非工業類之事業廢棄物管理檢討專案工作計畫

中文摘要 本計畫之工作內容主要包括農業、醫療、營建廢棄物管理現況之蒐集分析、強化醫療機構醫療廢棄物及特殊性廢棄物管理、檢討農業再生資材與農業廢棄物管理方式、加強裝潢修繕廢棄物管理及研擬營建工程自主管理方式等,以下分別說明各項工作成果。強化醫療廢棄物管理部分,完成廢洗腎藥水桶、廢玻璃藥瓶、有害廢尖銳金屬之再利用現況分析與檢討,並提出提升再利用之建議措施;在含汞廢棄物源頭減量部分,完成水銀體溫計、血壓計使用情形及汰換清理現況之調查,並就調查結果研提改善建議;另針對國內基因毒性廢藥品之管理及處理方式完成現況研析,並蒐集國外管理資訊加以比較;在基因改造生物及其產品部分,完成基礎實驗研究階段、田間實驗、產品上市或輸出入階段有關廢棄物規範之分析,並討論目前生物醫療廢棄物管理法規之對應機制;同時針對滅菌處理管理規範、處理標準及操作條件,完成管理規範之推動規劃,初擬「醫療事業廢棄物滅菌處理管理規範手冊」草案,並完成法規修訂建議以及推動期程之規劃;現況蒐集分析部分,完成醫療廢棄物104年度第4季及105年度第1-3季季報分析,並完成辦理50場次醫療廢棄物查核輔導工作(含15場次採自行滅菌處理醫療廢棄物);持續配合辦理「醫療廢棄物宣導網」及相關參考手冊之維護與更新。檢討農業廢棄物管理部分,完成農業資材再生應用等生物經濟新興產品之相關環保法規檢視,並建議可於法令中解釋何謂農業廢棄物,或擬定非屬農業廢棄物之判定原則;針對事業廢棄物申報分級管理研析方案(草案)之第二級重點式申報部分,提出適合非工業事業之方案建議;完成執行各地方政府對農(漁)戶產生之廢棄物清理管理機制調查,並擬預約清運、設立集中處、提供交換平台、補助/獎勵及代清收費等5種方法之農漁業廢棄物清運、作業原則範本;現況蒐集分析部分,完成農業廢棄物104年度第4季及105年度第1-3季季報分析,以及訪查57場次漁港、漁船廢棄物之管理情形;持續配合辦理「農業廢棄物宣導網」及參考手冊之維護與更新。加強營建及裝潢修繕廢棄物管理部分,完成推估105年全國(新成屋及舊屋)之裝潢修繕工程廢棄物產出量為178.2萬公噸,以及我國裝潢修繕廢棄物後端去化管道調查分析;研訂營建工程自主管理廢棄物作業程序(草案);辦理3場次營建及裝潢修繕廢棄物減量及妥善清理宣導說明會;現況蒐集分析部分,完成營建廢棄物104年度第4季及105年度第1-3季季報分析與提送,同時已完成11場次裝潢修繕或營建廢棄物清理、再利用機構輔導訪視,並完成包括裝潢修繕廢棄物產出量推估、後端去化管道分析、業者問題及處理建議等內容之訪視報告;持續配合辦理「營建廢棄物宣導網」及參考手冊之維護與更新。

Non-industrial Waste Management Review Project

英文摘要 The work of this project mainly includes the collection and analysis of the status of agricultural, medical and construction waste management, strengthening management of medical wastes and special wastes in medical institutions, reviewing agricultural recycling materials and agricultural waste management methods, strengthening the renovation of waste management and developing self-management of construction engineering project. The following are the results of the work. First, the project reviewed the current situation of reutilization of medical wastes and proposed measures to improve the reutilization and reduction of source. The project updated the survey of the use, replacement and clean-up situation of mercury thermometers and sphygmomanometers in medical institutions and proposed suggestion to improve the results. The project analyzed the current status of management and treatment of genotoxic waste drugs, collected and compared foreign management information with our country, researched GMO and its products wastes regulations and discussed the corresponding with the current regulations on biomedical waste management. The project planned the sterilization treatment management regulation, treatment standards and operating conditions, developed a draft of the “Medical Wastes Sterilization Treatment Management Handbook”, and proposed the amendments of regulations and planned the promotion period. The project updated national medical waste statistics analysis, submitted 2015 the fourth quarter and 2016 the first quarter to third quarter quarterly analysis. The project checked and counseled 50 hospitals for medical wastes (including 15 hospitals for self-sterilization treatment of medical wastes). The project maintained and updated the "Medical Waste Information Website" and related reference manual. Second, the project reviewed environmental protection laws and regulations of the agricultural recycling materials applications for bio-economic new products and suggested to explain what agricultural waste is or to develop of non-agricultural waste determination principle. The project proposed the suitable suggestion for the non-industrial of the second-class key report of “The Industrial Waste Report Classification Management Project (draft)”. The project investigated local governments waste clearance management mechanism on agricultural (fishing) households and set up the appointment for clearance, set up a collection place, provided exchange platform, subsidies / reward and substitute for cleaning up and charging, which are 5 methods of “Agricultural and Fishery Waste Clearance and Operation Principle Template”. The project updated national agricultural waste statistics analysis, submitted 2015 the fourth quarter and 2016 the first quarter to third quarter quarterly analysis. The project counseled and visited 57 fishing ports or fishing vessels waste managemnet. The project maintained and updated the "Agricultural Waste Information Website" and related reference manual. Third, the project estimated the year 2016 new houses and old houses of the whole country for decoration and renovation engineering waste at 1.782 million tons, and invested and analyzed decoration and renovation waste disposal ways. The project developed “Construction Engineering Self-Management Waste Procedures (draft)”. The project conducted 3 meetings of construction and decoration renovation waste reduction and proper clearance. The project updated national construction waste statistics analysis, submitted 2015 the fourth quarter and 2016 the first quarter to third quarter quarterly analysis. The project counseled and visited 11 decoration renovation or construction waste clearance, treatment, and reutilization institution and provided a report on the contents of the decoration renovation waste estimation, the disposal ways analysis, the operators questions and the handling suggestions.The project maintained and updated the "Construction Waste Information Website" and related reference manual.
