This Plan has handled the resource recovery enhancement and advocacy work mainly in accordance with “2016 Enhanced Resource Recovery Subsidy Plan” of Resource Recovery Management Fund Management Committee of Environmental Protection Administration of Executive Yuan and the municipal resource recovery work promotion policy, jointly with the basic resource to establish 42 neighborhood and community resource recovery action stations, and held 80 no-plastic activities, and resource recovery and environment education lectures cooperating with NGO groups (Bless and Wisdom Foundation of Culture and Education, Compassion Relief Tzu Chi Foundation), planned and designed the life resource recovery propaganda (including the advocacy folder and publishing) and media exposure affair work. According to the contract stipulation, the personnel and equipment of this Plan were in place on May 27 (Letter LJH Zi No. 105060102 for future reference of Environmental Protection Agency), and up to November 30, 2016, the working achievement of this Plan was collected and summarized as below:
1. Instructing the neighborhood and community to establish the resource recovery action station
In order to advocate the resource recovery convenience and provide the diversified recovery channels, to establish the resource recovery action station jointly with the neighborhood and community, this Plan aimed at 84 neighborhoods, 75 community development associations, 28 farming teams and 7 Tzu Chi environmental protection stations for investigation, and totally completed 40 neighborhood and community development associations and Environmental Protection Agency of Chiayi Municipal Government as well as Carrefour (North Store) to establish 42 exchange points, instructed to hold once resource recovery collection and exchange activity per month, offered the resource recovered object exchanging for living goods in the item and quantity appointed by the public, and successively completed the instruction and image transformation work according to the schedule. 42 action stations were fully established at the end of July, 2016, and each station handled the resource recovery collection and exchange activity by own, and this Plan instructed and assisted. According to the statistics from July to the end of November, 2016, there were totally 203 exchange activities were held, and 2,060 person times participated, total recovery amount of 26,438kg, monthly average recovery amount of 5,288kg.
In addition, based on 2016 Chiayi Neighborhood and Community Resource Recovery Action Station Plan Implementation and Performance Award Method, those who instructed the action station delivering the resource recovered object to Environmental Protection Agency in weight for recovery, shall have the subsidy of gift coupon of NT$ 1 for every 1kg, and those sold by own shall submit the recovered object sale certificate to Environmental Protection Agency for recording. According to the statistics from July to the end of November, 2016, the neighborhood and community action station recovered object delivered to Environmental Protection Agency had the record of 73 times weighing on scale, and the resource recovered object weight was 6,569kg.
Besides, it also organized resources recycle action station achievements presentation and honoring press conference on November 25, 2016 to present efforts for promotion from each station by inviting media members, and let citizens to understand government departments’ intentions on promoting resources recycle together with grassroots units. Through this resonation, the government is meant to convey “Start from the heart and proceed with determination” into citizens, and there are 66 representatives for participating in this horning activity in total.
II. Organizing resource recycle promotion activity
Environmental protection policy promotion of this city is inseparable from citizens’ cooperation, and 83 sessions of plastic consumption reduction together with environmental education courses for resources recycle that organized by this plan in current year are carried out to deep-plow environmental protection concept into citizens. In addition to citizen participation, civil NGO groups are also play an indispensable role in environmental protection work. For this reason, this plan, with the help of call-upon powers and action forces from Foundation Bliss ＆ Wisdom and Compassion Relief Tzu Chi Foundation, assists in promoting and designating environmental education course instructors to appeal the public responding with 4,260 participations. Meanwhile, to increase the advocating interests, those courses are arranged with resources recycle DIY experience through making recycled waste banners, straws, corn containers, etc. into deep pockets, straw patting rod and other small ordinary staffs under smart reformations, which thereby advocating the recycling and reusing of wastes and concept of resource conservation.
III. Preparing resources recycle related statements
To further promote presentation of resources recycle station, “Jiayi City Resources Recycle Chi-Chi Le” paper folding is designed and produced into 100,000 pieces to send for 98,561 families in this city and make citizens know the distributions of resources recycle action stations, exchange period, recycle exchange items, exchange standards and articles information, etc., thus improving the advocating efficacy. Moreover, for the sake of promoting waste dry batteries, a customized designing culture propaganda article that combined the environmental protection mascot Rabbit Zipe of this city with waste dry batteries recycle image, namely the integration of waste dry batteries recycling bin and remote-control unit box to remind citizens of throwing replaced dry batteries directly into recycle box. Those culture propaganda articles are prepared into 2,000 pieces till October 18, and reported to Environment Protection Agency for future reference.
IV. Media information releasing
In accordance with tendering regulations, this plan should be reported with one case news release every year, and at least more than three cases (included) during period of execution that published on print media's newspapers (United Daily News, China Times, Liberty Times, Commons Daily or Apple daily). There are already seven cases of news releases that are submitted, of which, five cases are published on Liberty Times, Commons Daily and other print media's newspapers.
