105年臺中市空氣品質暨細懸浮微粒(PM2.5) 綜合管理計畫

中文摘要 本計畫為政策規劃及檢討之核心上位計畫,105年主要工作為掌握環境背景資料、排放量,以及環境負荷,進而評析本市空氣品質。工作項目亦包含研擬104-108年版空氣污染防制計畫,與本市104-108年符合空氣品質逐年改善目標。並且協助環保署(局)執行空氣污染相關委辦計畫考核作業、相關會議辦理、各式文件編訂及維護更新空氣品質及噪音管制科專案管理系統。計畫簽約金額795萬4仟元整,契約規定專任人力含計畫經理、專案工程師4位,駐局工程師1位,計畫主持人為非專任人力。 本計畫為使臺中市達到108年全國細懸浮微粒(PM2.5)濃度能達成年平均標準15μg/m3目標,檢討「104-108年版臺中巿空氣污染防制計畫」各項管制措施減量成效,並進行106年度管制措施之增修,有鑑於本市104年署考核成績退居甲等,故本計畫推動各項檢討作業,如環保署考評成績檢討、污防書每季達成率檢討。統計至今年11月底,100年(1-11月)至105年(1-11月)同期AQI不良等級及非常不良比例將下降將近0.5%,呈現遞減的趨勢,PM2.5(自動)平均為21.33μg/m3。另目前本年度PM10減量達1538.5公噸、PM2.5減量達651.6公噸、SOx減量達96.3公噸、NOx減量達3081.4公噸、NMHC減量達679.9公噸、CO減量達1198.6公噸。本計畫計算環保署自評成果,總計約86分。

An Integrated Management Project on Air Quality and Fine Particulate Matter (PM2.5) in Taichung City in 2016

英文摘要 This project was a main host program in policy formulation and review. The objective of it was to comprehend the formation on environmental background data, emissions, and load, and consequently to assess the air quality in Taichung City. The establishments and developments of the air pollution control projects, and the targets of annual air quality improvements from 2015-2019 were also included. Moreover, the tasks of the project contained assistances to execute evaluation projects related to the field of air pollution and mandated from EPA, hold meeting, and compile documents, as well as maintain and update the air pollution/noise control management system. The signing amount of the project was NT$7.95 million. For the manpower which needs to contribute to this project, it was specified in the contract that a project manager, four project engineers, and an on-site engineer work on the project as full-time, with a part-time principal investigator. To achieve an annually average reduction of PM2.5 concentrations down to 15 μg/m3 in Taichung city by 2019, each control measure in the report of “Air Pollution Control Program in Taichung city from 2015-2019” was evaluated. The amendment on the control measures in 2017 was also conducted. As the evaluation result for the city in 2015 was A-, the reviews on the evaluations from EPA and quarter achievement rates in the pollution control reports were performed in this project. Until the end of November in 2016, the percent of unhealthy level in air quality index (AQI) from January to Nov in 2016 was educed by 0.5 % and had a declined tendency, compared to that in the same quarter in 2011. An average PM2.5 concentration (online measurements) was 21.33 μg/m3. On the other hand, the annual reductions of each major air pollutant in this year was listed as following: 1538.5 tons for PM10, 651.6 tons for PM2.5, 96.3 tons for SOx, 3081.4 tons for NOx, 679.9 tons for NMHC, and 1198.6 tons for CO. Therefore, according to the ollutant reduction results mentioned above, the self-evaluated performance for EPA would be 86 out of 100.
