海洋污染防治資訊系統功能提升暨應變量能管理計畫

中文摘要   本計畫今年度目標為擴充管理海洋污染源,並且強化整體應變能量。針對系統內應變資源,系統以建立提操作流暢且清晰的功能介面,並於系統端建立預警及定期更新通知機制,增加資料的正確性,並提供資材數量異動歷程記錄,以確保資料的正確性。 在GIS圖台查詢效能提升方面,針對海洋(漂)垃圾資料、港口收受廢棄物(廢水)收受資料、海洋許可所核可油輸送作業資料等污染源資料,於GIS圖台新增污染源查詢功能,使用者可快速查詢污染來源,透過圖層套疊了解附近敏感環境資源分佈情況,並結合統計功能,提供相關單位掌握污染源資料。 今年度也擴充海洋許可管理功能,許可文件管理平台分別管理五大類別海洋污染許可文件,依不同的法源依據、公私場所名稱與許可日期進行分類,並藉由電子信件通知相關單位許可到期訊息,提醒相關人員許可之狀態。在許可管理平台上,亦建置統計油品運輸資料的管理功能,協助統計各公私場所每月油輸送量資訊,提供環保署評估油品實際運輸量與所申報之許可輸送量是否符合。 另外,為傳承近年來海洋污染應變人力養成成果與經驗交流,加強各機關單位間之橫向互動,本計畫已於105年9月4日至17日,假法國Cedre中心辦理完成為期14日之「海域油及海運化學品污染應變人力養成」課程。

Management Project for Improvement and Response Capacities of Marine Pollution Prevention Information System

英文摘要 The objectives of the project this year are to strengthen the management of marine pollution sources and to fortify entire response capacities. In light of response information in the system, an interface with smooth operation and clear functions have been built, and a mechanism with early warnings and regular updates has been built at the system end to improve the accuracy of information. Additionally, records regarding the change of number of materials and equipment are available in the system to ensure the accuracy of information. In respect to the promotion of checking efficiency on GIS (geographic information system) maps, the function of checking pollution sources including (floating) marine debris, wastes (waste sewage and oil) collected and disposed at harbors, permitted operation on the ocean and other information regarding pollution sources is available on GIS maps. Users can rapidly check the sources of pollution and comprehend the distribution of sensitive environmental resources nearby through map overlay. Moreover, the system can provide related units with information regarding pollution sources by its statistical function. This year, the project has expanded the function of marine permit management as well. The management platform for authorization documents manages five categories of marine pollution authorization documents and classifies these documents in accordance with different sources of law, names of public or private locations and authorization dates. Additionally, the platform notifies related units of the expiration dates of authorization and reminds relevant personnel of the statuses of authorization via email. A management function for compiling statistics about oil transportation has been built on the permit management platform to help compile statistics of the amount of oil transportation each month in each public and private location to let Environmental Protection Administration assess whether the actual transportation amount of oil matches permitted transportation amount which has been declared. Furthermore, to pass on the results of the cultivation of response manpower for marine pollution and experience exchange and to fortify horizontal interaction among institutions and units, the project organized and held “Cultivation of Response Manpower for Marine Oil Spills and Marine Chemical Pollution,” a 14-day program at Cedre in France during September 4 and 17, 2016
