Based on the contents of this project and demand from EPA, this project aims to analyze the feasibility of waste textiles and waste solar panels, and this step comprises of five principles:1)waste quantity. 2)toxic substance. 3) complete responsible or charge enterprise lists. 4) well disposal and recycling way.5)benefit of reuse and recycling. As a result of analysis, it is proposed that waste textiles should run in the same way of nowadays and waste solar panels are suggested to be recycled by reverse system.
As for EPS and waste fan countermanded from regulated recyclable item list, remaining the both as mandatory recycling items is suggested because of the existence for regulated reasons, so that mechanism of recycling and management is also proposed. Then, by the questionnaire result from local district cleaning units and the evaluation among the aspects of environment, technology and administration, mercury thermometer and fire extinguishers are recommended as designated recyclable items. Furthermore, helmets, ceramics and brick are supposed to be regulated or not, which depends not only on the needs of the authorities but also on the way of disposal and recycling, and the authorities are able to enlist themselves according to Waste Disposal Act Article 5 Paragraph 6.
The recycling rate of waste mobile communication products has been increased to 48.49% in 2015, and 78.8 tons in January-June of 2016. The total amount of waste mobile communication products recovered is 78.8 tons. In the part of the self-recycling by producers of EPS for packaging, the recovery rate has reached 67.04%, in line with the target recovery rate of 60%.
In addition, through the general waste disposal fee expenditure and income data reported by the local EPB, compile and analyze the error records and guide the local EPB to amend the information and amend the relevant forms according to the common lack of circumstances. And then (1) accomplish the investigation of the income and utilization status of recycling waste from each county ,so as to related laws and regulations (2) update the general waste removal treatment cost index and (3) also update the related investigation result of general waste disposal fees and expenses for general waste to be incinerated via local EPB.
