土壤持久性有機污染物調查及管理策略研析計畫

中文摘要 本計畫延續過去土壤戴奧辛調查計畫,另考量其他持久性有機污染物(POPs)在我國土壤資料較為不足,故展開我國土壤POPs品質調查及戴奧辛監測工作。本計畫已完成全國300組POPs土壤調查及60組戴奧辛監測工作。在「潛在污染源周遭用地調查」部分,土壤多氯聯苯(60組)調查結果,除某廠周遭土壤超出土壤管制標準外,其餘大部分為ND、多溴二苯醚(60組)調查發現使用工廠對周遭土壤具有影響性、工業園區全氟化合物(24組)樣品有檢出微量PFOA及PFOS。在「基線含量調查」,土壤多氯聯苯(40組)、多溴二苯醚(60組)、全氟化合物(26組)均有檢出,但均低於我國或國外土壤管制標準。國內土壤農藥(140組)殘留主要為DDTs(檢出率為73%),遠低於土壤管制標準。今年戴奧辛污染源周遭用地及基線監測結果皆低於土壤戴奧辛管制標準。已依據今年成果及歷年土壤戴奧辛調查成果,提出全國POPs之中、長期調查與監測建議,包括未來調查項目以完成目前公約列管之物質為目標,未來監測項目除戴奧辛外,建議新增國內仍有持續運作之多溴二苯醚及全氟化合物污染源周遭用地監測,其餘今年調查之POPs進行基線含量監測(農藥類除外),並已規劃戴奧辛及其他POPs之監測點,及提出土壤POPs管理相關建議。

Investigation of Persistent Organic Pollutants in Soil and Management Policy Research Project

英文摘要 This project continued the work of the previous project of soil dioxin contamination investigation. Since little was known about the soil information of several persistent organic pollutants (POPs) in Taiwan, soil survey of POPs and monitoring of dioxin in Taiwan had been conducted. This project had collected and analyzed for POPs in 300 soil samples and dioxin in 60 soil samples. In potential pollution sources investigation, all soil levels of polychlorinated biphenyl (PCB) in 60 samples were not detected (ND), except for the soil samples around a plant beyond the soil pollution control standards. The results of soil survey of polybrominated diphenyl ethers (PBDEs) showed that PBDEs using plants had an effect on the soil around its. All soil samples of perfluorinated compounds (PFCs) in 24 samples were analyzed; and the trace-level of pentadecafluorooctanoic acid (PFOA) and perfluorooctane sulfonate (PFOS) were detected. In baseline survey, all soil samples of PCB, PBDEs and PFCs were detected and lower than the soil pollution control standards in Taiwan or other country. The most widely detected pesticide residue in soil was DDT with a total of 73% of the detectable residue; the levels of DDTs were far lower than the soil pollution control standards. All soil levels of dioxin from potential pollution sources investigation and baseline survey were lower than the soil pollution control standards. Based on the soil dioxin investigation results over the years, medium- and long-term soil survey and monitoring plan for POPs in Taiwan was proposed, including the substances on the Stockholm Convention for principal soil survey in the future, suggesting addition of PBDEs and perfluorinated compounds near potential pollution sources for soil monitoring in the future besides dioxin, and the remaining POPs which investigated this year carrying out baseline monitoring (except for pesticides), planned the monitoring points for dioxins and other POPs and advised on the management of soil POPs.
