105年度新竹市室內空氣品質查核暨輔導管制計畫

中文摘要 1. 直讀式儀器巡查檢作業 期末報告截稿前為止共計完成133處次公私場所直讀式巡查檢驗作業,其中包含100處次列管場所稽查及非列管場所調查、19處次教育處聯合稽查、2處次產業發展處聯合稽查、1處次SIP其他空污計畫聯合稽查、3處次額外增加之餐飲業調查及8處次複檢。 其中共計23處次公私場所巡查檢驗為異常結果,異常項目包含CO2、甲醛、TVOC及PM10,第二次複測則仍有3處次異常。第一次以證券公司營業場所、商場、產後護理機構最多,其次為幼稚園、餐飲業(燒烤店)、醫療機構、鐵路車站,而上述多數異常空間之空調系統無調節空氣品質作用,如遇人員聚集時將導致CO2徧高。商場則因尖峰時刻人員密集及大量清潔產品陳列販賣造成CO2、甲醛異常。醫療院所因就診人數眾多,加上院內消毒頻繁致CO2、甲醛徧高。產後護理機構則因為營造寧靜空間而緊閉門窗,再加上使用無換氣功能之空調系統,致CO2徧高。餐飲業(燒烤店)則於用餐時間人員聚集、店內求精緻裝潢營造時尚用餐環境、燃燒行為產生油煙等因素,造成CO2、甲醛、PM10徧高。然直讀式檢測儀器測量時易受環境因素干擾,測值不確性性大,為有效掌控室內空氣品質,則必須再持續追蹤或使用環保署公告標準方法量測。 2. 公告標準方法檢測作業 本(105)年度共計完成20處次公私場所之公告標準方法檢測作業,執行對象為第一批公告場所及第二批預公告場所,其中共計3處公私場所檢測結果不合格,分別為新竹市文化局圖書館(細菌:2430 CFU/m3)、臺灣基督長老教會馬偕醫療財團法人新竹馬偕紀念醫院(細菌:3230 CFU/m3)及國立臺灣大學醫學院附設醫院新竹分院(CO2:1139 ppm、細菌:3720 CFU/m3)。 新竹市文化處圖書館為已列管之第一批公告場所,本計畫特別加強該單位之法規觀念宣導及輔導改善,並於其完成改善作業後執行公告標準方法檢測複檢,複檢結果為合格。另外,為達本(105)年度環保署考評績效項目滿分,同時於20處次公告標準方法檢測作業場所挑選5處,額外執行PM2.5之檢測項目。 3. 雲端即時監測系統 本(105)年度共計完成3處次雲端即時監測系統設置作業,分別為Big City遠東巨城購物中心、臺灣基督長老教會馬偕醫療財團法人新竹馬偕紀念醫院及國立臺灣大學醫學院附設醫院新竹分院,藉由連續監測觀察場所室內空氣品質之變動情形,提供更完善之背景資料蒐集,作為場所執行室內空氣品質自主管理及改善作業之參考依據。 4. 場所自主管理推動及專責人員設置輔導 配合巡查檢驗作業,本(105)年度共計完成100處次公私場所之輔導作業,包含列管場所之法規符合度查核及非列管場所之自主管理計畫建立等;另外,針對歷年新竹市轄內重點觀察名單則安排現場輔導或提供相關改善建議,協助其改善室內空氣品質,以維護市民健康。 5. 室內空氣品質維護管理專家學者現場輔導 本(105)年度共計辦理5場次室內空氣品質維護管理現場輔導作業,分別為國立臺灣大學醫學院附設醫院新竹分院、臺灣基督長老教會馬偕醫療財團法人新竹馬偕紀念醫院、Big City遠東巨城購物中心、大潤發新竹忠孝店及好市多新竹店,每場次皆邀集2位專家學者至現場針對場所自主維護之缺失項目及室內空氣品質改善作業提供完善之建議。輔導常見問題為空調濾網及冷卻水塔未定期清洗、空調系統無引入外氣功能、天花板受潮產生霉斑、室內人員密集及空調機房維護不佳等。 6. 室內空氣品質改善技術實場示範 本(105)年度須完成1場次室內空氣品質改善技術實場示範作業,為配合環保局宣導政策,本工項與SIP計畫及餐飲油煙計畫合併辦理,改善場址選定為Big City遠東巨城購物中心4樓美食街,已於10月份完成改善模型試作,並於12月份發佈新聞稿。 7. 室內空氣品質宣導說明會 本(105)年度共計辦理2場次室內空氣品質宣導說明會,第一場說明會於6月22日舉辦,宣導議題為「105年新竹市推動室內空氣品質作業說明」及「室內空氣品質法規範事項及法令現況說明」,會後學員滿意度調查均為滿意。第二場說明會於9月26日舉行,宣導內容除了「室內空氣品質維護管理制度之建立與室內空氣品質管理法規」之介紹外,更針對改善實務辦理「室內常見污染問題及建議之改善方法」之研討,全數參與單位皆對此次會議表示滿意且理解宣導內容。 8. 室內空氣品質資訊網更新及維護 本(105)年度之室內空氣品質資訊網已於計畫執行之初重新設計,並逐月更新相關資訊,更新內容包含:室內空氣品質最新資訊、相關法令規範查詢與下載、新竹市室內空氣品質自主管理相關推動成果、室內空氣品質相關網站連結及線上諮詢等功能。 9. 宣導品與宣導文宣 本(105)年度共計完成完成500份宣導品。另外,為達本(105)年度環保署考評績效項目滿分,額外完成300份宣導文宣。 10. 跨局處協調分工會 本(105)年度共計辦理1場次跨局處協調分工會,主要會議內容為本計畫執行進度及未來工作規劃,同時請各局處提供或更新所屬管轄場所負責單位之聯絡窗口。此外,亦請各局處於日後舉辦大型活動能協助環保局發放宣導品及宣導文宣,以提供一般市民更多室內空氣品質相關訊息。 11. 緊急應變及民眾陳情事件處理 已擬定室內空氣品質不良及民眾陳情事件處理流程,惟至目前為止並未接獲民眾陳情事件。 12. 其他配合事項 除上述工作內容進度外,亦全力完成本(105)年度環保署績效考評項目,俾利達成本年度環保署計畫績效考評滿分之目標。

Indoor air quality inspection, counseling, and control plan of Hsinchu City in 2016

英文摘要 1. Direct-reading equipment inspection operations The IAQ of 133 public and private premises were tested by using direct-reading inspection operations, which included 100 regulatory and unlisted sites, 19 education offices, 2 industry development offices, 1 joint inspection with SIP air pollution project, and 8 re-examination and 3 supplemental inspections of the catering industry. A total of 27 public and private places inspection showed abnormal results, which included CO2, formaldehyde, TVOC and PM10, and the re-examination of the above places showed 3 places remained abnormal results. The above-mentioned places include grill restaurant, medical institutions, railway stations, sports and fitness establishments, and the most reasons of the abnormal IAQ of the above-mentioned places were due that the high capacity of people