The major tasks of the plan include gas price audit and appropriation, operation the LPG database, collection information of relevant market information about hybrid-LPG vehicle and hybrid-LPG vehicle health examination service.
For the review and approval of gas price subsidies, the project have completed the review of the execution of subsidies schemes of 595 stations-times, and a total value of 0.11 billion NTD. In addition, executed on-site auditing for 217 stations and the defect rate is only 0.01%. Gas refueling records and vehicle information were collected and compiled in the database during the project to produce the statistical figures needed for subsidy review and policy development.
The review results and weekly amount of subsidies were posted on a dedicated webpage for the access of gas refueling stations and vehicle owners. The LPG system website was helped to acquire the Class A+ mark for obstacle-free website certification this year. The website security tested was carried out as part of the information security test of Department of Environmental Monitoring and Information Management EPA, and risks were corrected.
For market-related information, the prices of oil and gas increased slightly compared to 2015. The average price difference was 8.6 NTD/L in 2016, indicating an increase from 6.8 NTD/L in 2015. On the other hand, the overall LPG dispensing amount dropped compared to 2015 due to the decreased number of hybrid-LPG vehicles registered. By combing through the nature of gas refueling stations that went out of business in recent years and change in gas dispensing amount, a list of candidates that are potentially closing for business is determined to stay on top of these refueling stations’ business operations. A statistical analysis was performed on the pollution reduction effects of the gas price subsidy policy and subsequent change in the number of gas refueling vehicles for the policy development of EPA.
The hybrid-LPG vehicle health examination service continued this year. Professional technicians and experts were invited to provide vehicle inspections, simple troubleshooting and consultation to help the owners with the status of their vehicles. 179 vehicles were examined in the session and most of them experienced problems such as incorrect mixing proportion, hardening of aging pipeline or gas leaks. 71% of the owners had their vehicles checked and repaired at shop. Some of the owners said that they would stay with gasoline or were comfortable with the aging issue and would consider making an appointment to have the problems resolved.
