According to the result of IPCC AR5 and the conclusion of COP, the responses to climate change are no longer limited on mitigation strategies, i.e., the intervention of mitigation and adaptation should co-benefit with each other in the case of effectively reducing the risk from climate change. Considering the geographical and economical condition, Taiwan is highly vulnerable to the impact of climate change. As a result, Taiwan should put the efforts to both mitigation and adaptation, following on the global development of climate change policy, and working together with international partners.
The project is aim to sort out the legal framework, strategy development, and implementation of adaptation policy, as well as the agency in response for adaptation, mechanism, and the division of responsibility from advanced countries (e.g.UK, Germany, and Netherland), high carbon emission countries (e.g.US and China), and the countries in the near economic condition (Singapore and South Korea).Following the study, the project figure out the general context of policy development, and benchmarking of adaptation policy, then comparing the with Taiwan’s situation and development, in order to propose the progressive recommendation for Taiwan. Furthermore, the project gives the suggestion for the adaptation pathway of the country in the long term, and assisting to fulfill the ‘Adaptation Action Plan’. Apart from above, the project study the adaptation monitoring and evaluation (M＆E) mechanism and indication from the UK and Germany, and sorting out the appropriate adaption M＆E mechanism and indicators list for Taiwan government, providing the potential adaptation M＆E framework for different sectors to Environmental Protection Agency (Taiwan), in order to promote the rolling review of Taiwan’s adaptation achievement.
