土壤及地下水綠色整治技術發展計畫

中文摘要 行政院環境保護署為持續推動並落實綠色及永續導向型整治(Green and Sustainable Remediation, GSR),並引入符合GSR之新穎調查與整治技術,提升國內技術水平,特於105年辦理「土壤及地下水綠色整治技術發展計畫」(以下簡稱本計畫),其架構延續101年度「污染場址綠色及永續整治策略研擬計畫」、102年度「污染場址綠色及永續導向型整治之評估(評價)作業示範及措施規劃(改進)輔導計畫」與103年「污染場址綠色及永續導向型整治試辦及推廣計畫」(以下統稱前期計畫),執行工作內容包括引進新穎土壤及地下水綠色調查與整治技術、持續建立與推廣GSR、執行植物環境污染調查技術試驗、建立土壤及地下水污染整治工作之查核制度與推動我國環境技術驗證制度等五大工作。 在新穎土壤及地下水綠色調查與整治技術方面,經召開專家學者諮詢會共同探討引進之技術於我國的適用性與可行性,會議中決定引進含氯溶劑之新穎生物整治技術,並邀請加拿大多倫多大學Elizabeth Edwards教授來台辦理訓練課程。會議中選定民雄工業區秀和興業場址作為新穎生物整治技術試驗場址,依試驗結果建立我國含氯污染之生物整治技術參考指引及操作訓練影片。另外一項新穎技術為「綠色現場調查技術」則選定高雄楠梓加工區西側公園進行現地技術應用說明,並邀請美國地質調查局James Landmeyer博士訪臺辦理訓練課程,過程中亦建立我國綠色調查技術參考指引與操作訓練影片。 在推廣GSR架構及評估工具方面,本期完成建置6種國內常見調查整治技術模組化工具於GSR推廣平台,並於本期選定的三處場址:永日化學、建成加油站與全國新五路加油站,進行環境面影響分析之模組工具應用,並提出模組工具操作上之困難與不足之處做為建議事項,以利後續更新工具集模組之首要工作。另亦追蹤前期計畫之6處示範場址GSR執行狀況,包括高雄旗津營區、永安營區、53.5k場址、多代精密儀器公司、旭富製藥公司及桃園農地污染改善排客土(乙)案。本計畫新增高雄楠梓加工出口區西側場址、高雄市鼓山區內惟段九小段場址及苗栗鹽館前段山子坪小段場址辦理輔導場址利害關係人說明會議,並選定前兩處為本計畫之輔導場址,進行補充調查作業及GSR評估。 本計畫延續前期計畫,持續推動植物環境污染調查技術,在秀和興業試驗場址完成植物環境污染調查技術試驗,並蒐集國內常見行道樹樹種資料及相關生理資料文獻,並建立植物環境污染調查資料庫供未來應用參考。本計畫亦以工程與污染場址深度查核模式,建立土壤及地下水污染整治工作之查核制度,期間完成兩場次專家學者諮詢會,會中蒐集相關資訊進行GSR指標評估,並將查核制度訂定為污染場址最佳管理措施檢核程序,亦選定三處場址作為污染場址最佳管理措施檢核程序試辦場址。 因應環境技術驗證在國際重視程度不斷升高,本計畫在土壤及地下水相關技術驗證方面,辦理兩場次的專家與業界諮詢會議,並已初步規劃環境技術驗證於我國的試行程序及其推動之配套措施。計畫執行期間持續參與四場次SuRF-International電話會議與其他研討活動,確保我國可持續取得國際上GSR推動事務的第一手資訊,以及綠色、永續與新穎土壤及地下水相關技術交流。

Green technology development project of soil and groundwater remediation

英文摘要 Taiwan Environmental Protection Agency has been keenly supported projects related to Green and Sustainable Remediation (GSR) since 2012. To continue the efforts on the development and implementation of GSR in Taiwan, this project aims to (1) introduce novel site investigation and remediation technologies in the context of GSR (2) further implementation of GSR framework and assessment tools (3) field demonstration of passive sampling tools (4) establish the audit system for projects that adopt GSR remedies (5) promotion of domestic environmental technology verification (ETV) protocol. In collaboration with Professor Elizabeth Edwards from University of Toronto and James Landmeyer, PhD from USGS, we had successfully introduced a novel bioremediation strategy for chlorinated solvent and passive sampling tools, respectively, at 2 contaminated sites in Southern Taiwan. Tutorial videos and guidelines for bioremediation of chlorinated solvent and passive sampling were published. A phytoscreening database which included local tree database and the physiological capabilities in response to contamination was also devised. Additionally, with the help of academic and industrial experts, the domestic ETV protocol had been designed and awaited for further realization. As for optimization of GSR assessment tools, 6 common remedy modules had been developed and integrated into the GSR platform and used for environmental impacts assessment for 3 sites, and feedbacks were obtained from those cases. We also reviewed 6 sites from previous GSR projects to evaluate the incentives and obstacles for GSR implementation. An audit system for soil and groundwater remediation projects was established and used to evaluate the performances of best management practices (BMPs) at 3 contaminated sites. In conclusion, this project has introduced and demonstrated novel GSR technologies, assessment tools, audit system, and relevant guidelines which are beneficial for implementation of GSR in Taiwan. Recommendations have been made to address key concerns such as acquire baseline operational information for GSR platform optimization, encourage general adoption of GSR tools for remedy selection, and ensure complete compliance with GSR framework during site remediation.
