There had been twenty two river fugitive dust episode days of Kaoping River region from January 2012 to April 2017. To understand the high potential area of river fugitive dust, this project continues to investigate, analyze and compare the potential areas of river fugitive dust by field survey and satellite imagery information analysis. This project also offered the results for reference to the Seventh River Management Office for selecting the sites for dust control. We totalized 75.3 hectares of improvement area of exposed riverbed during this project execution period (from May 18, 2016 to May 17, 2017) and the PM10 reduction was equivalent to 13.3 tons per year.
With respect to the real-time field monitoring of river fugitive dust, this project continued to analyze the episode days and the monitoring results of monitoring stations alongside the Kaoping River except established the two monitoring stations at the Liukuaicuo Wastewater Treatment Plant and the Sinsing Elementary School to master the field real-time PM10 concentration and meteorology. The high-impact areas of river fugitive dust are those riverside villages of Ligang Township and Wandan Township.
This project also use the Kaoping River fugitive dust forecast system built in 2015 to simulate and estimate the PM10 incremental concentration to enhance the response effectiveness of authorities concerned and the public and to reduce the impact of the river fugitive dust episodes. Most of the river fugitive dust episodes during project execution period can be predicted, although the occurrence time of the largest incremental concentration is always different between simulation and actual condition. The difference may be caused by wind shear due to the atmospheric motion affected by terrain, landforms, buildings, etc.
To analyze PM2.5 contribution level of the high particulate matter concentration episodes caused by river fugitive dust and compare the particle size distribution of river fugitive dust episode to non- episode, this project also completed the particulate matter samplings at river reaches of the River Barrage and Ligang Bridge on episode day October 21 and non- episode day October 27. The analysis results have shown that the ratios of PM2.5 to PM10 are 0.19 and 0.14 on episode day and 0.42 and 0.59 on non-episode day respectively for the river reaches mentioned above and the mass concentration of atmospheric coarse particulate matter (aerodynamic diameter > 1.8μm) during the river fugitive dust episode increased apparently.
To reduce street dust emission of riverside areas, this project had finished 1,167.7 kilometers of street washing in fugitive dust potential areas along the riverside and has estimated a reduction of total suspended particulates (TSP) of 16.1 tons( or PM10 of 3.0 tons, or PM2.5 of 0.7 tons).
With respect to propaganda, this project had completed three sessions of educational propaganda at Ligang Elementary School and Sanho Elementary School in Ligang Township and Shin-Wei Elementary School in Jiuru Township on September, 2016, three propaganda sessions for villages and communities at Juanliau Village of Wandan Township, Jungho Village of Ligang Township and Jiouming Village of Jiuru Township on October and November, 2016 and January, 2017. To extend the propaganda effectiveness and enhance the contingency response and self-protection skills of school teachers and the public, this project also offered a trainer course concerning the river fugitive dust for teachers and village chiefs on November 23, 2016 and for river patrol teams on March 5 and 19, 2017.
As regards the media propaganda, this project had publicized protection information for twenty four days by cable TV scroll and radio respectively and made a short propaganda film (six minutes and forty two seconds length) played in various propaganda activities in order to enhance the public’s impression and effectiveness of propaganda.
As for the lateral ties with other government entities and related projects, to reach the substantial efficiency of fugitive dust protection, enhance the lateral communication and real-time response abilities and reduce the impact resulted from river fugitive dust, this project called a roundtable meeting on March 3, 2017 and invited related response departments and receptors to attend and be familiar with the various response procedures and notification process. In addition, to understand current improvement situation and planning of exposed riverbed of Kaoping River and to discuss the modification of river fugitive dust early-warning and notification mechanism developed by Pingtung County and Kaohsiung City, this project held a liaison meeting on March 27, 2017 and invited the EPA, Environmental Protection Bureau Kaohsiung City Government (EPBKCG), the Seventh River Management Office and the Southern Region Water Resources Office to attend. Furthermore, a liaison meeting held by EPBKCG on April 21, 2017 had finished a preliminary improvement allocation of exposed riverbed of Kaoping River to substantially enhance the improvement effectiveness of exposed riverbed. With respect to cross-project cooperation, the Air Pollution Division has still kept promoting the “Blanketing and Catching Sand Project” by integrating this project and related projects. The project finished 23,171.5 kilometers of street washing in 2016 and estimated a emission reduction of total suspended particulates of 319.8 tons( or PM10 of 60.2 tons).
