105 年度新竹市空氣品質綜合管理計畫

中文摘要 本計畫主要針對新竹市各項空污管制計畫進行綜理,並分析本市空氣品質現況與污染源管制研擬,自簽約日起執行至105年12月31日止,各項說明如下: 一、 環境負荷現況統計成果 (一) 人口數量統計顯示有437,337人,人口密度為4,199人/平方公里,以東區209,826人為最多;產業登記家數共計11,319家,以『製造業』所占比例最高為3,223家(28.5%),資本額比例以『製造業』844,749千元(84.8%)所占比例最高。 (二) 污染源統計方面 1. 公私場所共計有284家,園區外列管214家以加油(氣)站業計有各35家最多;園區內列管70家,以積體電路製造業31家最多。根據本年度固定空氣污染源管理資訊系統排放總量統計顯示: (1) 粒狀污染物總排放量為105.65公噸,以預拌混凝土製造業18.82公噸(17.8%)最大。 (2) 硫氧化物306.24公噸,以未分類其他非金屬礦物製品製造業106.59公噸(34.8%)最多。 (3) 氮氧化物986.61公噸,以玻璃容器製造業313.81公噸(31.8%)為最多。 (4) 揮發性有機物244.89公噸以液體、氣體燃料及相關產品批發業65.4公噸(26.7%)為最多。 2. 機動車輛總計408,270輛,根據排放清冊統計顯示造成之粒狀污染物為984公噸,氮氧化物為2,502公噸,揮發性有機物為1,869公噸,一氧化碳為5,701公噸;電能車推動結果顯示輛總數較104年增加298輛已上升至1,279輛。 3. 營建工地數達1,139處(工地密度為17處/km2),施工面積為1,325,250平方公尺,以其他類工程39.6%所佔比例最高,污染產生量為2,122.41公噸,相較於104年同期2,207.14公噸減少84.73公噸。 4. 餐飲業為2,926家較去年成長2.8%,根據排放清冊統計顯示造成之污染排放細懸浮微粒為187公噸,懸浮微粒為199公噸;露天燃燒案件為407件,較去年下降18.6%,造成之污染排放粒狀污染物為54公噸,氮氧化物為18公噸,一氧化碳為108公噸。 (三) 根據本年度排放清冊TEDS9.0彙整顯示本市空氣污染物排放特性顯示粒狀污染物(PM10)以營建/道路揚塵貢獻量達1,083公噸(64.7%)最高;細懸浮微粒(PM2.5)以營建/道路揚塵貢獻量達274公噸(36.3%)最高,行業別以餐飲業(油煙)占24.82%最高;硫氧化物(SOx)以工業貢獻量達312公噸(84.4%)最高,行業別以化學材料製造業占26.54%最高;氮氧化物(NOx)以車輛貢獻量達2,502公噸(67.7%)最高;非甲烷碳氫化合物(NMHC)以商業貢獻量達3,131公噸(43.1%)最高;一氧化碳(CO)以車輛貢獻量達5,701公噸(94.3%)最高;行業別以自用小客車占36.78%最高。 (四) 本市重大固定污染源以台灣玻璃工業股份有限公司新竹廠排放量最大,粒狀污染物、硫氧化物、氮氧化物、揮發性有機物等四項污染物總排放量達401.08公噸/年。 二、 空氣品質現況分析 (一) 空氣污染指標逐月PSI平均值大多介於41-56之間,今年度統計至12月底平均值為51.4。 (二) 指標空氣污染物濃度變化情況顯示,懸浮微粒(PM10)39.4 μg/m3;細懸浮微粒(PM2.5)為16.3 μg/m3,易受大陸沙塵影響、大氣垂直擴散條件不佳及鄰近營建工地影響,造成短時間內濃度偏高情況;二氧化硫(SO2)、二氧化氮(NO2)、臭氧(O3)及一氧化碳(CO)均未超過法規標準值,符合空氣品質標準之二級防制區。 (三) 與鄰近縣市空氣品質之比較結果顯示,本市於105年各項空氣污染物平均濃度中,以二氧化硫(SO2)及臭氧(O3)表現最佳。 三、 於各項空污計畫管理作業成果方面,各子計畫工作於進度文書查核作業結果均無重大缺失;另針對子計畫完成4場次專家/學者現勘作業,分別對計畫亮點、執行成果、查核輔導對象及陳情案件等提出專業建議,而子計畫也依照專家學者建議改善工作執行方式。 四、 完成9場次工作檢討會,針對本年度亮點工作制定、104年度考評成績檢討改善、105年度PM2.5減量策略與現況、本年度亮點工作執行進度討論及空氣污染防制書執行成果等議題進行每月成果檢討及完成2場次環境污染防制基金委員會議,第一次會議針對環境污染防制基金使用情形(環境保護局、交通處)、104年度環境保護局各計畫延續性執行成果說明、105年度環境保護局各計畫亮點工作執行成果及臨時動議等議題進行討論;第二次會議新針對竹市YouBike建置與營運說明、環境污染防制基金計畫說明、基金預算編列及執行說明及106年度基金編列計畫審查等議題進行討論及審查。 五、 空氣品質改善成效評估成果方面,臭氧(O3)小時平均第8大值達105 ppb,主要發生於本年度10月20日,其成因係由於颱風通過台灣南端之外圍環流引致下沉氣流,造成位處於背風面弱風區之新竹地區短期大氣垂直擴散條件不佳,使得空氣污染物臭氧(O3)累積導致空氣品質出現不良情況;各項污染源管制年度量化目標成果均達成100%之量化目標;削減量化成果方面,,共計完成1,347.16公噸之空氣污染物削減量。 六、 推動空氣品質淨化區方面,完成3場次空品淨化區維護管理評量及後續追蹤改善作業;完成辦理6場次空品淨化區宣導與3場次清淨活動;協助完成頭前溪千甲段高灘地署補空品淨化區獲環保署核定補助及新竹左岸頭前溪高灘地署補空品淨化區設置申請。 另完成漁港環保公園(環保自行車道)及湳雅環保公園2處次碳匯調查作業,結果顯示漁港環保公園(環保自行車道)含碳量約為33.41公噸,二氧化碳(CO2)吸存量122.49公噸;湳雅環保公園含碳量約為73.01公噸,二氧化碳(CO2)吸存量267.73公噸;自行車道GPS系統更新、道路分級普查作業(10次)、空氣品質劣化通報與應變(10次)、竹竹苗空品區空氣品質維護計畫會議(3次)及監督各子計畫每月網頁更新作業。
