強化空氣品質模式制度建立計畫(第二年)

中文摘要 台灣空氣污染問題,隨時空環境變異,其本質特性與以往異行不同。自空氣污染防制費基金運作以來,民國84年至今各項防制措施不斷推展,空氣品質也有大幅度的改善。然而從長期濃度變化趨勢來看,仍有部分地區屬於懸浮微粒(PM10)與臭氧(O3)三級防制區,空氣品質仍需持續改善或維護。另外,為了保護民眾健康,環保署於2012年公告細懸浮微粒(PM2.5)空氣品質標準,我國要達成此項標準仍有很大的努力空間。以地區論,台灣西部地區均屬於PM2.5不符合標準之區域。 據空氣污染防制法,第六條第二項及第三項規定:二級及三級防制區內,新增或變更之固定污染源污染物排放量達一定規模者,其污染物排放量須經模式模擬證明不超過污染物容許增量限值;以及第八條第二項亦規定:符合空氣品質標準之總量管制區,新設或變更之固定污染源污染物排放量達一定規模者,須經模式模擬證明不超過該區之污染物容許增量限值等規定。然而,空氣品質模式的發展與應用、必需包括不同專業領域的科技知識與資訊、相互整合與交互支援才能達成其任務。空氣品質模式牽涉空氣污染法規層次之應用時,如何選用適當的模式並在其使用中標準化其程式、須要有一定的規範予以界定、才能以昭公信。 空氣品質模式相關資料分散在各學術與技術顧問機構中,造成資源分散、重複建置、品質不一及資訊屏障等缺點。因此以成立模式支援中心,為整合並健全空氣品質模式相關資源,長期穩定提供模式模擬規範所需相關資料,有實務上的需求性與必要性。空保處在民國91年推動空氣污染防制法裡面「容許增量限值」的管制工作,以及環境影響評估相關的空氣品質模式的法制化標準化需求,支援「空氣品質模式支援中心」的成立,以橫向整合產官學相關的人力與數據資源。經過多年的努力,模式支援中心已累積相當的經驗與成果,對空氣品質保護決策支援有實質的幫助,然而對整個空氣品質保護工作而言,過去多項與容許增量限值及空氣品質模式模擬規範相關工作仍須繼續推動執行,並且因應細懸浮微粒與臭氧污染之改善要求及境外長程傳輸對台灣影響動態變化之掌握,未來仍有許多工作需要推動並執行,故有本計畫的構想與需求。

The Project of Consolidating the System of Air Quality Model

英文摘要 According to Article 6, Paragraphs 2 and 3 of the Air Pollution Control Act, those newly added or modified stationary pollution sources within Class 2 and Class 3 of air pollution prevention regions in which air pollutant emissions quantities reach a certain regulatory scale is required to perform air quality simulation by suitable air quality model and verify the influence will not exceed allowable increment limits of air pollutant concentrations. As Article 8, Paragraph 2 stands, within a total quantity control district that meets air quality standards, those newly installed or modified stationary pollution sources for which pollutant emissions quantities reach a certain scale is required to perform air quality simulation by suitable air quality model and verify the influence will not exceed allowable increment limits within the district. Development and application of air quality model needs to integrate the interdisciplinary science, knowledge and information, and to support each other for making the aim. When air quality models involve the related terms and application of Air Pollution Control Act, like Environment Impact Assessment and Allow able Pollutant Increase Limits, choosing the adapted air quality model and standardizing the operating process needs a specific normalization to gain the public consenting. The scientific and technical knowledge and information that the development and application of air quality models need to accomplish their missions spread in all kinds of academic and advisory organizations, which result into the decentralization of resources, duplicate constructions, various qualities, and barriers of information. Taiwan Air Quality Modeling Center (TAQMC) actually is a policy and technique supporting organization with a combination of experts and data resources in the industry, the government and the academics. Taiwan EPA enforced the allowable increase limits of air pollution in the air pollution control act, and the standard requests of air quality modeling in the procedure of environmental impact assessment. Therefore, Taiwan EPA supported to establish “air quality model supporting center” since 2002. In fact, it belongs to the role of technical supporting for policy determination in order to laterally integrate the knowledge of production and official related to talent and data resource. The tasks accomplished and relative productions are shown as follows according to the sequence of objectives for this year in the project plan.
