This Project was implemented over the period between August 11, 2016 and July 31, 2017. The main work items were as follows: (1) Implementation of water pollution control fee collection list management, data entry and declaration notification operations; (2) Implementation of water pollution control fee examination and auditing operations; (3) Implementation of water pollution control fee collection account-checking operations; (4) Maintenance and updating of the “Water Pollution Control Fee Online Declaration and Inquiry System”; (5) Provision of consulting services relating to water pollution control fee collection, examination and auditing operations; (6) Assisting with the implementation of ancillary administrative work relating to the Project.
As part of the Project, the FY2016 Period 1 and Period 2 water pollution control fee declaration, examination and auditing operations were completed. All firms have completed the submission of declarations; the total amount of water pollution control fees declared in Period 2 was NT$238,681,168. On the basis of the information submitted by firms in their declarations, documentary audits were implemented for 1,201 firms (3,802 cases), and on-site audits were implemented at 115 facilities; the total amount of supplementary fees that it was determined needed to be paid came to NT$23,831,152. The amount of fees paid by firms was used as the basis for completing the FY2016 water pollution control fee collection account-checking and auditing operations, and an auditor’s report was submitted. In line with Project requirements and recent revisions to the law, the “Water Pollution Control Fee Online Declaration and Inquiry System” was updated and expanded; this included posting the latest announcements and news on the website, making additional files available for downloading, the establishment of a new, dedicated section for livestock farmers, the addition of a fee declaration function for livestock farmers, the provision of new consulting and guidance functions, and the addition of a user satisfaction survey, as well as links to information regarding periodic inspections and auditing. A number of suggestions for revision of the fee collection system were formulated on the basis of the actual declaration and examination implementation status. In addition, a total of 15 presentations were held to explain the operation of water pollution control fee collection for livestock farmers, and 4 new dedicated inquiry hotlines were established to provide timely consulting services to firms that are liable for collection of water pollution control fees, so as to reduce the incidence of declaration errors.
