105年度屏東縣加強農業廢棄物露天燃燒稽查管制及紙錢減量焚燒處理計畫
| 中文摘要 | 本計畫主要工作有兩項，一為改善農業廢棄物露天燃燒，二為推動紙錢集中焚燒及減量，無論在各項稽巡查管制作業、宣導措施上一向不遺餘力，目的無非是希望要導正農民處理農業廢棄物之方式及焚燒紙錢量代表誠心之觀念，由根本解決農業廢棄物及紙錢露天燃燒情形以維護空氣品質。 105年度屏東縣「加強農業廢棄物露天燃燒稽查管制及紙錢減量焚燒處理計畫」自105年3月25日開始執行至106年3月24日止，統計至2月28日完成露天燃燒巡查件數共460件，其中以南州鄉查獲案件較多，而查獲物種大都為蓮霧廢枝葉，針對查獲案件之基本資料已更新鍵入GIS系統中，另利用地政單位數化地籍圖及現場作物核對複查以建置農民資料庫，完成5071筆農民資料庫之建檔工作，針對易燃燒之果樹枝葉提供破碎處理輔導，透過輔導及補助18個代工班執行破碎作業，共計660公頃；執行農業廢棄物多元化處理共97.28公頃，其中包含果樹廢枝葉進崁頂焚化廠處理共13.293512公頃，果樹廢枝葉進集中場破碎1.8928公頃、覆土膠布回收82.09公頃，；推動台糖出租農地自主管理，抽選351.944597公頃出租農地進行查核，查核時皆未發現露天燃燒情事，顯示以租賃契約來約束承租人頗具成效；輔導15個產銷班成立環保農園、查核55個已成立環保農園，各產銷班均妥善處理農業廢棄物，管制產銷班不露天燃燒300.79公頃；推動「屏東縣推動農業廢棄物妥善處理輔導方案」，並於本年度6月2日、12月30日召開2次工作會議。 紙錢集中焚燒作業於清明節收運紙錢40.52公噸、中元節收運68.68公噸，總計收運量為109.2公噸；篩選廟宇進行親訪輔導，經輔導後有15家廟宇配合執行減量措施；完成辦理4場露天燃燒宣導會； 3場次紙錢宣導會；於禁止露天燃燒、紙錢集中焚燒與減量相關活動中發送宣傳單、海報、宣導品，共2,002份。 | ||

| 英文摘要 | The objective of the plan is to correct farmers’ behaviors of handling agricultural wastes and burning joss paper in open space, intending to maintain good air quality of the precinct. In the aspect of patrol and control work, there were 460 cases found to have burned things in open space. The townships having serious burning cases were Nanzhou Township and the objects to be most frequently burned in open space were the waste leaves and twigs of wax apples. These cases of burning things in open space are entered in our geographical information system for making subsequent follow-up inspection and investigation. Besides, in order to effectively solve the problem of burning agricultural wastes in open space, multiple guidance and assistance items were offered to farmers this year, including teaching farmers the correct way of handling 660 hectares of waste fruit leaves and twigs by crumbling, diversified handling97.28hectares of agricultural wastes, 15 new eco-plantations were set up for self-management operation and implementing self-management operation of the farmland of Taiwan Sugar Corporation, and checking of 351.94 hectares of leased farmland. The goal that we proposed during the conference of agricultural waste is almost achieved. This year concentrated burning of joss paper was held at Ching Ming Festival、Ghost Festival and temples’ major festival, having burned a total of 109.2tons of joss paper. Through personal visits, there were 15 temples being advised to decrease the quantity of sacrificial offerings. Also, 9 propaganda were held to educate the public for this project. | ||
