參與聯合國氣候變化綱要公約整體因應策略研析

中文摘要 綜觀UNFCCC 協商進展及國內外政策趨勢,全球經濟復甦,各國皆加速推動綠色新政,並發展潔淨能源科技,創造綠色商機。本計畫掌握巴黎協定談判發展與因應策略,從建構法制基礎做起,輔以落實部門減量、善用市場機制、強化教育宣導、促進國際合作等多面向策略,結合跨部會及產業科技等多元力量,推動相關重點標竿型計畫,引領我國邁向低碳社會。本計畫各項工作,均符合相關進度要求;各項工作執行進展摘述如下: 1.掌握聯合國氣候變化綱要公約通過之巴黎協定(Paris Agreement)法理問題,以及金融、技術和能力建構機制發展,並提出我國因應對策「法律與語文」及「技術與金融」工作組已針對各項議題進行三場次工作會議,包括:京都議定書多哈修正案、APA 會議進展、SB 會議進展,以及各國如何提升2020 年前氣候行動企圖心、華沙損失與損害機制、國家自定貢獻解析、法律定性研究、國際金融機制及國際實踐比較研究、技術架構與轉讓手段等;並就巴黎協定和我國溫室氣體減量及管理法、我國參與UNFCCC 及巴黎協定可能方式及巴黎協定與NAMAs 及未來的碳市場提出政策建議。 2.協助環保署參與聯合國氣候變化綱要公約會議及相關活動,建立國際間聯繫合作管道我中央部會出席UNFCCC 相關會議活動,援例由行政院環境保護署邀集行政院相關部會負責組團籌劃事宜。我團邀集行政院相關部會單位召開四場次摩洛哥馬拉喀什氣候會議(COP22/CMP12/CMA1)組團研商與行前會議,確認與會團員成員、報名方式、航班住宿,展覽攤位及周邊會議申請及規劃。2016 年5 月赴德國波昂出席聯合國氣候變化綱要公約附屬機構會議及特設工作組會議(SBI44/SBSTA44/APA1),規劃參與摩洛哥馬拉喀什氣候會議活動。本計畫已於11月7日至18日派員參加摩洛哥馬拉喀什氣候會議,除關注全球協議談判進展外,參與多場次周邊會議及雙邊會議,分享臺灣因應氣候變遷的政策措施及行動方案,UNFCCC推案署長英文專文(Taiwan Seeks to Join Fight against Global Warming),盼全球支持我有意義的參與UNFCCC,並尋求於環保、氣候變遷、能源安全及國家永續發展等議題等交流合作。 3.推動與重要非政府組織聯繫網絡,營造溝通管道及提升實質參與氣候公約空間本項工作已經研析彙整主要國家及集團之因應氣候變遷與能源政策及立場,舉辦兩場次IPCC 工作會議,掌握IPCC 1.5℃/AR6 評估報告進展及氣候變遷最佳科學知識;強化與國際重要學研機構的氣候變遷項目交流合作,並於出席摩洛哥馬拉喀什氣候會議期間申請參與國際排放交易協會(IETA),受邀出席歐洲復興開發銀行(EBRD)、瓜地馬拉、Free University Berlin、德國看守協會(Germanwatch)、研究暨獨立非政府組織(RINGO)、國際氣候對話(ICD)等國際組織舉辦之周邊會議活動,進行綠能低碳技術轉移推廣工作分享,探討如何啟動綠色融資,並推動國家自定貢獻與低碳技術創新之議題,拓展育成機制與開發中國家非政府組織間的公私夥伴關係。 4.參與2016 年氣候變遷國際研討會,拓展創新國際倡議夥伴合作關係本項工作於5 月30 日至5 月31 日間在比利時布魯日(Brugge, Belgium)參與「馬爾他氣候變遷調適政策與法律論壇(Malta Legal Forum on Adaptation to Climate Change)」。期望透過此論壇建立我國與歐盟氣候談判成員與相關領域專家間的常態性交流平台。藉由討論,經由國內管理機制、國際合作機制與夥伴關係,促進我國對氣候變遷行動的貢獻,以符合我國在巴黎協定下的貢獻承諾。同時,未來我國將透過減緩與調適的技術、能力建構與政策諮詢,提升國際合作能量以協助需要協助的開發中國家。 5.推廣氣候變遷決策評估工具與能力建構,強化氣候公約推案國際宣傳UNFCCC 發展對於全球因應氣候變遷議題已屬相當多元廣泛的專業領域,須長期投入研究分析,以瞭解相關規範意涵,避免產生可能的誤解,期能及早因應規劃;本計畫將作為UNFCCC推案傳播之介面平台,將蒐集到的氣候公約資訊及我國推廣減緩氣候變遷相關作為提供給國內各界參考。本項工作研析國際資訊圖表學(infographics)為資訊(information)與視覺化圖表(graphics)的科學性綜合表達方式以整合型評估模式與氣候變遷大數據、氣候變遷政策、行動數據之利用,收集國際智庫與相關單位之最新展,據以提供長期資訊圖表利用之政策服務規劃。另外,更新「推動台灣參與氣候變化綱要公約」中英文版專屬網站,更新UNFCCC 推案文宣,並將相關文宣製作成USB 隨身碟,有助國際間了解我國對因應公約之努力成果。

