105年一般廢棄物減量規劃與推動專案工作計畫

中文摘要 本計畫執行期間自民國105年2月25日起至105年12月底止,主要目標包括研析民生用品之重金屬及有害物質管理並研提減量措施、持續推動既有一般廢棄物重金屬、塑膠及一次用產品之源頭減量措施。主要成果包括:(一)彙整歷年一般廢棄物焚化廠相關數據結果,初步得知紙類及塑膠類因所占垃圾量之比例較高,且多為加工過或印刷過之產品,可能為垃圾中重金屬之主要來源,但仍須進一步分析評估。(二)協助研擬「限制乾電池製造、輸入及販賣」修正公告之鈕扣型電池管制之配套措施,建置汞鎘含量確認文件之申請審查系統、請經濟部國貿局增訂貨品輸入規定、辦理4場次說明會等,並統計自105年7月至11月各縣市環保局完成核發169式鈕扣型電池汞鎘含量確認文件,確保106年1月1日管制生效時可順利推動。(三)協助研擬「限制含塑膠微粒之化粧品及個人清潔用品(含牙膏)製造、輸入及販賣」公告草案、「購物用塑膠袋限制使用對象、實施方式及實施日期」修正公告草案及「限制塑膠類托盤及包裝盒使用執行及稽查作業原則」修正草案,並配合法制作業程序辦理相關工作。(四)持續推廣「自備、重複、少用」生活減廢3招,並105年11月25日於台北101大樓辦理「愛地球,喝水減瓶看得見」記者會1場次。(五)協助推動既有免洗餐具、塑膠托盤、一次用飲料杯、減少過度包裝等源頭減量措施,並持續檢討管制內容及成效。

General Waste Reduction Planning and Promote Project 2016.

英文摘要 This Plan was implemented over the period from February 25, 2016 to December 31, 2016. The main objectives of the Plan were to study and analyze the management of heavy metals and hazardous substances in everyday household goods, and to formulate measures for source reduction, while also continuing to implement existing source reduction measures targeting heavy metals in municipal waste, plastics and single-use products. The main results achieved were as follows: (1) On the basis of the collation of municipal waste incinerator plant data, preliminary findings were obtained indicating that, as paper and plastics account for a large share of municipal waste, and as these are generally processed or printed products, paper and plastics may constitute the main source of heavy metals in municipal waste; however, further analysis will be needed to properly evaluate this finding. (2) Assistance was provided for the formulation of ancillary measures in relation to controls on button cell batteries pursuant to the revised public announcement regarding the “Restrictions on the Manufacture, Import, and Sale of Dry Cell Batteries”; an application review system was established with respect to the documents required to verify mercury and cadmium content; the Bureau of Foreign Trade, Ministry of Economic Affairs was asked to make additions to the regulations governing importation of goods; four presentations were held, etc. Statistics showed that, over the period July – November 2016, the environmental protection departments of individual county and city governments issued documents verifying the mercury and cadmium content of a total of 169 button cell battery models, thereby ensuring that it will be possible to achieve smooth implementation once the new regulations formally come into effect on January 1, 2017. (3) Assistance was provided for the formulation of the draft public announcement regarding “Restrictions on the Manufacture, Import, and Sale of Personal Care and Cosmetics Products Containing Plastic Microbeads,” the formulation of the draft version of the revised public announcement regarding “Enforcement Method and Scheduled Dates for Restricted Use of Plastic Shopping Bags,” and the formulation of the draft version of the revised “Principles for the Implementation of the Restrictions on the Use of Plastic Trays and Packaging and Related Auditing Operations,” in addition to collaborating on the related law formulation processes. (4) There was continued promotion of the three key methods for reducing waste in daily life: “Bring your own (bags), re-use, and try to use less”; on November 25, 2016, a “Show you care about the planet by using fewer PET bottles” press conference was held at the Taipei 101 Building. (5) Assistance was provided for the continued implementation of existing source reduction measures targeting disposable tableware, plastic trays and containers, and single-use beverage containers, as well as for the continued implementation of existing measures to reduce unnecessary packaging, etc.; the content of the related controls and their effectiveness continued to be reviewed.
