This Plan was implemented over the period from March 11, 2016 to December 31, 2016. The main objectives of the Plan were to collect information about the latest control measures for chemical substances and environmental hormones that have been adopted in other countries around the world, so as to provide a reference for toxic chemical and environmental hormone control in Taiwan, and be able to submit recommendations regarding control measures in Taiwan and regarding the promotion of coordinated inter-agency management of environmental hormones. The main results achieved through Plan implementation were as follows: (1) Using the information collected about control measures in other countries as a reference, the selection principles and chemical substances lists used in Taiwan were established and maintained as appropriate. Evaluation was undertaken of the feasibility of adding the following substances to the list of designated substances (that are subject to control): sodium pentachlorophenolate, pentachloroanisole, pentachlorophenyl laurate, and perfluorooctanoic acid. In addition, appraisal was undertaken regarding the advisability of revising the control regulations applying to a number of designated toxic chemicals, including asbestos, lead compounds, nonylphenol, nonylphenol ethoxylates, cyanide, tetrachloroethylene, cyclohexane, and chromium carbonyl. (2) Analysis was undertaken of the toxic chemical substance screening principles used in the European Union, the U.S.A., Canada, Japan and South Korea, and those specified by the Stockholm Convention and Minamata Convention on Mercury, to provide a reference for the revision of Taiwan’s screening principles. (3) A “Taiwan Environmental Hormone Watch-list” was drawn up for the reference of the inter-ministerial task force, and sampling was completed of 30 types of cleaning agents that are currently sold in Taiwan. (4) An industry impact survey was implemented regarding issues relating to cyanide plating, and a domestic use survey was completed with respect to six chemical substances including lead, with management recommendations being submitted. (5) Application review was performed for various applications to have restrictions or prohibitions on use lifted, with 44 individual work items being completed as required by the Environmental Protection Administration (EPA).
