105年度新竹縣柴油車動力計排煙檢測站檢驗計畫期末報告

中文摘要 新竹縣政府環境保護局在柴油車污染管制方面,為改善新竹縣之空氣品質,給予縣民乾淨清新之生活環境,定期委託辦理「柴油車動力計排煙檢測站檢驗計畫」,期透過不定期檢驗管制與調修改善,以有效提升新竹縣之空氣品質狀況,達成污染減量及環境保護之成效。本計畫以稽查行駛於新竹縣之柴油車為主,由民眾檢舉、目視判煙等方式,通知行駛於轄區內柴油車到站檢測;而油品抽測部分,則以站內採油、路邊攔檢及到客貨運場站稽查方式進行,以管制含硫量過高之非法油品。 本計畫執行期間,總計到檢測站申請檢驗車輛有2,688輛次其中193輛次退驗,完成檢測共2,495輛,其中檢測不合格155輛,不合格率為6.2%。而在完成檢驗的輛次中,以車齡18-20年車輛及排氣量6000-7000 c.c.的車輛為不合格率較高族群; 從行駛里程來看,不透光率則大致隨著里程數而增加;以車種來分,105年度不合格率以營業大貨車較高。 今年加強執行目視判煙及車牌辨識,目前完成目視判煙稽查18,453輛、車牌辨識成功車輛數為25,239輛次,針對有污染之虞車輛寄出目判通知及主動到檢通知, 藉以提升本年度之柴油車納管率。目視判煙作業因不合格改善及事前調修之污染改善效益為0.42噸/年。 今年度計畫協助執行民眾檢舉作業,至動力計檢測共12輛次,經檢驗4輛馬力比退驗, 其餘車輛都檢驗合格。在 油 品 抽 驗 部 分,105年度計畫完成抽查2,732件,含硫量送驗50件,目前1件不合格。另外,本計畫針對柴油車較頻繁行駛之路段執行路邊攔檢, 本計畫今年路攔作業著重執行效率之提昇; 共計攔查1,544輛次, 經目判及黑名單篩選, 篩選後檢測98輛次,其中不合格50輛次,不合格率為51.0%。進行路攔分析後發現, 自用小客車不合格率有偏高的情形。路邊攔檢作業因不合格改善之污染改善效益為0.57噸/年。配合竹竹苗空品區聯合稽查, 由4月起每月進行兩次, 以多組人力包圍的方式進行稽查。今年度共執行13次聯合稽查總共稽查179輛次。對於污染物排放削減量推估主要改善效益來自於檢測不合格之高污染車輛之污染改善以及車輛事前調修,本計畫推估粒狀污染物削減26.86噸/年。

2016 Inspection Plan of Diesel Vehicle Dynamometer in Smoke Exhaust Detection Station

英文摘要 With regarding to diesel vehicle contamination control, in order to improve the air quality and provide a clean and fresh living environment to the folks in Hsinchu county, Hsinchu County Government Environmental Protection Bureau has entrusted to perform Inspection Plan of Diesel Vehicle Dynamometer In Smoke Exhaust Detection Station at regular interval, hoping to effectively improve the air quality condition, to reduce the pollution and to achieve environmental protection in Hsinchu county through the aperiodic inspection control. This plan mainly focuses on inspecting the diesel vehicles that driving in Hsinchu county. With the methods like public report and visual smoke exhaust detection, inform diesel vehicles that driving in the jurisdiction to the station for inspection; and for the spot inspection of oil quality, it will be performed by collecting the oil in the station and inspecting on the roadside and passenger station to control the illegal oil with higher sulfur content. During the implementation of this plan, a total of 2,377 vehicles have applied for the inspection, 173 vehicles are rejected and 2,294 vehicles have completed the inspection, of which 138 vehicles have failed the inspection and the reject ratio is 8.4%. And with regarding to the vehicles that completing the inspection, the vehicles aged 18-20 years or with the gas displacement of 6000-7000 c.c. have a higher reject ratio; in the case of mileage, opacity will increase with the mileage. In terms of vehicle type, operating trucks have a higher reject ratio in 2016. This year the Government will strengthen the implementation of the visual smoke exhaust detection and the identification of license plate. So far, a total of 16,583 vehicles are inspected through the visual smoke exhaust detection and 23,060 license plates are successfully identified. The Government will send the visual judgement notice and inspection notice to the vehicles with pollution problem to improve this year’s control rate of diesel vehicle. Improvement benefit of visual smoke exhaust detection is 0.42tons/year. This year plans to assist the public report. There are total 10 vehicles that going to the dynamometer station for inspection, of which the horsepower of 4 vehicles is unqualified. In oil spot test part, the 2016 annual plan has completed the spot inspection of 2,322 cases, including 50 cases of sulfur content inspection. At current only one is unqualified. Moreover, this plan will target on the roads that diesel vehicle are frequently driving in to implement roadside inspection. The implementation efficiency of the roadside inspection this year has improved and a total of 1,362 vehicles have been stopped for inspection. After the visual judgement and blacklist screening, a total of 89 vehicles are inspected after the screening, of which 49 vehicles are unqualified and the reject ratio is 55.1%. After the analysis of roadside inspection, it finds that small passenger car for self-use has a higher reject ratio. The improvement benefit of roadside inspection is 0.48 ton/year. Cooperating with Zhumiao Empty Product Area, the Government conducts 2 inspections every month since April, with a method of surrounding by multiple sets of manpower. This year there are total 12 times of joint inspection and a total of 173 vehicles are inspected. For the reduction of pollutant emission, the main improvement benefit comes from the pollution improvement of unqualified vehicles with high pollution and the modification of the vehicles in advance. This plan is estimated to reduce particulate pollutant 23.77 tons/year.
