105年新竹市土壤及地下水污染調查及查證工作計畫

中文摘要 本計畫整體計畫執行進度達98.9%(因緊急應變經費支用現況及井體設施修復係依據實際狀況執行為主,故總體執行率無法到100%,其餘例行性工作項目皆已完成達100%)所完成之各工作項目進度成果,摘述如下: 一、地下水井網監測 (一) 新竹科學園區污染預警系統地下水質監測共計監測13口(豐枯水期)檢測結果重金屬及揮發性有機物皆符合管制標準。 (二) 香山工業區地下水污染調查及監測 1. 污染調查: 碳穩定同位素分析結果及環境條件可初步判定,W9912和F010監測井的三氯乙烯源自於同一污染來源,至於W103-01與前面二者之污染關聯性需更多資訊予以證實。目前東光段已有執行專案計畫,環保局已獲環保署補助香山區污染調查計畫,後續可由專案深入調查並掌握污染源,據以規劃未來管制作為。 2. F010枯水期時三氯乙烯已低於管制標準以下,惟豐水期超過管制標準,W104-1歷年檢測1,1二氯乙烯皆超過管制標準,本年度枯豐水期皆降低至管制標準以下,W103-1之三氯乙烯歷年皆超過管制標準,枯水期雖有下降趨勢,仍超過管制標準,W9912歷年檢測超出管制標準情況時有起伏,本年度枯水期已低於管制標準,豐水期又超出管制標準。 3. 民井檢測10口,皆未超過管制標準。 (三) 中油新竹油庫周圍3口及場內1口場置性監測井MTBE及總石油碳氫化合物,皆未超過地下水管制標準。 (四) 清華大學南大校區(原新竹教育大學)周圍1口場置性監測井MTBE及氯仿,檢測結果未超過地下水管制標準。 二、列管污染場址監督查核及驗證 (一) 列管場址管理監督作業: 每2個月1次的巡查監督作業,共完成6次巡查監督作業。 (二) 柴橋油料分庫場址: 105年11月10~11日進行土壤污染改善驗證,其驗證結果符合管制標準範,將進行相關後續解除列管程序。 (三) 漁會加油站場址驗證: 12月12日進行土壤及地下水採樣驗證作業,其驗證結果符合管制標準範,將進行相關後續解除列管程序。 三、完成監測井巡查(108口井),井體維護更新共8口次、井體設施修復共4口次,井中攝影及微水試驗等井況評估作業共20口次,再完井11口次及廢井1口次。 四、地下儲槽管制作業 (一) 21家加油站測漏管檢測測漏管檢測結果,針對大橋加油站、新竹加油站、全國園區加油站及佳隆加油站等4家加油站檢測PID/FID測值異常進行測漏管氣體GC分析與圖譜判釋新竹加油站、全國園區加油站及佳隆加油站分析結果雖於圖譜中出現不明波峰,然皆未測到BTEX、MTBE與正癸烷,判斷應無嚴重污染之虞。大橋加油站偵測到BTEX及MTBE,經協商後,站方自行進行土壤採樣。 五、土壤及地下水污染事件應變調查 (一) 四維加油站土壤污染場址驗證作業:已於105年6月28日完成驗證作業,檢測結果2點超過管制標準,後續應依法公告為污染控制場址。 (二) 新竹油庫內停車場監測井地下水檢測已於105年4月29日完成採樣檢測作業,檢測結果皆低於管制標準。 (三) 新竹油庫周圍民井3口完成油庫周圍民井調查及採樣3口次,檢測結果甲基第三丁基醚測值無超過監測標準。 (四) 佳隆加油站於105年10月30日完成測漏管採樣作業,其進行土壤氣體GC分析結果為甲烷氣體異常。 (五) 宏志企業社土壤查證105年11月14日檢測結果土壤重金屬無超過監測標準。 (六) 空軍基地旁農地(古賢段332地號) 檢測結果土壤重金屬無超過監測標準。 (七) 香山加油站WA03(O00200)監測井於105年11月30日檢測結果地下水苯測值達0.198mg/L,超過管制標準。 (八) 新竹區漁會加油站土壤及地下水驗證於12月12日進行土壤及地下水驗證作業,為確保污染改善成效加深土壤採樣深度及地下水檢測口數,故加測PID/FID檢測5樣品及地下水檢測2口次。 六、污染防治相關宣導活動 (一) 完成11場次校園土水環境教育,回應熱烈,學校回饋希望可以持續辦理校園巡迴。 (二) 完成1場次高污染潛勢場址之污染類型及案例說明之法規宣導說明會。 (三) 本年度完成製作交付宣導品450份。 七、計畫成果展示 於105年11月10~11日參加高雄市土水環境展暨國際研討會,並展示新竹市創新土水環教教具3D土水地心大探險作品,由新竹市國寶級畫家魏榮欣老師及與新文化協會副執行長陳旻昱(玉米辰)老師攜手合作共同創作,透過3D畫法讓民眾能由地面向下觀看到污染物的感覺,感受到地底污染的嚴重性,傳達土水保育宣導的效果。 並於新竹市環保局環境教育館特別設立「土壤及地下水污染預防遊戲展示區」,除將3D作品陳列展示外,並製作設置看版互動遊戲區,陳列「土水污染在哪裡?」及「土水調查預防在哪裡?」等小遊戲區,搭配局內小水滴立體魔術方塊遊戲區等3處土水環境教育展示互動特區,讓民眾能在娛樂之虞,能了解土水保育的重要性。
