應回收廢棄物處理業處理效能輔導評鑑暨交流研討發表專案工作計畫

中文摘要 本計畫執行期間自民國105年11月23日至民國106年12月31日止,主要目的是透過專業工作團隊針對指定材質(廢車及廢電子電器)目前國際間新技術、新設備等,進行相關資料蒐集與研析,並輔以國內現況的盤點掌握及現地評鑑輔導等,以協助我國在廢機動車輛、廢電子電器之處理產業,其處理設備與技術之提升,以達到環境友善、處理效率、效能與產業產值之提高,以讓我國處理業者朝向循環經濟之路徑前進。 本計畫主要的工作成果包含: (一)蒐集國內各應回收廢棄物專業處理技術與設備,並且完成訪視20家具代表性之國內處理業者。 (二)彙整國內公告應回收項目之回收處理流程、設備技術、再生料用途及衍生物處理方式,深入瞭解其處理技術流程,綜整完成編印「應回收廢棄物回收處理產業再利用技術彙編」。 (三)辦理完成環保署回收基管會同仁增能教育訓練工作坊10場次,以達到增進環保署回收基管會人員對應回收處理業之處理技術、能效、器材設備等之瞭解與掌握,更能透過結合多元視角之思維,使其於公告應回收相關政策擬定時,更能貼近業者需求與實際管理狀況。 (四)蒐集與評析國外指定材質(廢車及廢電子電器)回收處理及再利用技術,並依據評估準則,評析出有助於處理業受補貼機構提升產值之處理再利用技術,並提出新技術4項,包含半固定式廢車拆解機器設備技術、多功能車輛拆除工作站、安全氣囊處理設備、LCD液晶螢幕自動破碎分選技術等。依據評估結果,邀集該技術設備代理商,舉辦回收處理技術交流研討會進行技術交流2場次。 (五)完成指定材質(廢車及廢電子電器)處理業受補貼機構之輔導評鑑,以強化回收處理業輔導管理與溝通業務,完善國內資源回收處理體系之推動。並依據評鑑結果,舉辦評鑑成果發表會,頒發績優廠商獎盃共5名,以表彰受獎單位推動資源回收再利用的成果。 (六)依據應回收廢棄物回收處理產業再利用技術彙編、成果報告及輔導評鑑結果,提出指定材質「回收處理技術轉型國內操作評估」並完成選定4項新技術之投資效益評估、以及可回饋至國內指定材質應回收處理技術轉型評估之重點、效益及策略。

Performance evaluation and research exchange of regulated recyclable waste management

英文摘要 The duration of this project went from 23rd November 2016 to 31st December 2017. This project aims to assist improvement of equipment and technologies in Taiwan’s waste car and E-waste treatment sector, and to promote environmental friendliness, treatment efficiency, performance and industrial values of the recyclers towards circular economy. Tasks of this project includes, 1. Researching and gathering information of internationally prevalent new technologies and equipment in specific materials (waste car and E-waste); 2. Making an inventory of the current status in Taiwan, and carrying out on-site evaluation. The outcomes of this project include: 1.Collecting information of equipment and technologies in Taiwan’s regulated recyclable waste treatment sector, and visiting 20 representitive recycling companies. 2.Collecting and summarizing the recycle procedures, equipment and technologies, recycled materials usage and treatments of derivatives of Taiwan’s proclaimed regulated recyclable waste, and summarizing and printing “The summary of reuse technologies in regulated recyclable waste treatment sector” 3.Organizing training workshops 10 courses for Resource Recycling Management Fund, EPA, to improve staff members’ understanding and familiarity of treatment technologies, energy efficiency, and equipment, in order to take into account practical measures and concerns when needing to formulate policies. 4.Collecting and analyzing recycled treatment and reuse technologies of specific material (waste car and E-waste), and proposed 4 new technologies, including the elv destructive equipment, elv All-In-One solution, airbag engine cracker ,LCD recycling technology. According to assessment guidelines that would contribute profit to subsidized parties. According to the evaluation, this project organized 2 technology exchange conferences for equipment agents of said technologies. 5.Completing evaluation on subsidized parties in treatment sectors of specific materials (waste car and E-waste) to enhance communication and advising with recyclers. According to the result of the evaluation, this project also organized a presentation conference of the result, publicly awarding outstanding 5 companies for their effort in promoting recycle and reuse. 6.Proposing “Recycling treatment technology localization operation evaluation for specific materials”, and And completed the evaluation of the investment benefits of the selected 4 new technologies.As well as the key points,benefits and strategies for“The summary of re-use technologies in regulated recyclable waste treatment sector” that should be repayable to the domestic market.
