Abstract
Plan Title: “2016 Chiayi County Diesel Vehicles Dynamometer Exhaust Smoke Test and Alishan Air Quality Control Clean Zone Control Plan”

Our company implements 2016 Chiayi County Diesel Vehicles Dynamometer Exhaust Smoke Test and Alishan Air Quality Control Clean Area Control Plan from Feb. 24 to Dec. 31, 2016. Work items are completed within the originally-scheduled timeframe. Individual work progress and result summary is described as shown in Table 1 and in the following content:
I. According to statistics data shown in diesel vehicle test, test station completed test for a total of 1,694 diesel vehicles. Based on 1,412 vehicles with complete test data, we ran the sub test for average opacity that returns 0.85m-1 under no load. Performed re-test for degree of pollution for disqualified vehicles, that returns 18.3% under no load, 13.5% under 100% full load, 18.3% under 60% full load, and 21.5% under 40% full load. Opacity test method shows 142 disqualified vehicles(10.1%). 101 vehicles ran the filter paper reflection type smokemeter test, 16 vehicles returns disqualified, the disqualified rate is 15.8%; the overall disqualified vehicles are 57, the disqualified rate is 4.0%. 110 vehicles exited the test due to lack of horsepower, the exit-test rate is 7.2%; 7 vehicles exited the test due to lack of rotating speed, the exit-test rate is 0.46%.
II. Vehicles that failed to pass the opacity test are mostly large motor vehicles, higher displacement 8,000~11,000cc, higher vintage 10-13 years, mostly ISUZU and FORD label, and the owners are mostly disqualified in autonomous management.
III. 16 diesel vehicles are found disqualified in the reflection type of test in the station; most vehicles are found with only 1 disqualified item, a total of 9 vehicles, the rate is 56.3%. 2 vehicles are found with 2 disqualified items, 5 found with 3 disqualified items. Vehicles found disqualified mostly under 60% and 40% full load test, 9 each; 6 vehicles found disqualified under 100% full load.
IV. 2,147 vehicles are checked in block inspection, not in the station. 525 vehicles ran sub block inspection, 181 vehicles found disqualified(36.1%) in opacity test; 170 vehicles ran re-test for smoke opacity, 49 vehicles still disqualified(28.8%). The overall disqualified vehicles are 60, block check (for vehicle filtering) disqualified rate 3.0%, block inspection disqualified rate 12.0%; most disqualified vehicles are commercial tractors and commercial truck, disqualified rate is 35.3% and 14.3% respectively. The above vehicle types should be listed as key vehicles for inspection to follow-up research.
V. Completed inspection for 3,661 diesel products, sample tested 100 products, completed sample test, found 1 disqualified product, the qualified rate is 1.0%; completed diesel pump for 2,135 vehicles from block inspection, examined 93 vehicles, completed examination for 93 vehicles, found 1 disqualified vehicle, the disqualified rate is 1.08%. Completed diesel pump for 1,526 vehicles in the test station, examined 7 vehicles, completed examination for 7 vehicles, all vehicles passed the test. A total of 100 diesel products completed the examination, 1 found disqlified, 100% goal achievement.
VI. This plan implements reduction of emissions mostly from disqualified vehicles from test. Followed by quantity reduction method implemented by Protection Administration, the forecast shows currently our plan’s quantity reduction result is for TSP and PM10 to reduce 0.98 ton/year repspectively, and PM2.5 0.59 ton/year. According to the estimation, counted in the adjustment and elimination of old parts in emissions before inspection, TSP and PM10 reduced 60.72 ton/year respectively, and PM2.5 36.49 ton/year, NOx 448.29 ton/year, CO 280.15 ton/year, PM2.5 permanently reduced 7.05 ton and NOx approximately 43.25 ton/year according to TEDS8.1.
VII. The 2016 test overall disqualified rate is 4.0%(opacity disqualified rate 10.1%), and this year’s visual observing smoke opacity notification follows same inspection process in 2015. The spots to visual observing smoke opacity strictly eliminate uphill roads and traffic light intersections, and official document that notifies the inspection must include photos with clear smoke opacity filtered in two stages.