National Strategy Study for Participation in the UNFCCC

英文摘要 As seen from the UNFCCC negotiations, domestic and foreign policy trends and global economy recovery, it is clear that countries around the world are accelerating the promotion of the Green New Deal, and development of clean energy technologies, in order to create green business opportunities. This project has been followed the developed trends and related strategies subsequent the Paris Agreement negotiation processes of the UNFCCC. The contents of this project are included legal basis along with multi aspect strategies of sectoral mitigation, market mechanism, education propagation, and international collaboration to further cross link achievements of governmental ministries and industrial technologies for promoting key master plans and leading Taiwan towards a low carbon society. All scheduled tasks for this project have been completed per request. The detailed project task progresses are listed as below: 1. Analyze the legal issues and follow the development of financial, technical and capacity building mechanisms associated with the Paris Agreement, and propose recommendations on how to deal with such developments. The project has completed the research topics under the UNFCCC with working groups of “legislation and translation” and “technology and finance”, has also completed 3 expert meetings, respectively. The research topics are including the Doha amendment to the Kyoto Protocol, negotiation progresses of APA and SB meetings, pre-2020 climate action ambitions, the Warsaw international mechanism of loss and damage, nationally determined contributions (NDCs), legal basis study, financial mechanism and implementation practices, technical framework and technology transfer approaches, etc. The project also further discussed feasible policy suggestion after the Paris Agreement entry into force in 2016. 2. Assist Taiwan EPA participates in relative meetings and activities to the UNFCCC, and establish collaboration and communication opportunities. The Taiwan EPA organized main ministries and related administrative departments as Taiwan delegation to participate in the UNFCCC activities. The project has assisted Taiwan EPA to convene a COP22/CMP12 delegation preparation meeting on 23 August, 30 Sept, and 28 Oct to discuss details for delegation assembly, registration procedures, flight and accommodation arrangement, exhibition booth and joint side events’ design and application. The personnel of this project have participated in Bonn SB44 climate conference in Germany in May 2016 (including SBI44, SBSTA44 and APA1). The personnel of this project are scheduled to participate in COP22/CMP12/CMA1 meetings in November, 2016, Marrakech, Morocco. In this meeting, the Paris Agreement has formally entry into force. Following negotiation progresses, the project proactively seeks global society support to Taiwan’s meaningful participation on the UNFCCC. Regarding to the topics of environment, climate change, energy security and national development, the project assists Taiwan EPA to seek possible cooperation opportunities with international institutions. 3. Promote contacts and networking with important NGOs, establish channels of communications, and enhance space for substantive participation of the UNFCCC activities. The research task has accomplished the research and collected information of climate & energy policy and stand in response to climate change in main countries or groups. After completed the research, this project has convened 2 expert meetings for IPCC AR6 and 1.5 ℃ issues and scientific acknowledge sharing. This project cooperated with international important academia and research institutes on climate change issues, including IETA, EBRD, Governments, Free University Berlin, Germanwatch, RINGO, and ICD, which makes Taiwan position into a flexible role in future UNFCCC negotiation development through COP22 side event participation or bilateral activities. The project has analyzed the latest climate change research development information by international organizations for governmental decision makers, which keeps Taiwan on the track of the trend on green energy technology, technology transfer, green finance, INDC, and technology creation, etc. The project was attempting to link climate action collaboration with developing countries and other international organizations under the incubation mechanism as public and private partnership (PPP). 4. Participate in 2016 International Symposium on Climate Change, and develop cooperation relationship for innovative international partnership initiative. The project organized and participated in the 2016 International Symposium on Climate Change: Malta Legal Forum on Adaptation to Climate Change on 30~31 May, 2016, in Brugge, Belgium. The event help constructing a communication platform for governmental representatives and experts for climate change information sharing. Through conference discussion results, the Taiwan EPA will have an opportunity to conduct commitments under the Paris Agreement through domestic management mechanism, international collaboration mechanism and partnership relationship. Meanwhile, the project would like to enhance the international collaboration contribution through mitigation and adaptation technologies, capacity building and policy consultation developed by Taiwan for developing countries which need assistance. 5. Promotion climate change assessment tools and building of such capacity, and strengthen international promotion of Taiwan’s climate programs. The development of UNFCCC to the global climate change issues involves to various professional fields; it needs long-term research and analysis to fully follow tasks under the convention’s regulations. It also helps us prevent possible misunderstanding and propose feasible solutions. This project is a communication platform for Taiwan participation in the UNFCCC. The collected information is including latest progress of the UNFCCC and Taiwan’s efforts on tackling climate change that will be shared to the public. The project analyzed international infographics study for information and visualized graphics in scientific presentation purposes and integrated assessment models for climate change big data, climate change policies and mobile data services, etc. The project also further updated the “Towards UNFCCC – Taiwan is willing to contribute to global community” website in both Chinese and English versions. The project is also planning to publish propagation materials either in paper or electronic (installed in flash drives) styles during the UNFCCC COP22 meeting.
