105年度高雄市水污染源稽查與水污費徵收查核計畫

中文摘要 高雄市主要河川多承受生活污水、事業廢水及畜牧廢水之排放,在污水下水道系統建設尚未普及,環保單位推動之行政管制包括放流水標準管制、稽查制度、許可制度、污染定期申報等,各制度間相輔相成以達行政管制之最大成效。本計畫期望運用民間專業人力,積極對轄區內事業及下水道系統之廢(污)水處理進行有效管制,以徹底掌握廢(污)水處理情形,俾利日後環保局對列管業者之追蹤管理。 計畫執行由105年3月05日開始至105年12月31日止(約10個月),每月進行環保署河川重點測站水質分析,其中105年度高雄市關鍵測站包括二仁溪之二層橋、南雄橋及石安橋有改善情形(與104年同期相比),RPI水質改善率各為13.0 %、1.75 %及7.4%,其中二層橋改善程度最為顯著,而關鍵橋點中,阿公店橋及前州橋之RPI較104年為惡化,改善率為負值。 105年度,本團隊執行事業污染源稽/巡查作業,針對列管對象、下水道系統進行稽巡查作業,共2020件次 (目標數量1500家次/達成率100%)。列管事業單位有效稽查採樣放流水各檢測項目總件數為1058件次,列管事業單位有效稽查採樣放流水目標為870件次,達成率100%以上。暗管調查及偷排監測作業,共查獲10處不明管線(目標數量20處/達成率50 %),查獲之暗管皆已完成公告封管作業。 功能評鑑作業則共辦理5家廢水處理設施功能評鑑工作,於105年6月23日發文通知事業單位,並於105年7月1日完成初評作業,複評作業於7月18至20日進行,並依合約規定105年10月30日前完成5家次功能評鑑作業。 廢水處理設施功能深度查核辦理5家列管事業進行深度查核作業。於105年6月23日起開始進行行前基本查核及深度查核規劃包括執行方式及採樣點,於7月11日至7月21日進行事業之現場查核及採樣,待SGS出具水樣水質分析報告後,專家學者於9月中旬完成5家事業之工作底稿,並於9月21日召開協談會議,以說明查核結果及事業承諾改善事項,於105年10月底完成深度查核之工作。 水污染防治費徵收管理的部分,本團隊已完成環保署通知查核事業及前一期疑似短收水污費業者現場查核採樣檢測,及辦理應申繳水污費對象申請減免繳之現場查核、水質檢測及追蹤管理之查核作業59家次;並完成之103家次大型排放事業採樣作業;另外,為配合水污費第二階段徵收前置準備作業,並且有效掌握高雄市畜牧業污染源及排放量,本團隊針對列管畜牧業及不需領有排放許可證畜牧業進行現場查核,完成303家次,工作達成率為100%。 本計畫為落實水環境改善行動,本團隊不定期主動聯繫巡守隊代表以了解巡守情形,另外為了感謝本市水環境巡守隊隊員今年來辛勤付出,同時表揚辛苦努力的河川巡守隊員及增進各隊間的情誼,選定於年終前舉辦「105年度高雄市水環境巡守隊成果檢討會」。另外,本團隊已於105年8月輔導燁聯鋼鐵股份有限公司於阿公店溪成立一支巡守隊及12月11日輔導鳳山北門里成立鳳山北門里水環境巡守隊,並於成立之初辦理水環境巡守隊成立大會,大會議程包括水環境巡守隊成立之誓師活動、巡守設備之贈與以及巡守教育訓練等。 畜牧業沼渣沼液做為農地肥分使用推廣的部分,105年高雄市沼渣沼液申請計畫之成果斐然,本團隊完成37家有意願畜牧業之實地調查,共採樣16家畜牧場,並送審15家之計畫書,目前已有4家畜牧場審查通過,為六都之冠,另有5家目前於農委會複審中,有6家於農業局初審中,最後有1家畜牧場之土壤超過土壤污染監測標準(食用作物農地),故無法申請。另外,本團隊亦於105年7月6日完成辦理2場畜牧業說明會,內容包括水污法之介紹以及沼渣沼液實際案例分享及效益分析。 其他配合事項包括完成辦理6場說明會,4月26日及6月21日辦理4場次高雄市事業「水污染源管制資料管理系統及公開查詢平台系統」說明會,針對第2~5梯已取得水污染許可及依法完成申報對象加強說明「水污染源管制資料管理系統及公開查詢平台系統」,10月3日辦理1場次高雄市事業「廢(污)水處理專責單位或人員設置及管理辦法」及「水污染源管制資料管理系統及公開查詢平台系統」說明會,11月29日辦理「擴大設置廢(污)水自動監測設施及連線」說明會,工作達成率100%;完成辦理2場技術轉移說明會,辦理日期分別為8月4日及12月8日,辦理之主題則為「CWMS數據查核方式說明與查核儀器展示介紹」及「電鍍業及金屬表面處理業之深度查核合理性分析系統」;協助辦理俊宇興業有限公司、富奕金屬工業股份有限公司、騰陽科技有限公司、台鍍興業有限公司、長順源企業股份有限公司第一廠及詠縉企業有限公司之復工查核;協助水污染之緊急應變及河川水質異常採樣,共執行5次河川水色異常採樣,其中包括中油油管漏油污染、愛河水色異常、中油洩漏油污緊急採樣、鳳山溪大智陸橋水色異常及鳳山溪大東橋水色變黑;此外,本團隊每月都會進行相關器材清點及維護保養。另外,本團隊針對高雄市境內50家貯油場事業進行清查及防溢堤查核輔導及建檔,截至12月底已完成50家次查核輔導(目標數量50家次/達成率100%);另依契約規定完成相關行政作業,包含提供每月提交進度成果月報、相關簡報文書作業、駐局行政作業等。

2016 Kaohsiung City Water Pollution Sources Inspection and Water Pollution Fee Imposition Checking Project

英文摘要 The main rivers in Kaohsiung City always take a risk of the discharged domestic wastewater, industrial wastewater and livestock wastewater. Before construction of sewage system becomes popular, environmental units promote administrative control, including effluent standard control, inspection system, permit system and periodic pollution reporting, so as to achieve the maximum effectiveness of administrative controls, and supplement each other between the systems. This project expects to use professional manpower from private sectors to actively conduct effective control wastewater (sewage) disposal for industries and sewage systems in the territory, thoroughly mastering all disposal situations, so that Environmental Protection Bureau (EPB) can adopt tracking management to controlled industries in the future. This project was executed from March 05 to Dec. 31, 2016 (about 10 months) for monthly analysis of water quality