The project’s main work contents for this year could be divided into four parts: the first is to implement motorcycle new vehicle type certification, selective testing etc. emissions control tasks; the second is to promote establishment of electronic certification process for motorcycles; the third is to execute the in-use motorcycles recall and correction related investigation tests; the fourth is in respond to the implementation of EPA’s relevant policies to assist EPA on drafting related emissions control measures and to perform relevant basis researches.
This year, as to the applications for new vehicle type emissions certificates, carry over, extent of existing certificates and revision of certification tasks, total 341 certificates were issued which include 659 vehicle types; as to the application of durability testing programs, 26 applied programs were executed, within which 13 were completed and their deterioration coefficients were approved; 314 new motorcycle selective tests were performed, 5 motorcycles failed the preliminary test, 4 engine families passed the retest, and one engine family manufacturer gave up the retest and repeat test, turn in the certificate and hence this engine family could no longer in production; meanwhile, the emissions control devices of 147 motorcycles were checked, 11 engine families with partial inconsistent with their identification numbers, the main reason is the manufacturers mistaken the production batch number or serial number with the identification number; the certification process review meeting were held on October 28; as to the sales count of motorcycles in 2016 , 795,498 domestic made motorcycles were sold with 17.5% increase compared to the previous year, 25,500 imported motorcycles were certified with 10.2% increase compared to the previous year; as to the green motorcycle evaluation task, the explanation meeting has held on February 22, 2017, 5 manufacturers with 10 engine families were qualified.
As to the execution methods and achievements on the establishment of electronic certification process: the application and review process for durability testing has completed in October 2016, the application and review process for deterioration factors has completed in January 2017, in addition, the replacement and transfer of host computer for the certification system has completed on June 10, 2016; two certificates unified into one certificate and paperless operating system were on-line in October 2016; the annual description meeting for the additions and revisions of functionality of the electronic system has held on February 22, 2017.
The description meeting on the selection of testing motorcycles for the in-use motorcycle recall and correction investigation tests were held on June 17, and 10 engine families were selected as the investigation objects. The test results have shown that the average emissions values of the 10 engine families were deemed as in compliance and the check of emissions control devices were deemed as consistent.
In addition, this project has performed data analysis on the emissions of current Stage 5 compliance motorcycles, within which about 15~67% of the motorcycles with engine capacity less than 150cc and about 7~15% of the motorcycles with engine capacity greater or equal to 150cc could comply with the future Stage 6 emissions standards,; analyze the European Union certification data, the results have shown that about 96% of EU4 standards compliance motorcycles could also comply with the Stage 6 motorcycle emissions standards in Taiwan; based on the current domestic 15,000 kilometers durability testing data and extrapolated to 35,000 kilometers, the CO, HC and NOx average deterioration coefficients were estimated to be 1.355, 1.234 and 1.305 respectively; the evaporative research testing for charcoal canisters before and after loading, the difference were about - 0.2~0.3g which is approximate to the assigned deterioration coefficients; the motorcycle crankcase blow-by test results have shown that the pressure variation under idle condition is greater than the driving condition, the proper location for pressure measurement is the dipstick hole on the crankcase; as to the comparison tests on the influence factor of maintenance, the replacement and cleaning of air filter, oil and throttle value could be helpful for the reduction of CO and HC emissions; the durability tracing research test results for large heavy motorcycle have shown that the deterioration coefficient is between 1.2~2.7; the large heavy motorcycles with high mileage more likely prone to deteriorate especially in HC and NOx emissions; the results of in-use motorcycle emissions control device identification consistence check were in compliance, but the dissection of exhaust pipes of 2 engine families have shown that the construction is inconsistent with the certified information.
In order to let motorcycle stakeholders could familiar with relevant stipulations and test procedures for the Stage 6 emissions standards and to facilitate the smooth operation of the subsequent certification process for Stage 6 emissions standards, this project has held two conferences on “The Emissions Test Technology for the Motorcycle Stage 6 Emissions Standards”.