make the air-conditioning system overloaded. The concentrations of indoor CO2 and HCHO in the shopping malls increase while the people are crowded and the large amount of cleaning products is displayed. The concentrations of indoor CO2 and HCHO in the medical institutions increase due to the large number of patients, coupled with hospital disinfection. Postpartum care institutions close doors and windows all the times for creating a quiet space, which coupled with the use of non-ventilation function of the air-conditioning system, causing the indoor air CO2 increase. Grill restaurant are crowded in the meal time, in addition to the paint volatile of fine decoration materials and the combustion behavior of soot and other factors, resulting the increase of indoor CO2, HCHO, and PM10. However, direct-reading testing equipment is susceptible to environmental interference and measurement uncertainty; in order to effectively control the indoor air quality, re-examination by using the EPA standard method of measurement is recommended. 2. IAQ testing in the regulatory places The IAQ of 20 regulatory places, public and private, have been investigated. Among them, 3 places have failed the test results, namely Hsinchu City (bacteria: 3230 CFU/m3), the Hsinchu Branch of the National Taiwan University Medical College Hospital (CO2: 1139 ppm), and the Taiwan Medical University Presbyterian Church (bacteria: 3720 CFU / m3). The Hsinchu City Cultural Affairs Office Library is the first batch of announcements that have been listed and the project help them to strengthen the publicity and guidance of the law and improve the quality of the sites. After the completion of the improvement work, the project will carry out the standard methods of inspection and the result is qualified. The project selected 5 places among the above-mentioned 20 places to monitor PM2.5 concentration in order to reach the annual Environmental Protection Agency (EPA) assessment performance. 3. Drive system real-time monitoring Three drive system real-time monitoring have been set up in Big City Far East City Shopping Center, Mackay Memorial Hospital Hsinchu Branch, and the National Taiwan University Medical College Hospital Hsinchu Branch respectively. The drive system real-time monitoring provide better background information collection for continuous monitoring of indoor air quality in observation sites, as a reference for self-management and improvement of indoor air quality. 4. Self-management improvement and responsible personnel training The training operations have been fulfilled to 100 public and private places, including the place of the regulatory compliance and the self-management programs of the non-regulatory places. The on-site observation list arranges the IAQ operation counseling or provides the related improvement suggestion, helps it to improve the IAQ, maintains the public health. 