105年度臺南市柴油車動力計排煙檢測計畫

中文摘要 (一) 目視判煙拍照稽查完成25,175輛,達成計畫契約規範目標的104.9%。 (二) 車牌辨識系統作業共計成功辨識6,282輛次,達成總目標數104.7%。 (三) 目視判煙有污染之虞通知車輛為3,842輛次,達總目標數的101.1%。 (四) 持續維護目視判煙照片查詢及民眾檢舉照片或影片查詢網頁,提供便於民眾查詢照片方式,達到既節能減碳又便民的雙重效果。 (五) 老舊車輛通知到檢,已篩選並寄發近年來未到檢車輛共計3,110輛,達成總目標數103.7% (六) 動力計不透光率檢測共計5,221輛次,其目標達成率為121.4%,經不透光率檢測不合格有451輛次,經車主自行選擇再以排氣煙度測試者共計190輛,經排氣煙度檢測不合格計有54輛次;總計最終檢測不合格數為315輛次,最終檢測不合格率為6%。 (七) 路邊排煙稽查採取嚴格篩選機制,共計執行不透光率檢測418輛次,經不透光率檢測不合格有337輛次,其不合格率為80.6%,經車主自行選擇再以排氣煙度測試者共計305輛,經排氣煙度檢測不合格計有51輛次;總計最終不合格數為83輛次,最終不合格率為19.9%。 (八) 偏達地區車輛檢測服務,已於白河、七股、大內、北門、將軍、關廟、七股、左鎮及玉井區辦理12場次,共計執行不透光率檢測157輛次,最終檢測不合格數有25輛次,最終檢測不合格率15.9%。 (九) 到站檢測隨機針對車輛油箱採樣已完成20件,路邊攔查採樣已完成30件,共計抽測50件,工作進度達100%,採樣送驗油品中並無超過標準案件。 (十) 105年6月24日上午於南部科學工業園區育成中心,辦理「臺南市校園車輛噪音及空氣污染自主管理」宣導說明會,目標達成率100%。 (十一) 完成6則新聞稿見報,目標達成率150%。 (十二) 完成宣導品購置1,000份與印製4,000份宣導摺頁,目標達成率100%。 (十三) 執行學校學生交通車納入自主管理,共計完成3家,目標達成率100%。 (十四) 12月22日完成配合辦理優良環保單位表揚活動1場,針對18個柴油車自主管理績優事業單位進行表揚,目標達成率100%。 (十五) 依契約要求每月完成1次內部稽核,目標達成率為100%。 (十六) 依契約要求計畫期間1、4、7、10月提報每季品保資料,函文環保局備查,目標達成率為100%。 (十七) TAF實驗室系統認證方面,因應不透光率檢測方法104年開始實施,已於104年5月取得增項認證,並於104年11月19日接受展延評鑑通過,認證實驗室系統仍維持有效運作。 (十八) 105年除原規劃安平港淨區於1月1日正式公告劃設外,另於8月1日起劃設尖山埤江南渡假村,9月1日劃設柳科、南科臺南園區、樹谷及永科等6個空品淨區。 (十九) 針對兩座檢測站均執行15次品保品管測試,完成管制圖繪製作業,顯示檢測站測試能力及檢驗品質皆屬正常。 (二十) 105年計畫執行績效:經由104年與105年檢測結果,以車齡不透光率平均值進行比較,發現各車齡區間不透光率值均較104年降低,整體平均值由104年0.9m-1降為0.8 m-1,另外馬力比檢測部分由104年13.6%降為8.2%,搭配維修廠保養後檢驗車輛分析,104年平均馬力比退驗率為20.8%,105年降低為10%,退驗率明顯改善,若以檢測平均馬力比分析,104年車齡十年以上車輛平均檢測馬力比為51.1%,105年平均檢測馬力比提升為53.7%,綜合平均不透光率、平均馬力比及退驗率之比較,可看出臺南市柴油車污染狀況已有顯著改善。

Plan of Tainan City for dynamometer testing of diesel-fueled vehicle exhausts 2016

