105年度高雄市河川揚塵防制及改善推動計畫

中文摘要 本計畫自105年5月25日執行至106年5月24日,已完成結案報告進度,以下就目前執行成果進行簡要說明: 分析歷年來空氣品質發現包含林園、美濃、大寮、屏東及潮州五測站PM10年平均濃度以及高濃度值皆呈現下降的現象,五處空氣品質測站PM10年平均濃度於105年皆符合空氣品質標準。而在歷年PM10日小時值大於150μg/m3的每年發生小時數顯示逐年下降改善中。 本計畫於高屏溪沿岸之大樹區里嶺大橋上游至林園區出海口選定7處巡查點位,現地巡查結果,高屏溪裸露地主要集中於大樹、大寮區河段,在盛行南風之6至8月,高風速條件下易造成河川揚塵事件發生,其中105年6/28、6/29、10/21、106年3/23及5/12共計發生5天次河川揚塵事件,以大樹區及大寮區影響最為嚴重,其次為美濃區。另分析94~106年間因河川揚塵事件導致空品不良事件日共計20站日,然101年至105年本團隊執行事件日最高濃度及事件日日數大致呈現逐年下降。整體而言高屏溪沿岸懸浮微粒濃度呈現逐年改善之趨勢。 本年度結合無人飛行器空拍作業及衛星航照圖分析雙管齊下,分析裸露河床面積並分析劃定相關河川揚塵潛勢區位,每季提送機關及七河局參考,並掌握七河局105年度裸露地改善之面積,105年度於里港大橋至里嶺大橋河段完成現地植生狼尾草9.8公頃及稻草蓆覆蓋27公頃,施作面積共計36.8公頃,PM10削減量達6.5噸/年。 本年度進行懸浮微粒增量濃度模擬分析,結合現地濃度與增量濃度,進行懸浮微粒濃度值之預報作業,修正結果以WRF模擬氣象場配合TEDS9.0排放率推估公式,並以AERMOD類高斯擴散模式進行高屏溪河川揚塵模擬,能有效作為揚塵預警預報工具之一;未來將繼續進行排放率推估公式的修正,來改善模擬時的誤差,以取得更加符合實際現況之模擬結果。 本年度計畫著重於推動及改善部分,體認應從教育做起,其宣導對象共分為三部份,一為宣導對象為高屏溪沿岸國中小學教師,二為高屏溪沿岸之國中小學之學童,對於高屏溪沿岸影響較為嚴重的學校,本年度選定三所學校進行進行校園自我防護宣導說明會,第三部分有鑑於深知河川揚塵對於沿岸居民健康影響,今年度也選定兩個區里進行沿岸居民的自我防護宣導。本年度選定高屏溪沿岸影響較為嚴重之兩區里(美濃區中壇里及大樹區興田里),參與人數約達162人次,三所學校(旗山區嶺口國小、大樹區大樹國小及大樹區九曲國小)進行校園自我防護宣導說明會,參與人數約達1,192人次。

2016 annual Kaohsiung City river dust prevention and promote improvement plan

In this project which are choosing seven different inspection areas of Gaoping River (include, river area of the upper reaches bridge of Li-Ling, to Lin-Yuan distraction), the main results point out that, its chance to been dusty when gust wind occur, especially during June to August, in historical record shows five times Gaoping River has been dusty (including, 6/28, 6/29, 10/21, 2016, and 3/23, 5/12, 2017), mostly influence and impact for Daliu and Daliao District, secondly is Mino District。Statistics from 2005 to 2017 years, a total of occurrence of adverse events due date empty product caused a total of 20 Stations Rivers dust , then 2012 years to 2016 years of the execution team ,Rivers dust days and highest concentration values are presented phenomenon of decline.