from Environmental Protection Agency (EPA) at key river survey stations, in which Ertseng Bridge, Nanhsiung Bridge and Shihan Bridge on Erren River were found improved at 2016 Kaohsiung City key survey station (the period to the period of 2014); RPI water quality improvement rate for three bridges was 13.0 %, 1.75 % and 7.4%, respectively, Ertseng Bridge of which has the most obvious improvement while RPI for Akungtien Bridge and Chienchou Bridge was severer than those in the year 2015, with negative improvement rate. In 2016, our team executed industrial pollution sources inspection/patrol operation, aiming at controlled objects and sewage system in total 2020 cases/times (target quantity 1500 cases/times at 100% achieving rate). Sampling effluent each detection item, totaling 1058 cases/times, and sampling effluent objects, totaling 870 cases/times for controlled industrial unit’s effective inspection were more than 100% achieving rate. Unknown pipelines in 10 places were seized (target quantity 20 places/achieving rate 50%) upon closed conduit survey and underlying discharges monitoring, which tube sealing operation for the seizure of closed conduit has been announced. The notice of function assessment exercise for 5 wastewater disposal facilities was dispatched to industrial unit on June 23, 2016; preliminary assessment was completed on July 1, 2016, reassessment processed on July 18~20 and 5 cases/times completed by Oct.30, 2016 under the agreement. In-depth review of wastewater disposal facilities function was handled for 5 controlled industries. Pre-basic review and in-depth review began from June 23, 2016, including executive methods and sampling points, and industrial on-site review and sampling from July 11 to 21. After SGS issued an analysis report of water sample and water quality, specialists and scholars completed worksheet for 5 industries on middle Sept., convening negotiation meeting on Sept. 21 to explain review results and improvement items guaranteed by the industries, and completing in-depth review at the end of Oct., 2016. Regarding collection management for water pollution prevention fee, our team has completed on-site review and sampling for industries notified and reviewed by EPA and the likelihood of the shortage of water pollution fee on the last period, handling on-site review of the reduction and exemption of applicant’s water pollution fee, water quality detection and tracking management in total 59 cases/times; sampling from 103 large scale emission industries was also completed; additionally, to match pretage work for phase II water pollution fee collection and effectively control pollution sources and discharge quantity for Kaohsiung City stock farming, our team aimed at controlled stock farming and stock farming without emission license to conduct on-site review, which total 303 cases/times were completed at 100% achieving rate. In order to put the improvement of water environment into practice in this project, our team irregularly and positively communicate patrol team to understand the situation of patrol. “2016 Kaohsiung City Water Environment Patrol Team Results Review Seminar” was held by the end of the year