105年度低碳生活及產業生產建置計畫

中文摘要 配合行政院環境保護署「節能減碳無悔措施全民行動方案」及「低碳永續家園行動項目實施專案」推動政策,辦理「低碳生活及產業生產建置計畫」,促使低碳產業朝向主動串連、自主經營、擴大低碳旅遊效益、提升整體低碳產業再發展、帶動整體綠商機、推動花蓮低碳產業群聚並達到低碳永續營造的最終目的。 本年度已協同購置電動機車300台;新架設30處「投幣式充電站」;針對花蓮市、吉安鄉等30處學校進行節能減碳無悔措施查核與輔導,並篩出查核項目不佳之10處提書面報告;以「後山.山後故事館」為中心,針對周邊5間民宿業者導入低碳產業群聚概念;於共和村、民政里等5處辦理低碳示範社區推廣及輔導;印製宣傳摺頁20,000份、旅遊手札5,000本,規劃放置於電動機車店及各旅遊景點,供民眾索取。發放5,000張碳匯券(面額100元)、並架設FaceBook社群網站,提供民眾線上旅遊資訊及打卡活動。

2016 Low-carbon Life, Industry and Production Establish Plan.

英文摘要 In order to coordinate with Environmental Protection Administration, Executive Yuan’s “Citizen Mobilization of Energy Saving and Carbon Reduction Without Regrets” and “Low-carbon, Sustainable Hometown” promotional policies, we’re here to handle accordingly the “Low-carbon Life, Industry and Production Establish Plan.” The purpose is to spur low-carbon industries to move toward initiative connection, independent management, tourism benefits scale-up, and elevate the general re-development of low-carbon industries, drive the general green business opportunities, facilitate communities of low-carbon industries in Hualien to achieve the ultimate goal of low-carbon and sustainable manufacturing. This year, we purchased 300 electric scooters coordinately, set up 30 coin-operated recharging stations, conducted “energy saving and carbon reduction without regrets” audits and counseling courses in 30 schools within Hualien City and Ji'an Township, and filtered out 10 schools whose audit results were relatively unsatisfying and filed papers regarding this issue. Also, with “the story house in the backyard mountain” as the main theme, we tried to infuse the idea of the communities of low-carbon industries into five local B&B owners. We performed demonstrational low-carbon community promotion and counseling courses in Gonghe and Minzheng Village, made 20,000 copies of brochures and 5,000 travel notebooks to be placed in electric scooter stores and tourist sites for people to take. Besides all mentioned above, we handed out 5,000 Carbon Vouchers (each valued NTD100), set up Facebook website, and provide people with on-line tourism information and check-in campaign.
