The Executive Yuan’s Environmental Protection Agency commissioned the “2016 Project on the Industrial Waste Flow Control Administration and Management Review of Industrial Waste Disposal Plan” (referred to as the project hereafter), aiming to encourage firms to conduct waste storage and disposal according to the law and government’s reporting requirements, as well as to accomplish the full implementation of industrial waste control. To that end, 15 engineers with project implementation experience are stationed in the environmental protection units of each County and City (with the exception of the six Special Municipalities, Kinmen County, and Lienchiang County), committed to work together on the cause of industrial waste flow management, attain proper clean-up of the production source, and have full knowledge of the flow of industrial waste after it leaves the factory.
During the project’s implementation, by reviewing past major policies, regulations, and management process, the project investigates, analyzes, and discusses the current clean-up practices, management systems, and problems related to industrial waste production, and thereby design future industrial waste management strategies that will improve basic information on industrial waste reporting and management system. At the same time, the project coordinates with research conclusions set forth in the “Industrial Waste Disposal Inspection and Auditing Project,” by transferring auditing projects to local county and city environmental protection agencies to strengthen their inspections and regularly holding meetings among various environmental protection authorities, so that relevant recommendations and supporting measures can be put forward. With respect to the industrial waste management system, the project investigates the use and adoption of Industrial Waste Disposal Plan, and assesses the methods and relevant standards in which the current management needed to be strengthened. The project also has completed an examination of all the cases approved by the review authority in the previous year, and has transferred all the information that required change or update to the Environmental Protection Agency so that the latter can better supervise the industrial firms under its jurisdiction. The project also has completed feasibility studies of adding a handling unit field (column), and of incorporating waste fingerprints or maps into the Industrial Waste Disposal Plan. The provision of an inventory of regulated firms, on-site inspections, research and audit on the management system of the Industrial Waste Disposal Plan, and an updated and well-maintained industrial waste reporting and management system database, all these measures benefit—and serve as reference for—the development of future regulatory policy and the research and statistical analysis of Taiwan’s industrial waste production.