to appreciate patrol team members’ efforts, praise their hard work and enhance the friendship in between teams. Additionally, our ream guided Hualien Steel Co., Ltd. to establish a patrol team at Akungtien River on Aug., 2016, and Fengshan Peimen Village to establish a water environment patrol team on Dec. 11. The founding conference was held upon the beginning of the establishment of water environment patrol team, including the agenda, such as morale-building meetings, bestowal of patrol equipments and patrol educational training. Biogas residue & biogas slurry in stock farming was used to promote fertilizer constituents for the farmland, showing great results from 2016 the application plan for Kaohsiung City biogas residue & biogas slurry. Our team completed field survey for 37 stock farming who had willingness, totaling sampling from 16 stock farming, in which 4 of 15 stock farming have passed project plan sent for reviewing, the champion of six municipalities, 5 under re-review in Council of Agriculture, 6 under first review in Agriculture Bureau and 1 failure of application as the soil exceeded soil pollution monitoring standards (food crop farmland). Besides, our team has completed two explanation sessions of stock farming on July 6, 2016, including introduction of Water Pollution Control Act and practical cases share and efficiency analysis of biogas residue & biogas slurry. Other interface issues including 5 explanation sessions on Apr. 26 and 4 sessions of Kaohsiung City “Industrial Water Pollution Controlled Information Management System and Public Query Platform System”, were completed on June 21 to aim at water pollution permit obtained in the 2nd ~5th echelon and complete more instructions for declaration objects; one explanation session of Kaohsiung City “Dedicated Unit or Personnel Placing Management Methods for Industrial Wastewater (Sewage) Disposal” and “ Industrial Water Pollution Controlled Information Management System and Public Query Platform System” were held on Oct.3, and “Extended Setup of Wastewater (Sewage) Automatic Monitoring Facilities and Connection” on Nov.29, at 100% achieving rate, which assisted Chunyu Enterprise Ltd., Fuyi Metal Industry Co., Ltd., Tengyang Technology Co., Ltd., Taitu Enterprise Ltd., Changshunyuan Enterprise Ltd. Plant 1 and Yungchin Enterprise Ltd. in the review of resumption of work; gave assistance of emergency response to water pollution and sampling from abnormal river water quality, in total 5 times of abnormal water color, including CPC Corp.’s pipeline leak pollution, abnormal water color on Fengshan River Tachih Bridge and black water color on Fengshan River Tatung Bridge; furthermore, our team will make monthly inventory and maintenance for the relevant equipments. Aiming at 50 oil fields in the territory of Kaohsiung City, our team would inspect to provide guidance and set up file for those spill dikes, which 50 cases/times have been completed by the end of Dec. (target quantity 50 cases/times/ achieving rate 100%); According to agreements, the relevant administrative operation, including monthly progress statement, briefing operation and bureau administration, has been completed.
