105-106年度空氣品質監測儀器品保查核作業計畫
| 中文摘要 | 本計畫執行期限自民國105年5月31日至107年5月30日止，計畫主要目的為針對環保署現有空氣品質監測站，執行不定期績效查核及功能檢查作業，確保監測數據準確度及維護作業品質。 本計畫主要針對環保署現有空氣品質監測站，執行不定期品保查核作業，確保監測數據準確度及維護作業品質。計畫主要工作內容包括：(1)執行監測站儀器績效查核170站，含執行偏低濃度查核及零空氣查核比對、執行超低濃度查核20站、 (2)執行監測站功能檢查1080站、(3)品保查核及檢查追蹤管理，執行績效查核複查17站次與PM10平行比對40站(4)其他工作要求事項等。 績效查核作業以獨立標準設備或標準品執行，對測站儀器加以比對量測，用以評估監測數據準確度。本計畫執行2年間共完成170站次績效查核，查核項次總計3085項，其中查核缺失127項次(未達數據品質標準)，計畫整體查核滿意率達95.9%。近5年查核滿意率(102至106執行年查核滿意率分別為97.2%、97.4%、97.0%、96.7、95.4%)略有下降。 功能檢查作業主要針對站房設施設備、站內文件紀錄、監測儀器運轉狀態、氣象儀器設備、及儀器準確度狀況等五大類進行功能檢查，檢查項目依據經環保署核可之功能檢查表單逐項執行，用來評估測站維護作業品質及儀器校正準確度。本計畫共完成站次功能檢查，檢查項達160809項，檢查缺失為915項次，計畫整體檢查缺失發生率為0.57%。近五年檢查缺失發生率(102至106執行年缺失發生率分別為0.59%、0.62%、0.65%、0.66%、0.55%)均低於0.7%，缺失發生數及發生率106年已下降，各類別檢查項目缺失率均呈下降趨勢。 無論績效查核或功能檢查所發現之缺失項，維護單位均須依約在3~7日內完成改善，並由環保署及本計畫執行缺失改善追蹤。 | ||

Quality Assurance Program for Taiwan Ambient Air Monitoring Network
| 英文摘要 | This project was conducted from May 31th 2016 to May 30th 2015. The main objective of this project is aiming at non-routine inspection and auditing on all current Environmental Protection Administration’s Air Quality Monitoring Stations to ensure the quality control/quality assurance (QC/QA) programs were followed. The task mainly included: (1) auditing the monitoring instruments for 170 stations , (2) performing the monitoring instruments functional check for 1080 stations , (3) conducting collocation comparison programs of PM10 for 40 stations and performing the repeat auditions of monitoring instruments for 17 stations and tracking the status of defective improvement, (4) validating the method with random samples at single concentration, (5) performing other duties as requested. The performance audit used independent instruments and standards to inspect the deviation between the monitoring value and the standard value (accuracy). 170 stations were completed in two years, and out of the total of 3085 items audited, 127 items did not meet the QC/QA specifications. The acceptance rate was 95.9%, the acceptance rates of recent five years were 97.2%、97.4%、97.0%、96.7%and 95.4%, respectively. The results of the performance audit demonstrated the quality of monitoring stations slightly decreased. The purpose of the functional check was mainly to focus on non-routine surveys and assessments on stations house maintenance, facility equipments, the document recording, the monitor operation conditions, the monitoring data check and the monitoring instruments accuracy inspection. Total of 1080 functional checks were performed in two years and a total of 160809 items were conducted. Among all checked items, 915 items were found defective. The results of the functional check demonstrated the defective rate to be 0.57%. The defective rate of recent five years were 0.59%、0.62%、0.65%、0.66%、0.55%, respectively, which are all less than the specification of 0.7%, This result shows high quality in sustaining operation and maintenance of monitoring stations. All defects from the performance audit and functional check will be required to recheck between three days to seven days, The EPA and this project will track the results of defects improvement. | ||
