105年度車輛噪音管制計畫

中文摘要 由於新北市建築與人口密度高,各種商業活動頻繁,民眾日常生活及工作環境常受到噪音之干擾,又以車輛噪音為民眾主要檢舉之對象。根據新北市資料統計,陸上運輸104~105年檢舉數增加26件,其中捷運軌道系統為主要陳情對象;而機動車輛檢舉數由104年20,172件暴增至105年的46,766件,可見本市民眾飽受車輛噪音之苦。 本計畫針對本市民眾陳情與警政機關檢舉案件進行分析,主要進行機動車輛路邊攔檢現況分析評估。會同警察機關與環保局相關人員不定期進行車輛噪音攔檢。計畫期間路邊攔檢完成53場次,共538輛進行檢測,檢測後合格輛次189輛、不合格輛次284輛、車況異常通知到檢65輛,不合格率60.0%;通知到檢完成19場次,檢測車輛共計826輛,合格輛次804輛、不合格輛次22輛,合格率97.3%,藉由加強稽查、民眾協談宣導及噪音專線諮詢等措施,遏止車輛排氣管改裝之風氣,有效改善本市噪音問題並減少噪音陳情案件。 本計畫評估本市轄內陸上運輸系統涵蓋區域,針對可能影響民眾生活地點進行規劃、專家諮詢、檢測、成果說明。尤其以民眾檢舉近期通車的機場捷運線噪音與正興建的捷運環狀線作為通車後背景音量檢測對象。量測並分析捷運機場線三處,除林口區部分時段超標外,新莊區兩處皆符合標準,而環狀捷運線三處量測結果皆有部分時段超標。針對被民眾陳情之大眾捷運系統進行噪音檢測及建立背景音量資料,以評估本市大眾捷運系統噪音管制背景及策略。新北市政府環境保護局 期末報告定稿 105 年度車輛噪音管制計畫 摘要 瑩諮科技股份有限公司 摘要 II 在都市發展越來越發達,交通通勤網也日益密集的情形下,環保局為使寧靜的生活環境與便捷的交通運輸二者維持平衡,持續進行管制法規與量測方法的執行。目前為更接近民眾對於環境安寧的要求,需進行交通系統噪音現況分析評估,及檢討管制指標及管制標準對於實際管制情形之妥適性,並辦理分期調整規劃及其可行性評估,以作為後續修訂管制標準參考。

The vehicles noise control project

英文摘要 Because of the high population density occupying the numerous buildings scattered across New Taipei City and the frequent business activities that take place, the residents of New Taipei City are often disturbed by noise that disrupts their daily activities and their work environment. Among these noise disruptions, the city government receives the most complaints for vehicle noise. According to statistics released by the New Taipei City government, the number of complaints for land transportation increased by 26 cases from 2015 to 2016. Among these, the MRT received the most complaints. The number of complaints for motor vehicles skyrocketed from last year's 20,172 cases to this year's 46,766 cases, which shows that citizens are seriously plagued by noise pollution caused by cars. This study will analyze complaints from the public as well as reports made by law enforcement agencies and will mainly analyze and assess the current status of roadside inspections on motor vehicles. The research method for this study involves accompanying relevant personnel from police agencies and the Environmental Protection Department as they conduct irregular roadside inspections of vehicle noise. Roadside inspection completed 53 games, a total of 538 vehicles for testing, testing after passing the case of 189, unqualified vehicles 284, abnormal traffic notice to check 65, failure rate of 60.0%. Notice to complete the completion of 19 screening, a total of 826 vehicles, 804 qualified vehicles, 22 unqualified vehicles, with a pass rate of 97.3% Putting an end to the trend of modifying vehicle exhaust pipes--with measures such as strengthening inspection, promoting awareness to the public and establishing a service line for noise control consultations--can effectively resolve the city's noise problem and greatly reduce the number of complaints. This study will assess the areas that are occupied by the city's land transportation system and provide solutions for places where people are potentially affected by noise through planning, consultations by experts, inspections, and presenting progress reports. In particular, this study will examine the Taoyuan Airport MRT, which recently began operating, and the Taipei Metro Circular Line, which is currently under construction. Both have become major sources of noise complaints. Measurement and analysis of the MRT airport line three, in addition to part of the period of Lingkou area exceeded the standard, the new village two are in line with the standard, and the three sections of the MRT line measurement results are part of the period exceeded.This study will conduct noise inspections of the MRT system that received complaints from the public in order to understand the situation and plan strategies to establish noise regulations for the city's metro system. As urban development becomes more complete and transportation networks become more pervasive, the Environmental Protection Department will continue to revise regulatory laws and methods for measurement in order to strike a balance between a peaceful living environment and convenient transportation. In order to fully understand the public's demand for a quiet living environment, an analysis is required to assess the current status of noise pollution caused by the transportation system. We also need to examine whether regulatory indicators and standards are adequate for implementing actual regulations. In addition, we will need to adjust the plan throughout the different stages and conduct feasibility studies of each adjustment, so that it can be used as a reference for future revisions of regulatory standards.
