105年度環保集點制度推動專案工作計畫

中文摘要 環保署以「環保行動有價化」為目標,鼓勵民眾落實環保行為,舉凡購買綠 色產品、搭乘大眾運輸工具或是參與環保活動,將可獲得「綠點」。本計畫成功串 聯政府機關及民間資源,執行內容包含擴大試行、宣傳及活動辦理、系統整合與 維運及制度精進等 4 面向。 為擴大環保集點試行,透過辦理工作圈、招商說明會及業者深度拜訪,導入 財政部電子發票系統、6 家實體與虛擬通路業者、13 家綠色服務業者與 30 家環保 產品業者(377 項環保產品);執行臺北、高雄捷運集綠點活動;成立專案辦公室提 供客服專線,處理通路、綠色產品及服務廠商介接與民眾詢答等相關行政事務。 於行銷廣宣活動,設計製作活動主視覺、文宣及形象公仔周邊,透過記者會、 主題活動、網路活動辦理、社群網站經營及報章雜誌等媒體廣告露出,提升民眾 認知度。增修、整合並維運綠色產品資訊平臺、環保集點官網及會員平臺、環保 集點 APP(含 Android 及 iOS 系統)等;開發環境效益計算器、電子優惠券、大 眾運輸集點等功能。配合環保署政策,持續蒐集各國相關制度滾動式修正我國制 度內容及推動策略;規劃環保集點管理維運單位配套措施,以精進環保集點制度 之推動。 以環保綠點推動綠色消費需提高環保產品多樣性與普及環保產品銷售通路, 本計畫成功結合電子發票載具與交通運輸載具,導入更多政府合作資源,在消費 者日常生活中,鼓勵搭乘捷運提供綠色消費誘因,未來更推動綠色服務、環保行 為等多元集兌點模式擴大綠點市場量體,實現全民綠色生活之願景。

2016 Green point system planning and building project plans

英文摘要 The Environmental Protection Administration, Executive Yuan, R.O.C. (EPA) has launched the “green point” project, to award environmental friendly behaviors with tangible returns. By encouraging citizens to purchase environmental friendly products and services, the project directly encourages the providers to provide more such products and services, as well as selling channels’ participation in the Green Supply Chain. When people purchase green products, take public transportations, or participate in environmental activities, they can collect green points, and exchange for valuable goods or services which are environmentally friendly. The project has won successful collaboration with government agencies and goods and services providers. It includes four facets: administrative jobs, promotions and activities, system integration & operation, and the regulation provisioning. To expand the scope of the pilot run, EPA formed working groups, held seminars and forums with all parties involved, collaborated with the electronic invoice system of Ministry of Finance, R.O.C., and co-worked with six channels, thirteen companies that provide environmental friendly services, and thirty suppliers that provide 377 environmental friendly merchandises. EPA also encourages people to take the Mass Rapid Transit (MRT) s, in Taipei and Kaohsiung, and awards green points accordingly. EPA has established a project office, to provide customer services for the companies in the green supply chain, and consumers as well. For effective marketing, it invited famous personality to attract attention, and designed overall deliverables and fancy giveaways. For more public recognition, it held press conferences, joint promotions at popular activities, and released news presses via social media and traditional media. EPA has integrated multiple platforms for smooth operations of the project, including green product information cloud system, the official website of green point project, and member’s management cloud platform. It also provides apps on Android and IOS platforms. In addition, it provides environmental benefits calculators, e-coupons, and green point collection for taking MRT. EPA continues to gather the related information of other countries promoting environmental behaviors and purchases, and improve its regulations and strategies over time.