VIII. In this year’s full load speed horsepower ratio test spots and below-ten-year vintage horsepower ratio relation chart, it is discovered that majority of horsepower ratio for measuremtn is 61%~70% and 70%~80%, which occupies 34.9% and 39.1% in inspection objects respectively. In full load speed horsepower ration test spots and above-ten-year vintage horsepower ratio relation chart, horsepower ratio is mostly 41%~45% and 51%~60%, 18.2% and 29.7% respectively. Both are improved compared to previous years. This year, continued as per plan duration, we implement insurance-inspection two-in-one relevant tasks, and conduct consulting task to 20 maintenance plants and evaluation certifying task to 7 plants; we approve certification to 4 maintenance plants, exit-inspection rate 0%, disqualified rate 0%, average horsepower ratio 65.8%~76.5%, and receive no petitions.
IX. Comparing disqualified inspection rate (before filtering) amongst power station, Zhongyang Industrial Park, Alishan parking lot, and block inspection, power station is the highest 4.0%, block inspection second 3.5%, Zhongyang inspection 0.3%, and Alishan parking lot 0% is the lowest; all obviously require improvement.
X. Already 12,532 Diesel vehicles registered in Chiayi County completed inspection; diesel vehicles currently registered in our county reached approximately 64.4% of all registered vehicles(inspect emissions discharge into the sewage system rate).
XI. 1,719 vehicles gained pass certificate(badge) due to autonomous management of emissions discharge into the sewage system, 739 vehicles gained national reconigzed badge, 564 Alishan badge and 416 incinerator badge.
XII. In comply with environmental protection relevant activities in our county, we perform motor vehicle idling-stop promiational activities, and already completed 1 activity in Puzi, Xingang, and Zhuqi respectively, and 2 in Dongshih, a total of 5 promotional activities completed with 595 people participated, and 50 bulletin boards setup.
XIII. Alishan Air Quality Control Clean Area disqualified inspection rate has reduced from 88.9% in 2007 before control implemented to 5.9% in 2014, gradually improving by years, all 346 inspection objects passed the inspection in December 2016 as planned. In 2015, in collaboration with Joint Association of Bus and Association of Clean Area Control after mutual negotiation, it brings up autonomous management of national large motor vehicles’ participation growth by 59.5 times, which increase from 293 vehicles before negotaion to 17,426 vehicles, and achieve Environmental Protection Administration’s goals for years to promote tour bus to join the autonomous management. If this performance for tour bus in Clean Area to join autonomous management expands to the entire country, it would reduce approximately 300 ton of PM10 annually. During the control period, period 1 and 2 diesel large motor vehicles’ driving rate reduced from 1.02% in 2011 to 0.2% in 2016, far less than national estimate value 18.12%; large motor vehicles that drive on Alishan roads has an average vintage of 4.6 years, far less than National large motor vehicles’ average vintage 8.4 years. Alishan Forest Recreation Area since July 2014 implemented outsourced OT project for shuttle bus in scenic area, use completely electric vehicles; until April 6th 2015, already 10 electric shuttle buses in the recreation area that provide tourists more environmental-friendly and comfortable transaction service, and serve more than 1500 thousand toursists a year can reduce Carbon Dioxide by 322.75 tons.
XIV. As regards to PM10 or PM2.5 , Alishan vehicle team’s emission factor of PM10 or PM2.5 is 0.43 g/km, national vehicle team is 0.83 g/km which shows Alishan vehicle team’s current emission factor is only 51.8% compared to national vehicle team.
XV. National 2016 diesel vehicle’s emissions discharge into the sewage system rate from all counties/cities up to November 2016 statistics shows that Chiayi county ranked 5th 52.48%; 2016 disqualified re-inspection rate from all counties/cities up to December 2016 statistics shows that Chiayi county ranked 1st 88%.
XVI. Chiayi county diesel vehicle’s smoke emission test station won Environmental Protection Administration’s highest level prize “Distinguished Honor Award” in 2016, also the only couty/city that won the prize in succession since 2014(cancelled in 2015).
XVII. Other work items’ performing result include internet reservation and instant monitoring system maintenance, inspection database filing management update, maintainance management and vehicle inspection synchronized digital video recording system installation and regular backup implementation, inspection station TAF certification maintenance, equipment inspection and maintenance, parking etc. idling-stop promotion, 422 diesel vehicle NOx inspection completed, Alishan inspection job 346 vehicles inspected in 102 days and 532 vehicles issued with passing certificate, performed 20 times of insurance-inspection two-in-one and maintenance plant inspection, promoted to 1,030 motor vehicles for idling-stop inspection, ran one time internal and external audit respectively, 6 promotional information sessions(diesel vehicle and idling), 1 relevant test, quality assurance test for 24 vehicles, and relevant document filing, etc.