英文摘要 (一) There were 25,175 vehicles inspected by the visual identification on emissions via photo shooting, which achieves 104.9% of the contract target of the project. (二) 6,282 vehicles have been successfully identified by the License Plate Recognition, accounting for 104.7% of the rate of target completion. (三) 3,842 vehicles have received the notices for the concern of pollution via visual determination, accounting for 101.1% of the rate of target completion. (四) Continuously maintain the webpage of visual exhaust determination photos and reporting photos provided by public which is convenient for public to search and achieve energy saving and carbon reduction as well as for the convenience of citizens. (五) Notices for old vehicle inspection. 3,110 Notices had been screened and sent to vehicles without inspection in recent years, accounting for 103.7% of rate of target completion. (六) 5,221 vehicles had been conducted the dynamometer opacity inspection with 121.4% of the achievement rate. Among them, 451 vehicles had failed the tests. There were 190 vehicles in total that the vehicles owners select to further take exhaust smoke test and 54 vehicles failed. Consequently, 315 vehicles failed the tests and the final test disqualification rate is 6%. (七) With the strict selecting mechanism, 337 vehicles failed in 418 roadside emission tests with a failure rate of 80.6% and 100% of the achievement rate. There were 305 vehicles in total that the vehicles owners select to further take exhaust smoke test and 51 vehicles failed. Consequently, 83 vehicles failed the tests with 19.9% of the final test disqualification rate. (八) Regarding the vehicle test service in remote areas, we have conducted 12 tests in Baiho, Cigu, Danei, Beimen, Chiangjun, Guanmiao, Zuochen and Yujing districts. 157 vehicles had been conducted the opacity rate test for 298 vehicles and 25 failed tests with 15.9% of final disqualification test rate. (九) We have conducted the station test for 20 vehicles by randomly sampling the oil tanks of the vehicles and the roadside sampling test for 30 vehicles. Therefore, there were 50 vehicles in total which have been tested and 100% working progress was achieved. All the oil samples have passed the tests. (十) The promotion conference “Autonomous Management for vehicle noise and air pollution in campuses of Tainan City” was held at The SME Incubator at Southern Taiwan Science Park in the morning of June 24, 2016 with 100% target achievement rate. (十一) We have 6 press releases published in newspaper with 150% target achievement rate. (十二) We have purchased 1000 propagandas and printed 4000 promotion brochures, accounting for 100% of target completion rate. (十三) The school buses of 3 schools were included in the autonomous management, accounting for 100% of target completion rate. (十四) We have conducted 1 praise activity for excellent environmental protection department and praised 18 diesel vehicle autonomous management entities with great performance, with 100% of target completion rate. (十五) Complete 1 internal audit once every month against the requirement of contract, with 100% of target completion rate. (十六) The quarterly quality assurance information was submitted to the Environmental Protection Bureau via letter for record in January, April, July and October as required by the contract during the project period, with 100% of target completion rate. (十七) Regarding the accreditation of the TAF laboratory, we have acquired certification for additional item in May 2015as corresponding to the implementation of opacity rate since 2015. In addition, we have passed the extended assessment on November 19, 2015, so the accreditation lab system is still in effective operation. (十八) In addition to the formal announcement of setting An-Ping air quality clean zone on January 1, 2016, there are also Jian Shan Pi Jiangnan Resort established on August 1, Like on September 1 and Southern Science Park, Tainan, Shugu and Yongke such 6 air quality clean zones. (十九) Aiming at two test stations, we have executed 15 quality assurance and management tests each and finished the control drawings, which shows the test ability and inspection quality of each station are normal. (二十) Plan execution performance in 2016: The test results of vehicle ages and opacity levels between 2015 and 2016 showed that the opacity levels in all the vehicle age categories in 2016 are lower than those in 2015, with an overall average decreasing from 0.9m-1 in 2015 to 0.8 m-1 in 2016. Meanwhile, the tests of horsepower ratio also showed a decrease from 13.6% in 2015 to 8.2% in 2016. In addition, the inspection analysis reports from vehicle maintenance plants showed that after repair and maintenance, the failure rate of average horsepower ratio was 20.8% in 2015 but it was reduced to 10% in 2016, showing a significant improvement. The analysis of average horsepower ratio in vehicles older than ten years showed an increase from 51.1% in 2015 to 53.7% in 2016. Taking into account the average opacity level, horsepower ratio, and failure rate, it is obvious that the pollution caused by diesel vehicles in Tainan has been improved significantly.
