The implementation period of the project this year was from Jan. 01, 2016 to December 31, 2016. The main jobs were to assist Environmental Protection Bureau to implement all kinds of regulation and system management, pollution source audit control and quantity reduction consultation, pollution situation update survey and data archiving, and regulation announcement, etc. The main goal is to control effectively fixed pollution source of Hsinchu County and to achieve the goal of improvement and maintaining of the air quality of this county. Specific control action and result explanation of this year were described as follows:
I Explanation of the present situation and change of the listed and controlled public and private sites
In 2016, 699 companies were in statistically controlled, the same as that of year 2015, meanwhile, statistical survey of the total release quantity of each pollutant of fixed pollution source in year 2016, it was found that particulate pollutant was 665 tons, sulfur oxide was 948 tons, nitrogen oxde was 2,659 tons, and volatile organic compound pollutant was 3,600 tons; when the total release quantity of pollutant was compared to that in year 2015, it was found that volatile organic compound was increased by 92 tons, nitrogen oxide was increased by 43 tons, particulate pollutant was reduced by 137 tons, and sulfur oxide was reduced by 209 tons.
II Audit control and quantity reduction consultation for all kinds of regulation system
(1) For licensing system management, the permit application data should be reviewed strictly, meanwhile, depending on the actual operation situation, the processing efficiency and operation condition of air pollution control facility should be assessed; moreover, more than 30% of the certificate-issued cases (70 cases) was implemented with pre-certificate-issuance internal audit (correctness rate of 95%), therefore, the certificate issuance quality was effectively enhanced. Meanwhile, 3 case-time simulation reviews of pollutant release model were finished, and they were all approved. In addition, professional personnel were seized for the installation of 156 companies, and audit system for professional personnel was also launched.
(2) For one week before the reporting deadline of air pollution fee in each season, for those plants not reporting air pollution fee, telephone calls were made to speed up the reporting operation, therefore, the number of plants for late reporting of air pollution fee in each season was in a declining trend, statistically, the payment rate for each season after payment-reminding process was 100%. Meanwhile, network reporting classroom for air pollution fee was conducted each season for one-to-one online reporting teaching, and the reporting rate each season was 100%.
(3) Three plants were consulted for quantity reduction regarding air pollution control fee, for the process waste gas incinerator (A001) of Koatech Technology Corporation, number 6 heavy oil was originally used as fuel, however, after consultation, it was changed to natural gas, therefore, the reporting release quantity of air pollution fee of sulfur oxide and nitrogen oxide was reduced by 1.42 tons and 0.5 ton respectively. For Croslene Chemical Industries, Ltd., only scrubber was originally used in the process, however, after consultation and changed to other burners, the release quantity for volatile organic compound air pollution fee was reduced to 26.6 tons. For ChangChun Plastics Co., Ltd., after adding of selective catalytic reduction (SCR) equipment after consultation, nitrogen oxide air pollution fee release quantity was reduced by 70 tons.
(4) In 2016, sulfur oxide and nitrogen oxide release coefficient comparison was conducted, a total of 9 companies were found to have release coefficient exceeding 20% of network reporting, and money needed to be paid additionally was 168 thousand NT dollars; after implementing cutting rate comparison of audit test prevention equipment, a total of 4 companies were found to have cutting rate lower than air pollution fee reporting, and about 94 thousand NT dollars needed to be paid additionally; after implementing 24 audit tests for volatile organic compound proportion exceeding 10% of air pollution fee reporting in raw material, a total of 6 companies were found, and money needed to be paid additionally was 1157 thousand NT dollars.
(5) Meanwhile, FID instrument was purchased, and the equipment was used to conduct target sorting for efficiency audit test of prevention equipment, during the project implementation period, through FID test, it was found that there were 11 root-time with processing efficiency of prevention equipment lower than the approval efficiency, later on, from the test results of the test company, it was found that the processing efficiency of Winstech Semiconductor, Plant II of TSMC and Chun Yuan Corporation was lower than the approval efficiency, meanwhile, Winstech Semiconductor and Plant II of TSMC had paid the air pollution fee for their low processing efficiencies, for Chun Yuan Corporation, it was given to the Environmental Protection Bureau for fine and subsequent operations.
(6) Meanwhile, webpage function of “fixed pollution source cloud checking system” was enhanced, and uploading webpages of permit application, test report submission, permit and air pollution fee on-site checking data and raw (fuel) material/production quantity monthly reporting table were set up to facilitate subsequent implementation of clod checking operation. Meanwhile, the original setup “online notice test website” was combined to new “fixed pollution source cloud checking system” to make things easier for the general public, to reduce the waste of paper, and to reduce the processing time of letter when it is in hardcopy as well.
(7) To reduce the pollutant release effectively, 16 plants were consulted, and in this year, 10 plants had added new control equipment, 3 plants had enhanced control efficiency, and 3 plants had improved the process.
(8) In summary, all the control results of this project were as follows:
The cutting quantity of each pollutant was 90.7 tons for particulate pollutant, 28.3 tons for sulfur oxide, 81.7 tons for nitrogen oxide and 100.2 tons for volatile organic compounds.
In this project, in addition to finishing all kinds of works specified in the contract, many plants were under constant consultation for pollution reduction and related odor pollution improvement, hopefully, the air quality can be improved, and the satisfaction of people living in this country can be enhanced.
