105年度執行機動車輛噪音新車型審驗、新車抽驗及車輛噪音管制計畫
| 中文摘要 | 本計畫之主要工作在協助環保署辦理汽車新車型噪音審驗合格證明作業之各項工作，並檢討我國現行機動車輛噪音管制制度的合適性，以提供改善策略及方案供主管機關作為施政參考；另亦持續研究各國發展趨勢，適時建議修正國內相關法規，以確保我國法規管制與國際同步。 首先，在噪音合格證審驗作業方面，105年至11月30日止共計噪音車型組審查共1,499件，核發機動車輛排氣與噪音審驗合格證共1,045張，新車抽驗及品管測試報告的統計結果均符合品質一致性的要求。 在新車噪音審驗管理方面，配合105年元月起全面開始實施「汽車五期機動車輛噪音管制標準值」，以及因應106年元月起「機車六期噪音管制標準值」實施，本計畫協助環保署於105年9月14日完成「第六期機動車輛噪音量測試驗法」公告，以及完成汽車五期及機車六期噪音審驗電子化作業系統合格證申請介面開發，以提升審驗作業效率及落實簡政便民成效。 在法規檢測流程部分，本計畫協助環保署藉由法規檢測案件查核碼及噪音檢測即時監測傳輸系統連線，定期查核指定執行機動車輛噪音法規檢驗測定機構之執行實況，以確保執行機動車輛噪音法規檢測流程之客觀公正性。 最後，為即時因應國際法規發展趨勢，本計畫持續追蹤國際法規修訂進度，並與環保署及車輛業界密切研商我國汽車六期噪音管制法規。目前聯合國已於105年7月1日開始實施ECE R51-03新版汽車噪音管制測試方法，而我國已規劃自107年7月1日開始實施汽車六期噪音管制標準，故我國應備妥相關方案以便可順利導入新期別管制政策。 | ||

Implement of the new vehicle type approval with regard to noise, the new vehicle spot check and the vehicles noise control project.
| 英文摘要 | This project aims to assist EPA in examination of noise certificates for new vehicle types and all aspects work, and to review the existing noise control policy of motor vehicle in order to provide improvement programs for Administration's reference; furthermore, this project also continues to study the international noise regulations trends to make timely recommendations and amend relevant domestic regulations to ensure the consistency of noise regulations between Taiwan and international nations. Firstly, as for the examinations of noise certificates, 1,499 new vehicle type certificates were examined and 1,045 vehicle model emission and noise inspection compliance certification were granted up to November 30, 2016. The statistics of test reports of new vehicle’s spot checks and quality control comply with the requirements of COP (Conformity of Production). As for the noise inspection of new vehicle type, this project assists EPA to formally announce the “motor vehicle noise testing methods of 6th Stage Regulations” on 14th September, 2016, since the “Sound Level Control Values of 5th Stage Regulations” will be in full operation from 1st January, 2017; furthermore, this project also established the GUI (graphical user interface) of noise inspection E-certification systems for vehicle approval granting applications of 5th stage and motorcycle approval granting applications of 6th stage in order to raise the noise examination efficiency and practice the policy of simplified noise examination process. As for the testing process of regulations, the work of regularly check is carried out for noise regulations testing process of each authorization institution through regulations checking code and the connection of real-time monitoring and transmission system, in order to ensure objectivity and impartiality of motor vehicle noise regulations testing process. Finally, for quick response to international regulations trends, this project continually paid close attention on the legislation progress of international motor vehicle noise regulations, and consult with EPA and automobile industries for the vehicle noise regulations of 6th stage. The United Nations has implemented the vehicle regulations testing method “ECE R51-03,” and as from 1st July, 2018, Taiwan will implement the 6th stage vehicle noise regulations, and should prepare relevant schemes in order to smoothly entry noise control policy of new noise regulations stage. | ||
