105年度推動金門縣節能減碳診斷計畫

中文摘要 ㄧ、辦理節能減碳輔導改善作業 為協助本縣低碳社區內之家戶釐清用電習慣、汰換耗能設備、落實節能減碳及減少溫室氣體排放，本計畫於執行期間成立減碳醫師團，辦理減碳輔導診斷服務，及協助環保局研擬「金門縣一百零五年度節能診斷試辦補助要點」，並針對低碳社區辦理7場次「金門縣105年度減碳診斷補助說明會」，期透過節能設施輔導改善及補助，建立並培養民眾低碳生活理念。 自診斷名單公告後，依據要點依申請送件順序安排現場勘查作業，減碳醫師團已於9月中完成共88處家戶現場診斷輔導作業，並根據輔導診斷成果提供相關節能建議及家戶診斷報告書。根據受輔導家戶之實際節能措施改善項目並估算其減碳效益，總計省電度數為30,498.5度，減碳量為16公噸CO2/年，每年共可省下約91,495元。本輔導改善作業總改善經費共計635,305元，補助經費計296,137元，家戶自籌款計339,168元，在整體改善經費方面，其回收年限為6.9年；就家戶自籌額而言，其補助後回收年限則縮減為3.7年，透過回收年限的縮短，提升民眾從自身做起節能減碳作為之意願。 二、建置、維護補助查核系統 環保局近年來為推動民眾從個人做起節能減碳措施，已陸續推動多項補助方案，如節能家電補助、汰換二行程機車、新購電動機車或電動自行車及汰換二行程(四行程)機車換購電動二輪車等相關補助，鼓勵民眾共同參與居家節能減碳，為金門低碳島盡一份心力。面對節能家電與電動二輪車數量龐大的補助案，本計畫協助環保局建置網路版的「節能家電補助查核系統」與「電動二輪車補助查核系統」。

英文摘要 2016 Kinmen promoting energy saving and carbon reduction diagnosis project In order to assist the residents of the low-carbon community to clarify electricity habits, replace energy-consuming equipment, implement energy conservation and carbon reduction, we recruit experts specialized in electricity, air conditioning and lighting to form an energy saving and counseling team. Our team has helped 88 residents to clarify electricity habits, and has given the suggestions of energy saving and carbon reduction. Through the total promoting programs, we estimated annual savings of electricity consumption are 30,498.5 kWh / year as well as carbon reduction are 16 ton CO2e. On the other hand, in order to enhance the efficiency of subsidies for energy-saving appliances and electric two-wheelers, we helped EPA to build and maintain the Subsidy checking system. During project execution period, we also co-operate with attending every low-carbon related meeting, training course and seminar.
