105-106年度以城市礦山概念建構具天然災害應變廢棄物處理能量設施及督導查核委託專案工作計畫
| 中文摘要 | 本計畫工作內容執行項目包含協助辦理一、「提升天然災害廢棄物應變處理能量設施計畫」推動工作；二、辦理公有掩埋場及垃圾轉運站三級檢查相關工作；三、辦理「公有掩埋場暨垃圾轉運設施營運管理資訊系統」網頁維護及功能擴增工作；主要執行結果如下： 1.完成105年協辦申請縣市資料初審、場址現勘以及遴選審查會議，106年協辦高雄市路竹場、嘉義縣民雄場與臺南市城西場合計12次現勘訪查輔導作業，協助地方政府推動掩埋場活化工程。 2.建立活化場容量與生命週期關聯公式、擬訂掩埋場因應不同類型天災災後廢棄物處理規劃標準流程，以及擬訂掩埋場因應天災災後廢棄物處理契約參考範本，提供掩埋場管理單位參考，提升處理災後廢棄物效率。 3.完成協辦201場次環保設施第三級稽核/抽查作業（105年度99場次、106年度102場）；透過稽查與環保局查核，掩埋場管理單位持續進行缺失改善，於安全衛生、滲出水處理、設施結構與掩埋場作業等稽核項目缺失場次數量降低；轉運站須加強場內環境衛生維護；抽查濱海河岸掩埋場之貯存結構設施維護情形，2處掩埋場需進行修繕補強工作。 4.106年環保設施查核計畫，新增掩埋場稽核/抽查評分機制，營運中（包含停用）掩埋場評分結果為2場優等(2%)、46場甲等(47%)與29場乙等(51%)可見透過評比分數區分管理等級，有利於環保局與管理單位瞭解自身場址營運管理評分等級，參考評比等級較佳的場址管理經驗，調整改善以提升營運管理成效。 5.辦理2場次研習會，達到促進環保署與各縣市政府垃圾處理技術、掩埋場活化及設置太陽光電系統等經驗交流，有利於推動各縣市環保局共同執行永續經營掩埋場政策。 6.新增資訊系統掩埋場活化工程及三級查核專區，建置各活化場工程進度與各掩埋場三級查核紀錄等資料，提供使用者快速掌握相關資訊及進度。 | ||

Landfill Activation for Constructing Natural Disaster Stowage Waste Disposal Energy Facilities and Supervision Inspection Commissioned Projects.(2016-2017).
| 英文摘要 | The implementation of this project involves:Conducting "Assisting in the Improvement of Natural Energy Disaster Contingency Energy Facility Plan"; Second, conduct 3rd level inspection of public landfill and waste transfer station; Third, conducting landfill information and management website maintenance and adding new feature; The main results are as follows: Completed to assist in the application for first instance county information, site survey and selection review meeting in 2016; Assist in handling 12 site survey and visit counseling works at Luzhu Dist., Kaohsiung City、Minxiong Township, Chiayi County and Annan Dist., Tainan City and assist local government in promoting landfill activation project in 2017. Establish the correlation formula between the activation field capacity and life cycle, formulate the standard procedure of the landfill for the different types of natural disasters after the disaster, prepare and provide the reference standards for landfills post- natural disasters contract to the landfill management unit, in order to improve the efficiency of treating the post-disaster waste. Completed 201 third-level audits / spot checks of environmental protection facilities (99 events in 105 and 102 events in 106); Through inspection and inspection by the Environmental Protection Bureau, the management unit of the landfill continued to make deficiencies be improved, the events of the landfill which have the deficiencies of health and safety、leachate treatment、facilities structures and works of landfill have decreased; transport stations should strengthen the maintenance in the transport station; Check the storage structure and facilities maintenance situation of the landfills which near the sea or river : two landfills need to be repaired and reinforced. Landfill audit / spot check scoring mechanism has been added for environmental protection facilities check-up program in 2017 , 2 sites of landfill have been scored A+ (2%), 46 sites of landfill have been scored A(47%) and 29 sites of landfill have been scored B(51%). We can see that ranking management levels by rating scores is conducive to environmental protection bureau and management unit understanding the rating scale of their operation management, making reference to the management experiences of the sites with better ratings and adjusting their operation management to enhance the effectiveness. Conducted two seminars to promote the exchange of experiences between the Environmental Protection Agency and the counties and cities in waste disposal technologies、the activation of landfills and the establishment of solar photovoltaic systems, which will help to promote the joint implementation of the permanent landfill policy by all local EPBs Add landfill activation information system and 3rd-level inspection zone, set up the progress of each activation field project and the 3rd-level inspection record of each landfill to provide users with quick information and progress. | ||
