As a result from the increasingly growing of social humanities and industrial economics in recent years, industry and commerce develop rapidly that leads to a growing demand for people and cargo transportation day by day together with a rapid growth of motor vehicles; consequently, the air pollution generated from driving vehicles has become serious gradually; although the fast growth of motor vehicle has brought much convenience for people to expedite the development of civilization in human life; however, it produces a lot of negative impact as long with the sharp increase of vehicles quantity that causes, directly or indirectly, the air quality to worsen than ever. In light of this, EPA (Environmental Protection Administration) has started to enact relevant control measures against the mobile pollution sources in cooperation with the imposition of air pollution charge and conduct the audit and control projects against mobile pollution sources in each county and city nationwide since 1996.
Till 15th day of December in this project, 5,909 vehicles were conducted the roving inspection and station inspection with an achievement rate 168.8% accomplished; 2,610 motorcycles were pulled over for inspection with a nonconforming rate 22.5% detected; 20,457 vehicles uninspected by station were mailed an official letter to urge for their inspection with 523 letters rejected & returned and 10,191 letters replied at an achievement rate 49.8%; 11,579 vehicles were sent a notifications for an integral license plate recognition with 9,765notifications replied in response to achieve a response rate84.3%; also, 138,318 notifications were sent to the vehicles that have finished the station inspection and 3.61% of them were rejected & returned.
289 inspection stations in total were audited; and the deviation value at each station was within 4% range by conducting a comparison with the standard gas; an audit for the linearity of analyzer at inspection station was conducted once in March and May and August and November each; and most of them are determined to be accepted by conforming to the tolerance of accuracy test. Two education and training session for inspection station was held while 114 inspection personnel from motorcycle emission inspection stations attended the session at an attendance rate 98.1% of the registered and qualified persons.
As of now, 1,138 people applied for subsidy for electric two-wheel vehicle, wherein, 66 electric motorcycles (heavy-duty, light-duty and small and light-duty), 875 electric bicycles and 197 electric-motorized bicycles were subsidized; meanwhile, amid them, there were 32 2-stroke vehicles applied for trading in the electric motorcycle, 81 2-stroke vehicles applied for trading in the electric bicycle and 7 2-stroke vehicle applied for trading in the electric-motorized bicycle.
TAF (Taiwan Accreditation Foundation) conducted the assessment for extension of certification on February 15 and February 22 in 2016; the leader of compliance auditor for the assessment team was professor Ren-Guang Huang and the technical expert was manager Ru-Ling Wei. As concluded from the assessment team for this assessment case, there were 2 items of B-type NCR (Non-Conformity Report) and 2 items of C-type NCR; and a letter describing the handling of corrective actions against NCR was mailed on March 7, 2016 in reply to TAF; the extension of certification through assessment was granted by TAF with a certificate of extension for the Motorcycle Emission Inspection Institution awarded; the term of validity for this certification is from April 23, 2016 to April 22, 2019.
