The plan is divided into two parts, namely, the Plan of Private Enterprises Joint Action to Emergency Response of Water Pollution Incident in Southern Area and the Plan of Water Pollution Source Inspection as well as Water Pollution Fee Collection and Audit in Chiayi City.The implementation results are summarized as follows:
(1) Control of pollution source license
By November 30, 2016, the regular inspection report of the first half year has been completed, a total of 54 cases of water pollution control measures plans and license application review, in which three (3) cases are under correcting, three (3) are under reviewing, and the other 46 had been approved. Two (2) cases were respectively punished due to the failure to declare report within the time limit.
(2) Business and sewer inspection control
As of November 30, 2016, the general inspection targeting on 108 businesses in the regulatory listing cause had been completed, including one (1) time of general inspection, ten (10) time of depth inspection, 57 times of business water sampling, 147 times of day and night inspections in hot areas, 24 appealing cases, 13 times of construction site inspection, 16 times of unregistered factories, and 9 times of water quality monitoring set up.
A total of ten (10) companies’ water was over the standard, according to law sanction. One (1) company at hot zone was discovered of circumfluent condition in night inspection. One (1) waste (sewage) water treatment equipment was issued a notification due to fail to match with the specifications of license according to the law. One (1) construction site was without the settings of de-silting basin, and two companies were respectively punished for business operation without obtaining the review approval letter from the Chiayi city government,according to law sanction.
(3) Covered drain inspection and sealing
Three (3) covered drains were requested to be closed or sealed in accordance with the provisions of Article 16 of Water Pollution Control Act, and the closure concerned were confirmed after re-examination.
(4) Functional evaluation of industrial waste (sewage) water treatment facilities
The initial assessment, re-evaluation, consultation meeting targeted on industries violating Water Pollution Control Act in the jurisdiction to conduct site inspection on industries of abnormal waste water treatment function and, according to the actual requirements stipulated by EPD, screen 2 times functional evaluation of waste water treatment facilities were completed, and industries had proposed improvement result reports on September 14 and 21, 2016. This plan dispatched personnel to carry out re-examination on September 29 and October 5, 2016 respectively, and the results showed a consistence with their reports.
(5) River patrol team operation
At present, a total of four (4) teams have been set up with a total of 83 personnel and four (4) sessions of education, training and communication meeting were organized on April 18, June 17, August 11 and October 7 of 2016 respectively, along with additional on in Gi-Tan on July 30 of the same year. Furthermore, other activities including two times of outside observation and visiting to Old Iron Bridge Patrol Team of Kaohsiung City on October 26 and 27 of 2016 as well as assessment incentive for patrol team on November 4 of same year.
(6) Emergency responses of co-defense system work
An assistance of dealing with oil pollution incident in Chiayi County ; the 2016 inventories of Pingtung County emergency response equipment on June 21 and 22, Tainan City on June 28, Kaohsiung City on June 29 and 30, and Chiayi County on July 1; nine (9) times of the city monthly emergency response equipment from March to November, 23 time of oil storage check; a water pollution education and training and a water pollution equipment training session in August 12, respectively; a water pollution exercise in November 30.
(7) Other matters to be handled and coordinated
a. Advisory Committee of Experts
Conducting an expert advisory committee meeting to develop the city's water pollution control measures to serve as the transition period to take over the current public sewer system and, in the light of the aim of 20% improvement in the annual RPI of the key station of the EPD, incorporating the City Council members’ comments into 2016 City Key Control Strategy on Rivers for follow-up work implementation.
b. Conduct regulatory briefings
A water pollution control regulations briefing was held at Chiayi city incineration conference room on March 31, 2016, in which 93 representatives of industries participated, with attendance rate of 89.4%. The meeting materials were sent and the inspection work would be strengthened in the future to those who failed to attend the meeting. In the briefing, the points of Water Pollution Prevention Law and its strengthened penalties and regulations were described to industries, and the water pollution control data management system and public inquiry platform system were also explained in order to make them to be familiar with such operations.
c. Water quality monitoring and pollution volume estimation
The regular water quality monitoring were carried out on 17 stations of New-Chou Creek, Bazhang River and Lantan Lake, with one (1) sampling inspection for each station per month,
and upload the data to the Environmental Protection Department of the National Environmental Protection Administration of the Executive Yuan.
d. Team business about the promotion of water pollution control and remediation planning
Inviting relevant units and experts and scholars to form a team to promote water pollution remediation planning and to organize the first meeting of it on July 8, 2016 to list the key issues of Central Executive Key Project of "The use of biogas slurry for agricultural " and "The collection of water pollution fee" for discussion. Its 2nd meeting was held in November 3 to propose improvement recommendation for the City’s effectiveness of water pollution remediation as well as to develop the follow-up objectives and deliberate remediation vision and planning.
e. Seminar of using livestock feces and urine biogas slurry residue as fertilizers for agricultural land
Conducting one (1) seminar of using livestock feces and urine biogas slurry residue as fertilizers for agricultural land for three (3) livestock industries under the City’s list of control on May 27, 2016, in which an explanation to the relevant promotion terms and planning writing of this policy was implement, and relevant assistance in such operation would be provided in the future.
