營建工程施工機具污染改善及管制策略研擬計畫

中文摘要 我國營建工程施工機具(以下簡稱施工機具)數量近10萬輛,多自日本進口(佔87.7%),大部分都屬於機齡較高者(機齡11年至20年者約占26.5%)。施工機具排放之廢氣中含有粒狀污染物(PM)、氮氧化物(NOx)、多環芳香烴(PAHs)及微量戴奧辛等空氣污染物,有危害人體健康之虞。 為管制施工機具污染排放,本計畫區分兩個面向擬定管制策略,包括進口機具與使用中機具,其中進口機具係參考歐美日、香港之管制方式,以及委員建議內容,導入環保期別管制作法,已研擬「柴油引擎施工機具排氣審驗合格證明核發撤銷及廢止辦法」(草案),管制污染物為一氧化碳(CO)、碳氫化合物(HC)、氮氧化物(NOx)、懸浮微粒(PM)等;使用中機具部分,則參考日本之無負載急加速檢測方法,並於國內實測53組樣本結果,完成研擬「柴油引擎施工機具黑煙排放標準(草案)」,推估未來檢測不合格率20.4%。 施工機具排放粒狀污染物中,PM2.5約78.7%以上,為改善高污染施工機具PM2.5與黑煙排放,可藉助維修保養或加裝濾煙器,其中維修保養需調整噴油嘴、噴射泵浦等項,黑煙改善率約23.9% ~56.5%、PM2.5改善率約21.3%~34.3%,維修費用約53,000~58,000元;安裝濾煙器可改善黑煙約79.7%~100%、PM2.5改善率約42.7%~98.4%、濾煙器價格約21萬~25萬元,惟使用上需注意其耐久性與添加低灰份機油,環保署已刻正研擬濾煙器認證機制,俾利後續推廣及使用。綜上,本計畫推估施工機具落實維修保養與加裝濾煙器之污染減量成本效益,每花費1萬元,可分別減少1438.4克與767.2克之TSP。

Established diesel construction engineering machines pollutant improvement and control strategies plan

英文摘要 The number of diesel construction engineering machines approaches to one hundred thousand, and most of them belong to the higher age machines(from 11 to 20 years, about 41.7%).The exhaust emission in the construction engineering machines include Particulate Matter(PM)、Nitrogen Oxides(NOx)、Polycyclic Aromatic Hydrocarbons (PAHs)、traces of Dioxin and other pollutants, which are harmful to human health. In order to control the pollutant emissions of diesel construction engineering machines, the plan divides into two aspects and proposes control strategy, inclusive of the imported and the in-use. Related to imported diesel construction engineering machines, the plan refers to the control methods of Europe, the United States, Japan and Hong Kong, as well as the recommended contents of commissioners, then introduces stages of standard. The plan has drawn up a draft, the Regulations Governing Issuance, Revocation, and Cancellation of Emissions Certificate of Conformity for Diesel and Alternative Clean Fuel Engine Construction Engineering Machines (draft). The objects of draft are carbon monoxide(CO), hydrocarbons(HC), nitrogen oxides (NOx), fine particulate matter(PM), and so on . Related to in-use diesel construction engineering machines, the plan refers to the Free Acceleration Smoke Test of Japan, and conducts 53 sets of smoke tests. That finishes drawing up the method, the standard of pollutants from diesel-propelled engine of construction engineering machines. It is estimated that the future failure rate is about 20.4%. Among of particulate matters emitted from diesel construction engineering machines, PM2.5 is about 78.7% or more. For the purpose of improving emission of PM2.5 and smoke, it can be with the aid of maintenance and installation of diesel particulate filter. Maintenance involves adjusting injection nozzle and injection pump, and so forth. The improvement rate of opacity is about 23.9%~56.5%, and the improvement rate of PM2.5 is about 21.3%~34.3%. In addition, the maintenance cost is about 53,000~58,000. On the other hand, by installing the diesel particulate filter, the improvement rate of opacity is about 79.7%~100%, and the improvement rate of PM2.5 is about 42.7%~98.4%. Besides, the filter price is about 210,000~250,000. However, it must beware of its durability and addition of low-ash oil when using filters. The Environmental Protection Agency roughs in the certification mechanism of diesel particulate filters immediately to facilitate the following promotion and use. In summary, the plan estimates that the cost effectiveness of maintenance and installation of the diesel particulate filter. It will be reduced by 1438.4 g and 767.2 g TSP for each cost of $ 10,000.
