The scope of this project is evaluated the effectiveness of the Environmental Protection Bureaus (EPBs) in conducting air pollution control work,and upgraded the “SIP Audit Information System” .
In implementing the air quality improvement and maintenance program, this project collected the government revenue, expenditure and accumulated surplus of air pollution from each of the municipalities and counties (municipalities) in 2014-2016. In addition, it assisted the EPD in completing the "municipalities directly under the Central Government, county (city) Government to implement the air quality maintenance and improve the performance evaluation points ", organize review and revision of the calendar year, quarterly review quarterly reports compiled, and with the relevant assessment work conference for a total of 27 sessions.
In terms of grants and maintenance of " SIP Audit Information System ", the Environmental Protection Department subsidized 285 municipalities and counties (municipalities) governments in 2016-2018 years with a subsidy of about 181 million yuan. This year we have upgraded the “SIP Audit Information System” with the ASP.NET program language and planned the revision steps and its protocol to facilitate for the addition and expansion. In addition, we added new content and functions to the system in order to improve its effectiveness for the uses.
The Auditing Rules for the Effectiveness of Local EPBs in 2015 is to strengthen the EPB’s air pollution control performance through combining and simplifying the audit indicators. The new emphasis in auditing the local air quality management plans will require the implementation and planning PM2.5 control strategies and emissions management to be included in the content.
In the evaluation of the effectiveness of pollution control efforts, the sources of pollution and local characteristics were explored based on the environmental burdens of various localities, the TEDS database of emissions inventories and the air pollution prevention and control plans of various local governments. Control features, the collection of nearly 3 years and nearly 10 years of counties and cities common control work, 2007to 2016 counties (cities) with Taipei and Taoyuan City Office to do a higher rate, the locomotive to the test rate of Tainan City, Chiayi City and Hsinchu City higher.
