105年臺中市重金屬、戴奧辛及有害空氣污染源調查管制計畫
| 中文摘要 | 本計畫工作項目係依環保局整合固定污染源空氣污染之稽查、法規符合度查核並搭配稽查檢測，運用科學工具、儀器及數據，明確掌握且釐清污染排放源具體掌握污染排放現況，同時配合行政管考達成最佳績效目標。今年本計畫主要執行績效包括Ⅰ.成立臺中港西碼頭化學品儲槽區查核專案，全數完成１１家倉儲業之揮發性有機物法規符合度查核並搭配紅外線氣體顯像儀及火焰離子偵測器(FID)等科學儀器，進行儲槽及設備元件洩漏檢測，其中２家洩漏值超標，依法告發處分並限期改善。另透過強力稽查１０５年已有２家倉儲業主動提報儲槽之清槽及開槽，此外已建立與台中港務分公司及港務消防隊之橫向聯繫機制，將可進一步勾稽申報資料正確性及確認清開槽主動提報。Ⅱ.加強台中工業區及中科台中園區稽查查核告發處分４家並搭配OP-FTIR及CC-FTIR監測，透過監測數據佐證，迫使區內PU合成皮工廠提升氣罩集氣風速並改善防制設備效率。Ⅲ.執行燃材設備稽查及檢測專案，全數完成列管２１座燃材設備稽查及９根次管道檢測，告發處分４家並限期改善。Ⅳ.建置空品不良日(AQI>150)聯合稽查機制，明確分工各單位及各計畫應辦事項。Ⅴ.有效運用有限之稽查檢測量能，慎選檢測對象，抽測不符合數達去年兩倍。Ⅵ.全國首創訂定「故障報備處理原則」，防堵不肖業者規避相關罰則。整體而言，今年告發處分率9.2%(去年5.6%)、檢測不符率5.6%(去年3%)，因查核或檢測不符新增防制設備有4家5套。各項工作成果詳列於本期末報告各章節。 | ||

The Heavy Metals, Dioxins and Hazardous Air-Pollution Source Survey Control Project of Taichung city 2016
| 英文摘要 | The operations of this project are according to the integration of stationary air pollution sources by EPB and the inspection of regulations by scientific instruments, machines and data to clarify the pollution sources and current situations, achieving the best performance goal with the governmental administration and norms. The project this year is including: I. To establish the special project of the inspection for chemical storage tanks in the west terminal of Taichung Port, and also to complete the inspection of volatile organic compounds in 11 warehouses and the detection of storage tank and equipment component leak by infrared gas image device and flame ionization detector (FID). There were 2 warehouses over the leaking standard and prosecuted by the law and asked for the improvement with the deadline. In addition, through the restrict inspections, in 2016 there were 2 warehouses, which volunteered to submit the open and the clearance of the storages. And the establishment of the contact system with the Taichung Port Authority and the Port Fire Brigade is benefit for the correction of application and the confirmation of voluntary submission. II. To reinforce the inspections in the Taichung Industrial Zone and Central Taiwan Science Park (4 companies were prosecuted) and to prove by monitoring through OP-FTIR and CC-FTIR. The PU synthetic leather factories in the zone were forced to enhance the gas colleting speed and improve the efficiency of control equipments. III. To audit the fuel equipments and testing projects. Auditing all 21 fuel equipments and testing 9 sub-tubes were completed. 4 companies were prosecuted and asked for the improvement with the deadline. IV. To establish the joint auditing system of inferior air quality day (AQI>150) for a clear work division of different departments. V. To effectively use the capacity of limited audition and inspection and to carefully select the objects. This year the unqualified cases are double than last year. VI. First time to regulate " Principles for Reported Failures " to prevent unscrupulous companies to avoid the relevant penalties. Overall, the prosecution this year is 9.2% (5.6% last year), unqualified rate is 5.6% (3% last year), 5 sets of new additional control device are placed in 4 companies due to the failure by the audition or inspection. The results of the work are detailed in each chapter of this final report. | ||
