105年度「臺北市空氣品質監測資料應用及指標管理計畫」
| 中文摘要 | 空氣品質影響台北市民健康甚鉅，特別是細懸浮微粒PM2.5由於粒徑小，將會隨著呼吸系統深入肺泡，影響人體健康，本計畫團隊於104年度「臺北市空氣品質監測資料應用及指標管理計畫」中，與臺大醫院急診部研究團隊分析臺北市空氣品質與心血管疾病、呼吸道疾病之關係，發現若PM2.5濃度大於35g/m3，對於慢性阻塞性肺病、氣喘、缺血性心臟病之敏感族群便開出現健康風險，且一次污染事件發生之1-3天內皆有健康風險，因此若能提前進行空氣品質預警，便能使民眾進行自我防護，減少身體傷害。 本計畫另於5月起每日進行臺北市空氣品質預報及影音播報，提供臺北市民健康風險預警，截至11月30日起已錄製192支影片。影片並於便利超商、「氣象達人彭啟明」Facebook粉絲團、「觀天氣」APP上每日露出，提醒臺北市民空氣品質變化。 極端高溫天氣亦將危害臺北市民健康，本計畫團隊配合辦理各項臺北市政府「熱浪災害防救對策」行政事項，並每日提供未來24小時高溫預報，若達熱浪警戒標準(單日高溫攝氏38度以上，連續三日高溫攝氏37度以上)即進行通報，供各局處進行高溫應變，今年實際通報8次，集中在六月底至七月底。 此外，本計畫團隊亦積極進行空氣品質及高溫熱浪之宣導，於8月26日與日本氣象協會共同舉辦「持續發燒的城市─台日攜手預防中暑」研討會，簽署「台日零中暑計畫合作協議」，希望能藉由日本氣象協會之經驗，減少高溫對於臺北市民之健康風險。並於9月12日協助環保局於臺北101辦理「空品監測更上層樓 臺北101 PM2.5測站啟用」記者會，正式啟用於101大樓之6樓頂、50樓、90樓等不同高度設置PM2.5監測器，以瞭解在垂直剖面PM2.5濃度分布狀態。本計畫團隊亦製作「臺北市空氣品質監測網」，公開臺北市即時空氣品質資訊，以及製作兩支空氣品質宣導影片，建立民眾正確空氣品質知識。 | ||

Air quality broadcast of Taipei city and air quality index application project, 2016.
| 英文摘要 | The public health is impacted considerably by air quality in Taipei City, especially fine particles like PM2.5. It’s absorbed thoroughly by alveolus through humans’ respiratory system, and deteriorates our health. To analysis correlation between air quality and cardiovascular and respiratory disease, we cooperate with Taiwan hospital emergency department. The result show that chronic obstructive pulmonary disease, asthma and ischemic heart disease sensitive groups under unhealthy risk when concentration of PM2.5 over 35g/m3 and every pollution incident influences public health from 1 to 3 days. Above reasons demonstrate public may protect themselves to decrease physical hazard if air quality forecast is available beforehand. This project has forecasted and broadcasted the daily air quality via audio media to provide early warning of high healthy risk Since May 2016. Until November 30, the 192 film has been recorded and broadcasted at convenience stores, on Facebook fan page “氣象達人彭啟明” and “觀天氣APP” to call for public`s attention to variations of air quality in Taipei City. Another factor threaten citizens’ health is extreme heat. We follows up Taipei City government administrative item to conduct “Heat wave disaster prevent and rescue” and provides high temperature forecast in 24 hours to comes. If circumstance reach to heat wave alert standard (The maximum temperature over 38 oC in a Single Day or over 37 oC during 3 days), every relevant office is noticed to respond high temperature condition. The notifications are launched 8 times and occurred form end of June to early July. Furthermore, we also advocated enthusiastically having conscious of air quality and high temperature heat wave and holding conference named “The city continue to fever - Taiwan and Japan work together to prevent heat stroke” with Japan Weather Association (JMA). Taiwan and Japan signed “zero heatstroke cooperation agreement” and expected to decrease healthy risk caused by high temperature relying on experiences from JMA. This project also assist Taipei EPA hold press conference “Promote air quality monitor to higher level” at Taipei 101 and announce to switch on PM2.5 monitor sensor at 6, 50 and 90 floors to comprehend with vertical section of PM2.5 distribution. In addition, we also build “Taipei air quality monitor” network to open real time air quality information in Taipei and produce two air quality promoted films to build correct consciousness about air quality. | ||
