣相關管理經驗以促進其發展，亦能藉此協助臺灣環境檢測業者拓展大陸地區市場。 | ||

| 英文摘要 | In this project, the market information of environmentally analytical companies in Mainland China will be collected via information survey and exchange activity. In the early of this year, Mainland China officially announced "Guiding Opinions on Promoting Environmental Monitoring Service to the Public" to clearly state that the full opening of the service monitoring market for encouraging private environmental monitoring agencies to participate the environmental monitoring activities. At present, there are seventy percent of the provinces to legislate the relevant laws and to open private institutions for environmental monitoring activities. However, progress is big difference around the schedule and items in different provinces, even in different counties at the same province. In 2015, Mainland China has announced 14,920 intensive monitoring companies. This announcement will increase the private environmentally analytical marketing. However, the increasing of marketing may be limited because these companies can self-detecting without certification. In this project, the environmentally analytical company investing guideline for Jiangsu Province will also be proposed including foreign investment activities, environmentally analytical organizations recognized operational capacity, China Metrology Accreditation (CMA) application, monitoring operational capacity identification and CMA applications program, environmental analysis methods of Mainland China, Q＆A….etc. The project successfully in mid-October called a delegation of 14 members to visit Tianjin, Shanghai and Jiangsu (Suzhou, Nanjing), A total of 129 people involved. In the future, the cross-strait should keep exchange for the commercialized environment analysis industry, and build a sustainable exchange platform, and provide relevant management experience in Taiwan to promote their development, we can also take the environmental testing industry to help Taiwan expand the Chinese mainland market. | ||