5. On-site counseling by experts and scholars A total of 5 sessions of IAQ maintenance management on-site counseling operations have been held in the National Taiwan University Medical College Hospital Hsinchu Branch, Mackay Memorial Hospital Hsinchu Branch, Big City Far East City Shopping malls, RT-Mart Hsinchu Chung Hsiao stores, and COSTCO Hsinchu shop, respectively. Each session is invited two experts and scholars to the scene for the site to maintain the missing items and improve the quality of IAQ to provide suggestions for improvement. The common problems include the irregularly cleaning air conditioning filter and cooling towers, air-conditioning system without the external air system, the damp ceiling to produce mildew, indoor staff intensive, and poor air-conditioning room maintenance. 6. The field demonstration of IAQ improvement technology. In order to comply with the Environmental Protection Agency's policy, the project combined with the SIP and the catering fume control project to hold a field demonstration of IAQ improvement technology. The site is selected as Big City Far East Giant City Shopping Center, 4th Floor, Food Court, and the model for trial has been completed in October. The news will has bee released in December. 7. IAQ Promotion Seminar The first seminar was held on June 22, and the theme of the seminar was “Hsinchu City's Promotion of Indoor Air Quality Operation in the year of 2016" and "The Statement and Declaration of the IAQ regulations". The second seminar was held on September 26. Besides the introduction of "Establishment of Indoor Air Quality Maintenance Management System and IAQ Management Regulation", the contents of the promotion will be directed to the sources of indoor common pollution and the way of improvement. All the participants were satisfied with the conference and understood the content of the promotion. 8. The update and maintenance of IAQ information network The Indoor Air Quality Information Network (IAQIN) was redesigned in the first two months after the implementation of the project, and was updated monthly in the following month. The updated information includes the latest information on IAQ, the related laws and regulations, the inquiry and download, the results of IAQ self-management in the Hsinchu City, IAQ related to the site link, and online consultation. 9. Publicity and propaganda A total of 500 promotional propaganda were completed and delivered. An additional 300 propaganda were made in order to achieve the annual EPA assessment performance projects. 10. Cross-divisional coordination within the City Government A cross-divisional coordination meeting within the Government was held on June 29. The main content of the meeting was the implementation progress of the project and the future plan. The bureaus were also required to provide or update the liaison offices of the units under their jurisdiction. In addition, each Bureau was invited to assist the EPA in issuing publicity materials and publicity materials to provide more information on IAQ to the general public. 11. Emergency response and handling of public complaints Emergency response of poor IAQ and the handling of complaints by the public have been formulated. However, no complaints have been received so far. 12. Other coordination matters In addition to the progress of the above work, the project has also completed the Annual Environmental Performance Assessment program, which aims to achieve the EPA's annual performance appraisal.
